The State Government should not accept the PMC administration’s proposal regarding the change in promotion of the post of PMC Assistant Commissioner

 |  Due to the injustice being done to the clerical cadre, the demand for Backward Class Employees Association
 PMC Assistant Commissioner Promotion |  In Pune Municipal Corporation (PMC), some rights are being taken away from the employees working in the clerical cadre. The municipal administration (Pune PMC) is changing the mutual service rules (PMC service rules).  The right promotions of municipal employees are being stopped. Changes are being made in the service entry rules by deviating from the municipal rules. Also the proposal to change the promotion of the post of assistant commissioner has been sent to the state government. The Pune Mahanagarpalika Backward Class Employees Association (Pune Mahanagarpalika Magasvargiy Karmchari Sanghatana) has objected to this.  This proposal should not be accepted and the administration officer should be promoted to the post of Assistant Commissioner, the president of the organization Rupesh Sonawane has demanded.(Pune Municipal Corporation Latest News)
 : Proposals in deviating from the rules put in place by the administration
 There are frequent changes in the eligibility and appointment method for the post of PMC Assistant Commissioner.  50% promotion of this post has been changed.  According to the prevailing system, 50% promotion was given on the basis of seniority.  But this was changed.  Accordingly, the employees in class 1, 2 and 3 through internal examination who hold the degree can also become Assistant Commissioner.  The proposal in this regard was recently approved by the PMC Pune General Body and this proposal was sent to the government.  But one more change has been made.  Now not only the degree holder but also the diploma holder will be able to become assistant commissioner by passing the examination.  However, it is seen that employees who aspire to become Assistant Municipal Commissioner (PMC Pune Assistant Commissioner) have been evicted from the clerical cadre.
 According to the Municipal Service Rules (PMC Pune Service Rules), the eligibility and appointment method for the post of Assistant Municipal Commissioner has been decided.  His chain was also made accordingly.  It consists of Superintendent, Administrative Officer, Assistant Commissioner, Deputy Commissioner and Additional Municipal Commissioner for the clerical cadre.  Whereas for technical posts, there are Branch Engineer, Deputy Engineer, Executive Engineer, Superintending Engineer and City Engineer.  (PMC pune news)
 : Change in promotion
 Accordingly, the prevailing mode of appointment to the post of Assistant Commissioner (Sports, Encroachment, Solid Waste Management, Superintendent of Local Body Tax, Property and Management, Taxation and Tax Collection) in Administrative Service Category-1 was 25% nomination, 50% promotion and 25% deputation.  50% promotions were also done from municipal employees on the basis of seniority.  But now the exam will be conducted for this.  What is special is that not only the degree, but the employee of any cadre holding a diploma will be able to become an assistant commissioner by passing the exam.  The administration has made this change in the service rules.  Therefore, employees who have worked in the clerical cadre for the past 20-25 years and have good experience in administrative work are getting evicted due to this rule.  Each cadre is assigned a chain.  But during the change, the chain of writing staff has been changed.  (Pune Municipal Corporation)

 – Syllabus inconsistent from administration
 The administration had kept a subject paper to change the promotion.  But there was a discrepancy.  The subject paper states that technical posts cannot be promoted to non-technical cadre.  On the one hand it was said that and on the other hand it was said that an employee of any cadre can become an Assistant Commissioner by passing the exam.  This shows an inconsistency.  It is being said that this is an injustice to the writing staff.
 Because many employees have been in service for more than 15-20 years.  He has worked in many departments from tax collection, general administration.  According to seniority they should get the post of Assistant Commissioner.  But the ways of such employees to become class one are closed.  It is said that forcing him to take the exam again after doing so much work is illegal.  Basically the officer to be Assistant Commissioner must be very experienced.  A man with only 5 years of service will not be able to do justice to that post.  Therefore, it has been demanded to keep the same as before the promotion.

PMC Assistant Commissioner Promotion | पुणे महापालिकेत (Pune Municipal Corporation (PMC) लेखनिकी संवर्गात काम करणाऱ्या कर्मचाऱ्यांकडून काही हक्काच्या संधी हिरावून घेतल्या जात आहेत. महापालिका प्रशासनाकडून (Pune PMC) परस्पर सेवा नियमावलीत (PMC service rules) बदल  केले जात आहेत. यामुळे या संवर्गातील कर्मचारी हवालदिल झाले आहेत. तसेच महापालिका कर्मचाऱ्यांच्या हक्काच्या पदोन्नत्या रखडवल्या जात आहेत. महापालिका नियमावली ला डावलत सेवा प्रवेश नियमावलीत बदल केले जात आहेत. तसेच सहाय्यक आयुक्त पदाच्या पदोन्नतीमध्ये बदल करण्याचा जो प्रस्ताव राज्य सरकारकडे पाठवण्यात आला आहे. याबाबत पुणे महापालिका मागासवर्गीय कर्मचारी संघटनेकडून (Pune Mahanagarpalika Magasvargiy Karmchari Sanghatana) आक्षेप घेण्यात आला आहे. हा प्रस्ताव मान्य करू नये आणि प्रशासन अधिकारी यांनाच सहाय्यक आयुक्त पदावर पदोन्नती देण्यात यावी. अशी मागणी संघटनेचे अध्यक्ष रुपेश सोनवणे (Rupesh Sonawane) यांनी केली आहे. (Pune Municipal Corporation Latest News)
: प्रशासनाकडून ठेवले गेले नियमावलीला डावलून  प्रस्ताव 
महापालिकेच्या सहायक महापालिका (PMC Assistant commissioner) आयुक्त पदाच्या अर्हता आणि नेमणुकीच्या पद्धतीत वारंवार बदल केला जात आहे. या पदाच्या 50% पदोन्नतीच्या (Promotion) पद्धतीत बदल केला गेला होता. प्रचलित पद्धतीनुसार सेवाज्येष्ठतेनुसार (Seniority) 50% पदोन्नती दिली जात होती. मात्र यात बदल करण्यात आला. त्यानुसार पदवी धारण करणारे अंतर्गत परीक्षेद्वारे वर्ग 1, 2 आणि 3 मधील कर्मचारी देखील सहायक आयुक्त होऊ शकतात. याबाबतच्या प्रस्तावाला नुकतीच महापालिकेच्या मुख्य सभेने (pmc pune General body) मान्यता दिली होती व हा प्रस्ताव सरकारकडे पाठवला होता. मात्र यात अजून एक बदल केला गेला आहे. आता फक्त पदवीच (Degree) नाही तर पदविका (Diploma) धारण करणारा कर्मचारी देखील परीक्षा देऊन सहायक आयुक्त होऊ शकणार आहे. मात्र या माध्यमातून लेखनिकी संवर्गातून (clerical cadre) सहायक आयुक्त (Assistant Municipal commissioner, होण्याची मनीषा बाळगणाऱ्या कर्मचाऱ्यांना बेदखल केले असल्याचे दिसून येत आहे. महापालिका सेवा नियमावली (PMC pune Service rules) नुसार सहायकमहापालिका आयुक्तपदासाठी अर्हता आणि नेमणुकीची पद्धत कशी करावी हे ठरवून दिले आहे. त्यानुसार त्याची साखळी देखील बनवण्यात आली होती. त्यामध्ये लेखनिकीसंवर्गासाठी अधीक्षक, प्रशासन अधिकारी, सहायक आयुक्त, उपायुक्त आणि अतिरिक्त महापालिका आयुक्त अशी आहे. तर तांत्रिक पदासाठी शाखा अभियंता, उप अभियंता, कार्यकारी अभियंता, अधीक्षक अभियंता आणि शहर अभियंता अशी आहे. : पदोन्नती मध्ये बदल 

त्यानुसार प्रशासकीय सेवाश्रेणी – १ मधील  सहाय्यकआयुक्त (क्रिडा, अतिक्रमण, घनकचरा व्यवस्थापन, स्थानिक संस्थाकर अधिक्षक, मालमत्ता व व्यवस्थापन, कर आकारणी व कर संकलन) या पदाची नेमणुकीची प्रचलित  पद्धत ही 25% नामनिर्देशन, पदोन्नती-५०% आणि प्रतिनियुक्ती 25% अशी होती. 50% पदोन्नतीही महापालिका कर्मचाऱ्यांमधून सेवाज्येष्ठेतेनुसार केली जात होती. मात्र आता यासाठी परीक्षा घेण्यात येणार आहे. विशेष म्हणजे फक्त पदवीच नाही तर पदविका धारण करणारा कुठल्याही संवर्गातील कर्मचारी परीक्षा देऊन सहायक आयुक्त होऊ शकणार आहे. प्रशासनाने सेवा नियमावलीत हा बदल केला आहे. त्यामुळे लेखनिकी संवर्गात गेली 20-25 वर्ष काम करणारे, प्रशासकीय कामाचा चांगला अनुभव असणारे कर्मचारी मात्र या नियमामुळे बेदखल होत आहेत. प्रत्येक संवर्गाची एक साखळी ठरलेली आहे. मात्र बदल करताना लेखनिकी संवर्गातील साखळीतच बदल करण्यात आला आहे. बदल करताना फक्त लेखनिकी संवर्ग : प्रशासकीय सेवा याच्या 50% पदोन्नतीत बदल केला जात आहे. या संवर्गात कुठल्याही साखळीतील कर्मचारी येऊन सहायक आयुक्त होऊ शकतो. मात्र लेखनिकी संवर्गातील कर्मचारी दुसरीकडे जाऊ शकत नाही. (Pmc Pune Marathi News)

– प्रशासनाकडून विषयपत्र विसंगत 
प्रशासनाने पदोन्नतीत बदल करण्याचे विषयपत्र ठेवले होते.  मात्र त्यात विसंगती दिसून आली.  विषयपत्रात म्हटले आहे कि तांत्रिक पदांना अतांत्रिक संवर्गात पदोन्नती देता येणार नाही. एकीकडे असे म्हणायचे आणि दुसरीकडे कुठल्याही संवर्गातील कर्मचारी हा परीक्षा देऊन सहायक आयुक्त होऊ शकतो, असे म्हणायचे. यात विसंगती दिसून येते. हा लेखनिकी संवर्गावर अन्याय असल्याचे सांगितले जात आहे.
कारण बऱ्याच कर्मचाऱ्यांची सेवा 15- 20 वर्षाहून अधिक काळ झाली आहे. त्यांनी कर संकलन, सामान्य प्रशासन पासून बऱ्याच खात्यात काम केले आहे. सेवा ज्येष्ठेतेनुसार त्यांना सहायक आयुक्त पद मिळायला हवे आहे. मात्र अशा कर्मचाऱ्यांचे क्लास वन होण्याचे मार्ग बंद झाले आहेत. एवढे काम करून पुन्हा त्याला परीक्षा देण्यासाठी मजबूर करणे, हे नियमबाह्य असल्याचे बोलले जात आहे. मुळात सहायक आयुक्तहोणार अधिकारी हा खूप अनुभवी असणे, आवश्यक आहे. फक्त 5 वर्ष सेवा झालेला माणूस त्या पदाला न्याय देऊ शकणार नाही. त्यामुळे पदोन्नतीपूर्वीसारखीच ठेवण्याची मागणी केली आहे.
मागासवर्गीय कर्मचारी संघटनेने या केल्या आहेत मागण्या 
1. पुणे महापालिका आस्थापानेवरील सहाय्यक आयुक्त श्रेणी 1 या पदाच्या सेवा नियम प्रवेश नियमामध्ये सुधारणा करून 50% पदोन्नतीची पदे प्रशासकीय सेवा, लेखा सेवा, अभियांत्रिकी सेवा, वैद्यकीय सेवा, निमवैद्यकीय सेवा, अग्निशमन सेवा, शिक्षण सेवा अशा सर्व संवर्गातून निवड करण्याचा/ नामनिर्देशन करण्याचा महापालिका आयुक्तांचा प्रस्ताव सरकारने मान्य करू नये.
2. सहाय्यक आयुक्त पद सध्या रिक्त आहे. त्यामुळे आमची मागणी आहे कि, सध्या कार्यरत असलेले सहाय्यक आयुक्त श्रेणी 1 पदाच्या सेवा प्रवेश नियमामध्ये देण्यात आलेली नामनिर्देशन 25% नेमणुकीची पद्धत रद्द करून प्रशासन अधिकारी पदावरून पदोन्नती 75% व 25% प्रतिनियुक्ती असे प्रमाण मंजूर करून मिळावे.
3. प्रशासन अधिकारी पदावरील सेवकांना 3 वर्ष सेवा ही अट शिथिल करून पदोन्नती देण्यात यावी.

महापालिका आयुक्त विक्रम कुमार (PMC Commissioner Vikram Kumar) यांनी याबाबतचे आदेश नुकतेच जारी केले आहेत. राज्य सरकार मधील मुख्याधिकारी (गट ब) गिरीश दापकेकर (CEO Girish DapakekR) यांची पुणे महापालिकेच्या रिक्त सहायक आयुक्त पदावर नुकतीच प्रतिनियुक्तीने नियुक्ती करण्यात आली आहे. दापकेकर यांना सुरुवातीला सिंहगड रोड क्षेत्रीय कार्यालयाच्या क्षेत्रीय अधिकारी पदाचा पदभार देण्यात आला होता. मात्र आता काही पदभार बदलण्यात आले आहेत. क्षेत्रीय अधिकारी संदीप खलाटे यांच्याकडे औंध बाणेर क्षेत्रीय कार्यालयाचा पदभार होता. आता महापालिका आयुक्तांकडून सिंहगड रोड क्षेत्रीय कार्यालयाचा पदभार खलाटे यांच्याकडे तर औंध बाणेर चा पदभार दापकेकर यांच्याकडे देण्यात आला आहे.  Sometimes the post of Assistant Commissioner becomes vacant.  The charge is given till the arrival of the new officer at that place.  The method is that the administrative officer should be given this responsibility.  But for the past few years, that is not being done in the municipal corporation.  Assuming that the administrative officer will not be able to cope with this task, the Deputy Engineer is given this charge.  Actually Assistant Commissioner is a very responsible person.  He checks the bills of all the work done by the engineers.  But now after the Deputy Engineer becomes Assistant Commissioner, the same officer is working and checking the bills.  Therefore, this method is being criticized.  Moreover, why is the work of an administrative officer already suspected without being given the responsibility of an in-charge post?  Why is it assumed that he will not be able to do the job?  On what basis is it decided that he is not worthy?  Such questions are being raised on this occasion.

कधी कधी सहायक आयुक्त हे पद रिक्त होते. त्या ठिकाणी नवीन अधिकारी येईपर्यंत प्रभारी चार्ज दिला जातो. पद्धत अशी आहे कि प्रशासन अधिकाऱ्याला ही जबाबदारी द्यायला हवी. मात्र गेल्या काही वर्षांपासून महापालिकेत तसे केले जात नाही. प्रशासन अधिकाऱ्याला हे काम झेपणार नाही, असे गृहीत धरून उप अभियंता यांना हा पदभार दिला जातो. खरे पाहता सहायक आयुक्त हा खूप जबाबदार माणूस असतो. अभियंत्यांनी केलेल्या सगळ्या कामाची बिले तोच तपासत असतो. मात्र आता उप अभियंता सहायक आयुक्त झाल्यानंतर काम करणारा देखील तोच आणि बिले तपासणारा देखील तोच अधिकारी अशी स्थिती होत आहे. त्यामुळे या कार्यपद्धतीवरच टीका होत आहे.  शिवाय प्रशासन अधिकाऱ्याला प्रभारी पदाची जबाबदारी न देता त्याच्या कामावर आधीच का संशय घेतला जातो? त्याला काम जमणार नाही, असे का गृहीत धरले जाते?   तो लायक नाही हे कशाच्या आधारावर ठरवले जाते? असे प्रश्न या निमित्ताने उपस्थित होत आहेत.

 There are frequent changes in the eligibility and appointment method for the post of PMC Assistant Commissioner.  50% promotion of this post has been changed.  According to the prevailing system, 50% promotion was given on the basis of seniority.  But this was changed.  Accordingly, the employees in class 1, 2 and 3 through internal examination who hold the degree can also become Assistant Commissioner.  The proposal in this regard was recently approved by the PMC Pune General Body and this proposal was sent to the government.  But one more change is going to be made in this.  Now not only the degree holder but also the diploma holder will be able to become assistant commissioner by passing the examination.  The proposal in this regard has been placed before the Legislative Committee.  However, it is seen that employees who aspire to become Assistant Municipal Commissioner (PMC Pune Assistant Commissioner) have been evicted from the clerical cadre.
 According to the Municipal Service Rules (PMC pune Service rules), the qualification and appointment method for the post of Assistant Municipal Commissioner has been decided.  His chain was also made accordingly.  It consists of Superintendent, Administrative Officer, Assistant Commissioner, Deputy Commissioner and Additional Municipal Commissioner for clerical cadre.  Whereas for technical posts, there are Branch Engineer, Deputy Engineer, Executive Engineer, Superintending Engineer and City Engineer.  (PMC pune news)

 Accordingly, the prevailing method of appointment to the post of Assistant Commissioner (Sports, Encroachment, Solid Waste Management, Superintendent of Local Body Tax, Property and Management, Taxation and Tax Collection) in Administrative Service Category-1 was 25% nomination, 50% promotion and 25% deputation.  .  50% promotions were made from municipal employees on the basis of seniority.  But now the exam will be conducted for this.  What is special is that not only the degree, but the employee of any cadre holding a diploma will be able to become an assistant commissioner by passing the exam.  The administration has made this change in the service rules.  Therefore, employees who have been working in the clerical cadre for the past 20-25 years and have good experience in administrative work are getting evicted due to this rule.  Each cadre is assigned a chain.  But during the change, the chain of writing staff has been changed.  (Pune Municipal Corporation)

 – Administration docket inconsistent
 The administration has kept a subject paper for changes in promotion.  It was also placed earlier.  But there is an inconsistency in it.  The subject paper states that technical posts cannot be promoted to non-technical cadre.  On the one hand it was said that and on the other hand it was said that an employee of any cadre can become an Assistant Commissioner by passing the exam.  This shows an inconsistency.  It is being said that this is an injustice to the writing staff.
 Because many employees have been in service for more than 15-20 years.  He has worked in many departments from tax collection, general administration.  According to seniority they should get the post of Assistant Commissioner.  But the ways of such employees to become class one are closed.  It is being said that forcing him to take the exam again after doing so much work is illegal.  Basically the officer to be Assistant Commissioner must be very experienced.  A man with only 5 years of service will not be able to do justice to that post.  Therefore, the promotion is being demanded to be kept as before.  It is also being demanded that if change is to be made, it should be done on deputation.

PMC Pune Employees | (Author – Ganesh Mule) | पुणे महापालिकेत (Pune Municipal Corporation) लेखनिकी संवर्गात काम करणाऱ्या कर्मचाऱ्यांकडून काही हक्काच्या संधी हिरावून घेतल्या जात आहेत. महापालिका प्रशासनाकडून (Pune civic body) परस्पर सेवा नियमावलीत (service rules) बदल  केले जात आहेत. यामुळे या संवर्गातील कर्मचारी हवालदिल झाले असून आमच्यावर अन्याय होत असल्याची खंत कर्मचारी व्यक्त करत आहेत. त्याचप्रमाणे नगरसेवक (corporators) असते तर ही वेळ आमच्यावर आली नसती, अशाही भावना महापालिका कर्मचारी व्यक्त करत आहेत. : प्रशासनाकडून ठेवले जात आहेत प्रस्ताव

महापालिकेच्या सहायक महापालिका (PMC Assistant commissioner) आयुक्त पदाच्या अर्हता आणि नेमणुकीच्या पद्धतीत वारंवार बदल केला जात आहे. या पदाच्या 50% पदोन्नतीच्या (Promotion) पद्धतीत बदल केला गेला होता. प्रचलित पद्धतीनुसार सेवाज्येष्ठतेनुसार (Seniority) 50% पदोन्नती दिली जात होती. मात्र यात बदल करण्यात आला. त्यानुसार पदवी धारण करणारे अंतर्गत परीक्षेद्वारे वर्ग 1, 2 आणि 3 मधील कर्मचारी देखील सहायक आयुक्त होऊ शकतात. याबाबतच्या प्रस्तावाला नुकतीच महापालिकेच्या मुख्य सभेने (pmc pune General body) मान्यता दिली होती व हा प्रस्ताव सरकारकडे पाठवला होता. मात्र यात अजून एक बदल केला जाणार आहे. आता फक्त पदवीच (Degree) नाही तर पदविका (Diploma) धारण करणारा कर्मचारी देखील परीक्षा देऊन सहायक आयुक्त होऊ शकणार आहे. याबाबतचा प्रस्ताव विधी समिती समोर ठेवण्यात आला आहे. मात्र या माध्यमातून लेखनिकी संवर्गातून (clerical cadre) सहायक आयुक्त (Assistant Municipal commissioner, होण्याची मनीषा बाळगणाऱ्या कर्मचाऱ्यांना बेदखल केले असल्याचे दिसून येत आहे. महापालिका सेवा नियमावली (PMC pune Service rules) नुसार सहायकमहापालिका आयुक्त पदासाठी अर्हता आणि नेमणुकीची पद्धत कशी करावी हे ठरवून दिले आहे. त्यानुसार त्याची साखळी देखील बनवण्यात आली होती. त्यामध्ये लेखनिकी संवर्गासाठी अधीक्षक, प्रशासन अधिकारी, सहायक आयुक्त, उपायुक्त आणि अतिरिक्त महापालिका आयुक्त अशी आहे. तर तांत्रिक पदासाठी शाखा अभियंता, उप अभियंता, कार्यकारी अभियंता, अधीक्षक अभियंता आणि शहर अभियंता अशी आहे. : पदोन्नती मध्ये बदल

त्यानुसार प्रशासकीय सेवाश्रेणी – १ मधील  सहाय्यक आयुक्त (क्रिडा, अतिक्रमण, घनकचरा व्यवस्थापन, स्थानिक संस्थाकर अधिक्षक, मालमत्ता व व्यवस्थापन, कर आकारणी व कर संकलन) या पदाची नेमणुकीची प्रचलित  पद्धत ही 25% नामनिर्देशन, पदोन्नती-५०% आणि प्रतिनियुक्ती 25% अशी होती. 50% पदोन्नती ही महापालिका कर्मचाऱ्यांमधून सेवाज्येष्ठेतेनुसार केली जात होती. मात्र आता यासाठी परीक्षा घेण्यात येणार आहे. विशेष म्हणजे फक्त पदवीच नाही तर पदविका धारण करणारा कुठल्याही संवर्गातील कर्मचारी परीक्षा देऊन सहायक आयुक्त होऊ शकणार आहे. प्रशासनाने सेवा नियमावलीत हा बदल केला आहे. त्यामुळे लेखनिकी संवर्गात गेली 20-25 वर्ष काम करणारे, प्रशासकीय कामाचा चांगला अनुभव असणारे कर्मचारी मात्र या नियमामुळे बेदखल होत आहेत. प्रत्येक संवर्गाची एक साखळी ठरलेली आहे. मात्र बदल करताना लेखनिकी संवर्गातील साखळीतच बदल करण्यात आला आहे. आरोग्य सेवेत काम करणाऱ्या कर्मचाऱ्यांसाठी स्वतंत्र  ladder आहे. त्यानुसार  वैद्यकीय अधिकारी,  सहायक आरोग्य अधिकारी,  उप आरोग्य अधिकारी आणि आरोग्य अधिकारी अशी ती साखळी आहे. त्याचप्रमाणे वरील उल्लेखानुसार अभियंता पदाची साखळी आहे. समाज विकास विभागात देखील साखळी आहे. त्यानुसार  समाजसेवक, सहायक समाज विकास अधिकारी, उपसमाज विकास अधिकारी आणि  मुख्य समाज विकास अधिकारी अशी साखळी आहे. उद्यान विभागाची देखील साखळी आहे. तसेच लेखा व वित्त विभागाची देखील साखळी आहे. मात्र बदल करताना फक्त लेखनिकी संवर्ग : प्रशासकीय सेवा याच्या 50% पदोन्नतीत बदल केला जात आहे. या संवर्गात कुठल्याही साखळीतील कर्मचारी येऊन सहायक आयुक्त होऊ शकतो. मात्र लेखनिकी संवर्गातील कर्मचारी दुसरीकडे जाऊ शकत नाही. – प्रशासनाचे विषयपत्र विसंगत

प्रशासनाने पदोन्नतीत बदल करण्याचे विषयपत्र ठेवले आहे. या आधी देखील ठेवले होते. मात्र त्यात विसंगती दिसून येते. विषयपत्रात म्हटले आहे कि तांत्रिक पदांना अतांत्रिक संवर्गात पदोन्नती देता येणार नाही. एकीकडे असे म्हणायचे आणि दुसरीकडे कुठल्याही संवर्गातील कर्मचारी हा परीक्षा देऊन सहायक आयुक्त होऊ शकतो, असे म्हणायचे. यात विसंगती दिसून येते. हा लेखनिकी संवर्गावर अन्याय असल्याचे सांगितले जात आहे.
कारण बऱ्याच कर्मचाऱ्यांची सेवा 15- 20 वर्षाहून अधिक काळ झाली आहे. त्यांनी कर संकलन, सामान्य प्रशासन पासून बऱ्याच खात्यात काम केले आहे. सेवा ज्येष्ठेतेनुसार त्यांना सहायक आयुक्त पद मिळायला हवे आहे. मात्र अशा कर्मचाऱ्यांचे क्लास वन होण्याचे मार्ग बंद झाले आहेत. एवढे काम करून पुन्हा त्याला परीक्षा देण्यासाठी मजबूर करणे, हे नियमबाह्य असल्याचे बोलले जात आहे. मुळात सहायक आयुक्त होणार अधिकारी हा खूप अनुभवी असणे, आवश्यक आहे. फक्त 5 वर्ष सेवा झालेला माणूस त्या पदाला न्याय देऊ शकणार नाही. त्यामुळे पदोन्नती पूर्वीसारखीच ठेवण्याची मागणी केली जात आहे. बदल करायचा असेल तर प्रतिनियुक्तीत करा, अशीही मागणी होत आहे.
