  Pune Municipal Corporation requested the FDA but the FDA raised its hand |  What is the matter?

Pune | while issuing licenses and renewing licenses to manufacture and sell food products through the office of FDA at Pune. A request was made to the FDA on behalf of the Pune Municipal Corporation to make it mandatory to obtain a no objection letter from the Water Supply Department of the Municipal Corporation.  The FDA, however, threw up its hands as the matter did not come under our jurisdiction.  However, the hope that this will add to the municipal corporation’s income has been dashed.
 Businessmen who manufacture and sell various food items in Pune city (amrittulya, hotels, and other food items manufacturers etc.) are licensed/renewed to do business through the Pune office of the Food and Drug Administration in Pune.  The Municipal Corporation had informed the FDA that no objection letter was received from the Pune Municipal Corporation, Water Supply Department regarding non-arrears of water bill while approving / renewing the license from the department.  Therefore, the Municipal Corporation had mentioned that the water bill of Pune Municipal Corporation is affecting the income.  Also, before issuing licenses to businessmen from the Food and Drug Administration and before renewing the license, we had requested that the concerned be ordered from the level of the Food Safety Commissioner to obtain a “no objection” letter from the Water Supply Department of the Pune Municipal Corporation.
 The FDA administration has submitted its clarification on this.  Accordingly, the Food and Drug Administration implements the Central Act of Food Safety and Standards Act, 2006.  Under this Act, registration is mandatory for food businessmen with a turnover of less than 12 lakhs and food businessmen with a turnover of more than 12 lakhs are required to obtain a license and to obtain a license an online application and fee is paid on the FoSCoS portal of the Food Safety and Standards Authority, New Delhi.  Documents required for license/certificate of registration are accepted online as per the provisions of Regulation 2.1 of Chapter 2 of the Food Safety and Standards (Licensing and Registration of Food Traders) Regulations 2011 and as per the policy laid down by the Food Safety and Standards Authority, New Delhi.  Also license/registration certificate is issued online.
 The administration has submitted a proposal to the Food Safety and Standards Authority, New Delhi to make the No Objection Certificate of the concerned local Swaraj Sansthan mandatory while granting license/registration to all food traders.  The Food Safety and Standards Authority, New Delhi has not yet taken a decision in this matter.  The Food Safety and Standards Act 2006 Rules and Regulations 2011 is a central law
 The Central Government and the Food Safety and Standards Authority have the authority to amend / amend the Act.
 Also the website/portal is under the control of Food Safety and Standards Authority and changes/
 Neither the state government nor this administration has the power to amend.  Also, in the document determined by the Food Safety and Standards Authority, there is no provision for no objection certificate from the concerned department regarding the arrears of water for any food traders to do food business.  Therefore, the matter of binding the no objection certificate regarding water arrears of the water supply department does not come under the jurisdiction of our administration.  This is what the FDA said in its disclosure.  Therefore, the municipal corporation has become disillusioned.
