2 thousand 625 crore compensation allocation for land acquisition of Pune Western Ring Road

Pune Ring Road | The land acquisition work of Pune Ring Road, which is very important for the development of the district and the state, has reached its final stage. Due to the consistent efforts of Collector Dr. Rajesh Deshmukh (IAS), the land acquisition for this project has been achieved very quickly and for the land acquisition of the inner ring road, a compensation of 2 thousand 625 crores has been deposited in the account of the land holders. Vehicles coming and going from areas near Pune and Pimpri-Chinchwad as well as Kolhapur, Saswad, Solapur, Ahmednagar, Nashik, Mangaon, Konkan and Mumbai have to pass through Pune and Pimpri Chinchwad. Therefore, it is putting a strain on the traffic within the city. With the increase in the number of vehicles in the city, the air and noise pollution has also increased. Since it is necessary to build a ring road outside the city to divert the vehicles coming from outside the city to the right direction without bringing them inside the city, the government decided to build a ring road around the city of Pune on 14th July 2015.

Government has appointed Maharashtra State Road Development Corporation as the implementing mechanism for this project. This project is divided into two phases namely East and West. Preliminary land acquisition notifications for the Eastern and Western Ring Roads were released in 2021 after the project design was finalised.

Local citizens were opposed to the measurements required for the project. Despite the Corona crisis, Collector Dr. Rajesh Deshmukh interacted with the local citizens and explained the importance of the project to them. The joint enumeration work was completed within a short period of time due to the success in explaining the economic benefits of land acquisition to the land holders.

Acquiring land from around 84 villages in six talukas was a major challenge for this ambitious project. For this, rates were fixed for land prone to various types of floods. Later, as per the instructions given by the Government through circular dated 24th January 2023 regarding assessment, the fixed rates were canceled and new rates were fixed. While doing so, care was also taken to ensure that the landowners are properly satisfied.

After fixing the compensation as per the new rate, in the first phase, notices were given to the land holders of a total of 32 villages of the Pune (West) Ring Road for filing consent options. A separate Land Acquisition Cell was set up in the offices of all Land Acquisition Officers to receive 25 percent additional compensation from the land holders after giving their consent. Out of about 645 hectares of land to be acquired in Maval, Mulshi, Haveli and Bhor taluks of the Western Ring Road, 307 hectares of land was taken with consent. Land acquisition decisions for the rest of the area have been announced and the land transfer process for the project has been completed.

Tariff determination of total 48 villages in Maval, Khed, Haveli, Purandar and Bhor talukas of East Ring Road has been completed. Among them, 12 villages in Khed taluka, 6 villages in Maval taluka and 5 villages in Haveli taluka have been determined and the process of distribution of remuneration has been started.

For the acquisition of Pune Ring Road, an amount of Rs 2,625 crore has been deposited in the bank account of the landowners. This is the highest compensation ever allocated for land acquisition of public projects in the district. After the new circular regarding the assessment of the government, the first phase of land acquisition was completed in just one year, which included joint enumeration as per occupancy, determination of rates and compensation, consultation of the land holders and maximum consent options, allocation of compensation according to the consent option was completed. Regular meetings and workshops of the appointed committee were held for this purpose.

Dr. Deshmukh has speeded up this entire process in the last six months. Special efforts were made by concerned Sub Divisional Officers, Tehsildars and Revenue Officers in this process. Various departments like Agriculture Department, Land Records Department, Revenue Department, Water Supply Department, Forest Department, Public Works Department etc. also cooperated well for this project. Through the combined efforts of all these, soon the work of Pune Ring Road will be taken up as per the tender process.
