PMC Pension Bill Clerk  – (The Karbhari News Service) – पुणे महानगरपालिका (Pune Municipal Corporation (PMC) प्रशासनाकडील सेवानिवृत्त सेवकांचे पेन्शन प्रकरणे (PMC Retired Employees pension) चालवित असताना संबंधित बिल लेखनिक सदरचे पेन्शन प्रकरणे हातोहात ऑडीट अथवा इतर संबंधित विभागाकडे घेऊन जात असतात. तसेच परस्पर ऑडीट विभागाकडे मार्गदर्शन / त्रुटींची पुर्तता करण्यासाठी स्वतःच्या स्तरावर पाठपुरावा करत असतात. परिणामी यामध्ये वेळेचा अपव्यय होऊन कामकाजामध्ये कमालीची दिरंगाई होत असल्याचे दिसून येत आहे. त्यामुळे अशा बिल लेखनिकांवर कारवाई करण्याचा इशारा अतिरिक्त आयुक्त रविंद्र बिनवडे (Ravindra Binwade IAS) यांनी दिला आहे.  अतिरिक्त आयुक्तांनी जारी केलेल्या परिपत्रकानुसार एखादे पेन्शन प्रकरण किती वेळा फेर दुरुस्त / फेर सादर झाले, व कोणत्या स्तरावर त्रुटींची पुर्तता करण्यास विलंब लागला, याचा बोध होत नाही. त्यामुळे बिल लेखनिक यांना सूचीत करण्यात आले आहे की, यापुढे पेन्शन कामकाजामध्ये गतीमानता व सूसुत्रता आणण्याच्या दृष्टीने संबंधित बिल लेखनिक यांनी सदर पेन्शन प्रकरणांबाबत स्वतःच्या स्तरावर पाठपुरवा न करता, खात्यामार्फत पेन्शन प्रकरण ऑडीट विभागास जावक करावे. जेणेकरुन पेन्शन प्रकरणांची प्रत्येक टप्यावरील हालचालींच्या नोंदी राखता येईल.
तथापी बिल लेखनिकांनी ऑडीट विभागकडील (आवक व जावक स्वरुपात) लेखी नोंदी न ठेवल्यास व त्यामुळे पेन्शन प्रकणांत झालेल्या दिरंगाईस संबंधित बिल लेखनिकांस जबाबदार धरण्यात येऊन त्यांचेवर पुढील प्रशासकीय कारवाई प्रस्तवित करण्यात येईल. असा इशारा अतिरिक्त आयुक्तांनी दिला आहे.

Ramesh Shelar PMC- (The Karbhari News Service) – पुणे महापालिकेच्य घनकचरा विभागात (PMC Solid Waste Management Department) पर्यावरण व्यवस्थापक (अकार्यकारी) पदावर काम करणारे अधिकारी रमेश शेलार (Ramesh Shelar) यांना एमआयटी विद्यापीठाने (MIT University) पीएचडी (Ph.D.) प्रदान केली आहे. नुकतीच विद्यापीठाकडून त्यांचा प्रबंध उत्कृष्ट असल्याचे मान्य केले आहे. पुणे महानगरपालिकेमध्ये कार्यरत असलेले अधिकारी  रमेश शेलार, मुख्य सुरक्षा अधिकारी तथा अकार्यकारी पर्यावरण व्यवस्थापक ( घनकचरा व्यवस्थापन विभाग) पुणे महानगरपालिका यांना एम.आय.टी. आर्ट, डिझाईन, टेक्नोलॉजी युनिवर्सिटी पुणे यांचे कडून त्यांनी सादर केलेले प्रबंध “THE STUDY OF TRANSFORMATION OF SOLID WASTE TO REVENUE WITH REFERENCE TO MUNICIPAL CORPORATIONS IN WESTERN REGION OF MAHARASHTRA” यांस 4 एप्रिल रोजी पि.एच.डी. प्रदान करण्यात आलेले आहे. या प्रसंगी  सुनिता कराड, डॉ. छबी सिन्हा चव्हाण यांनी खूप मोलाचे सहकार्य करून  रमेश शेलार यांचे प्रबंध उत्कृष्ट असल्याचे मान्य केले आहे.

शेलारांना आता तरी कार्यकारी पद दिले जाणार का?

पुणे महापालिकेच्या घनकचरा विभागात (PMC Solid Waste Management Department) रमेश शेलार (Ramesh Shelar) हे पर्यावरण व्यवस्थापक (अकार्यकारी) म्हणून काम पाहत आहेत. मात्र असे पद देताना प्रशासनाने चुकीचा संदर्भ दिला आहे, असे शेलार यांनी प्रशासनास याआधीच निदर्शनास आणून दिले आहे. तसेच दोन महिने कार्यकारी पद देऊन पुन्हा अकार्यकारी पद प्रशासनाने दिले, हे माझ्यावरच्या आकसापोटी केले असल्याचा आरोप देखील शेलार यांनी केला होता. तसेच आता तरी प्रशासनाने आपली चूक सुधारून कार्यकारी पद द्यावे, अशी मागणी शेलार यांनी महापालिका आयुक्त यांच्याकडे केली होती.

तसेच रमेश शेलार यांनी पुढे म्हटले होते कि, माझी अभियांत्रिकी विभगाकडून सन २००९ मध्ये सरळसेवेने मुख्य सुरक्षा अधिकारी पदावर निवड झाली आहे. त्यावेळी मुख्य सुरक्षा अधिकारी पदासाठी एल.एल.बी पदविका धारकास प्राधान्य अशी अट होती. त्यानुसार माझी निवड झाली. मी या पदाचा कार्यभार पाहत होतो.
आता हे पद एकाकी आहे. शेलार यांनी मागणी केली होती कि  मुख्य कामगार अधिकारी, नगरसचिव तसेच मुख्य अभियंता या पैकी कुठलेहीपदावरती काम करण्याची संधी मला देण्यात यावी. मात्र प्रशासनाकडून याबाबत कुठलाही निर्णय घेण्यात आलेला नाही.
दरम्यान शेलार यांना आता पीएचडी मिळाली आहे. त्यांच्या नावासमोर डॉक्टर हे उपनाम लागणार आहे. त्यांचा महापालिकेतील कामाचा अनुभव देखील दांडगा आहे. त्यामुळे अशा अधिकाऱ्यांचा पालिकेच्या कामासाठी उपयोग करून घेतला जाणार का? त्यांना कार्यकारी पद दिले जाणार का किंवा त्यांना त्यांच्या मूळ पदावर पाठवले जाणार का? असे प्रश्न या निमित्ताने प्रशासनाला विचारले जात आहेत.

Dr Rajendr Bhosale IAS – (The Karbhari News Service) – Disclosure of the information mentioned by the various departments of Pune Municipal Corporation (PMC) is mandatory as per the prescribed provision of Section 60 (A) of the Maharashtra Municipal Corporation Act. Municipal Commissioner Dr Rajendra Bhosale (Dr Rajendra Bhosale IAS) reviewed. It has been revealed that the information of some departments is not up to date. Therefore, the commissioner has ordered the concerned department to provide this information immediately on the municipal website (PMC Website) and notice boards. According to the provisions of Section 60 (A) of the Maharashtra Municipal Corporation Act, all the departments of the Municipal Corporation are required to publish the information of their department and update the said information every three months. All departments have this information in their offices

PMC Monorail Project – (The Karbhari News Service) –  शहरातील कोथरूड परिसरात असणाऱ्या थोरात उद्यान (Thorat Garden Pune) या ठिकाणी मनपाच्या वतीने मोनोरेल प्रकल्प (PMC Monorail Project) साकारत असून यामुळे सदर ठिकाणी झाडांची कत्तल केली जाणार असुन तसेच या उद्यान्यामधे यांत्रिकीकरण केले जाणार आहे. यामुळे उद्यान्यामधे मोकळा श्वास घेण्याकरिता जागा शिल्लक राहणार नाही, तसेच विकसित केलेले पदपथ, विरंगुळा केंद्र, लहान मुलांसाठी खेळणी आदी अनेक सुविधा काढाव्या लागणार आहेत. याचमुळे  प्रकल्पास नागरिकांतून विरोध होत असून कोथरूड मोनोरेल विरोधी कृती समिती आणि आदरणीय खा. वंदनाताई चव्हाण (MP Vandana Chavan) यांच्यावतीने या प्रकल्पाचे काम थांबवण्यात यावे, यासाठी मनपा आयुक्तांची (Dr Rajendra Bhosale IAS)  भेट घेण्यात आली. युवक अध्यक्ष गिरीश गुरनानी (Girish Gurnani) यांच्या पुढाकाराने बैठकीचे आयोजन केले होते. यावेळी भेटीदरम्यान थोरात उद्यानाच्या सोबत मुठा नदी काठ सुशोभीकरण कामाबाबतही सविस्तर चर्चा करण्यात आली. कोथरूड येथील छत्रपती शिवाजी महाराजांच्या पुतळ्याजवळ असणारे थोरात उद्यान हे अत्यंत जुने आणि प्रशस्त अशा ठराविक उद्यानांपैकी एक ऑक्सिजन हब आहे. थोरात उद्यान गेल्या अनेक वर्षांपासून नागरिकांना चालण्यासाठी मोकळी जागा आणि मोकळा श्वास घेण्यासाठी आहे. खुली व्यायामशाळा, विरंगुळा केंद्र, लहान मुलांसाठी खेळणी, पदपथ अशा सुविधा या ठिकाणी मनपातर्फे विकसित करण्यात आल्या असून यामुळे हे उद्यान नागरिकांच्या जिव्हाळ्याचा विषय बनले आहे.

परंतु गेल्या काही दिवसांपासून सदर ठिकाणी पुणे मनपाच्या मोटर वाहन विभागातर्फे मोनोरेल साकारण्यासाठी या ठिकाणी नागरिकांच्या इच्छेविरुद्ध काम सुरू करण्यात आले आहे. सदर कामासाठी अनेक वृक्षांची कत्तल केली जाणार असून या ठिकाणी बांधकाम केल्याने नागरिकांना मिळणारी मोकळी जागाही कमी होणार आहे. दोन बोगीच्या या मोनोरेलसाठी तब्बल ४०७ मीटरचा ट्रॅक बांधला जाणार असून नागरिकांतून याबद्दल नाराजीचा सूर उमटत आहे. यामुळे आपण नैसर्गिक अधिवास नष्ट करून सिमेंटचे नवे जंगल उभारत आहोत, याचा लवलेशही मनपाला नसल्याचे वेळोवेळी स्पष्ट झाले आहे.

वाढते शहरीकरण आणि पुणे शहराचा गुदमरणारा श्वास तसेच प्रदूषण वाढत असताना निव्वळ मनोरंजनासाठी नागरिकांचा विरोध पत्करून नागरिकांसाठी केले जाणारे हे विकासकाम रोखण्यात यावे, अशी मागणी आज खा. वंदनाताई चव्हाण यांनी मनपाचे नवनियुक्त आयुक्त श्री. राजेंद्र भोसले यांची भेट घेऊन नागरिकांचे म्हणणे पटवून दिले. मोनोरेल या गोंडस नावाखाली निसर्गाला ओरबाडण्याचे पापकर्म आपण करत असून नागरिकांची कोणतीही मागणी नसल्याने उलटपक्षी विरोध असल्याने सदर प्रकल्पाचे काम त्वरित थांबवण्यात यावे, अशी विनंती कृती समितीच्या वतीने नागरिकांनी केली. यावेळी आयुक्तांनी नागरिकांच्या इच्छेविरुद्ध कोणताही उपक्रम राबविण्यात येणार नाही, अशी ग्वाही दिली आहे.

त्याचप्रमाणे खडकवासला धरण क्षेत्राच्या लगत वाढत असलेल्या शहरीकरणामुळे मोठ्या प्रमाणात तेथील मैला पाणी खडकवासला धरणामध्ये मिसळत आहे. याबाबत सुद्धा लवकरात लवकर मार्ग काढणे आवश्यक आहे ही बाब सुद्धा  आयुक्त  यांच्या निदर्शनास आणून देण्यात आली.

या दोन्ही स्थितींमध्ये आपण विकास साधत असताना ज्या निसर्गात वास्तव्य करतो, त्या निसर्गाकडे सहजासहजी दुर्लक्ष करून पर्यावरणाचा समतोल ढासळत आहोत, याची कल्पना आदरणीय आयुक्तांना देण्यात आली. भविष्यातही कोणताही उपक्रम हाती घेतल्यानंतर शाश्वत विकास साधला जावा आणि नागरिकांचे कायमस्वरूपी कल्याण चिंतून निर्णय प्रक्रिया पार पडावी, ही अपेक्षा व्यक्त करण्यात आली. या दोन्ही मुद्द्यांवर आदरणीय आयुक्तांनी सकारात्मक प्रतिसाद देत नागरिकांच्या इच्छेविरुद्ध कोणताही उपक्रम न राबविण्याचा तसेच पर्यावरणीय विचार करण्याचा शब्द दिला आहे.

या वेळी नितीन कदम ,श्वेता यादवाडकर, स्वप्नील दुधाने, किरण आढागळे, सुनील जानोरकर थोरात उद्यान वाचवा कृती समितीचे आदी पदाधिकारी आणि कार्यकर्ते उपस्थित होते.

लोकसभा निवडणूक 2024 च्या पार्श्वभूमीवर निवडणूक आयोगाने महापालिका मधील आयुक्त आणि उपायुक्तांच्या बदल्यांचा धडाका लावला आहे. नुकतेच पुणे महापालिकेतील आयुक्त आणि अतिरिक्त आयुक्तांच्या बदल्या करण्यात आल्या. उपायुक्तांच्या देखील बदल्या करण्यात आल्या होत्या. त्यानंतर अजून काही उपायुक्तांच्या बदल्या करण्यात आल्या आहेत.
 आज सरकारने तीन उपायुक्तांच्या बदल्या केल्या आहेत. यातील दोन अधिकारी हे महापालिकेत प्रतिनियुक्तीने आले होते. यामध्ये उपायुक्त चेतना केरुरे, आशा राऊत आणि संतोष वारुळे यांचा समावेश आहे. दरम्यान या तिघांच्या बदल्या करण्यात आल्या; मात्र त्यांची अजून पदस्थापना केलेली नाही. याबाबत स्वतंत्रपणे आदेश जारी केले जाणार आहेत. असे सरकार कडून सांगण्यात आले आहे.

दरम्यान उपायुक्त आशा राऊत यांना नुकताच कालावधी वाढवुन देण्यात आला होता. तसे आदेश देखील सरकारने जारी केले होते. त्यांनंतर थोड्याच दिवसांत बदलीचे आदेश आले आहेत. अजित देशमुख यांना देखील असाच कालावधी वाढवून देऊन पुन्हा तात्काळ बदली करण्यात आली होती. सरकारच्या या निर्णयाबाबत आश्चर्य व्यक्त केले जात आहे.

 PMC Garden Department – (The Karbhari News Service) |  No trees should be cut on the occasion of Holi.  Such an appeal has been made on behalf of the Garden Department of Pune Municipal Corporation (PMC Garden Department).  It is an offense to burn, cut down trees or do any act of harming trees in any way without a permit.  A fine of up to 1 lakh can be imposed for this.  Park Superintendent Ashok Ghorpade (Ashok Ghorpade PMC) has given this warning to the citizens.  (Pune Municipal Corporation (PMC)
 The Maharashtra (Urban Area) Tree Preservation Act, 1975 to Pune Municipal Corporation Jurisdiction has been implemented.  The Tree Authority functions as per the Maharashtra (Urban Areas) Protection and Preservation of Trees Act, 1975, Maharashtra (Urban Areas) Tree Protection and Conservation Rules, 2009 and the order of May High Court, Bombay dated 20th September, 2013.  (Pune PMC News)

 It is an offense to burn, cut down trees or do any act of harming trees in any way without a permit.  Such an offense shall be punishable with fine of an amount equal to the value drawn but not exceeding one lakh rupees, using such method as may be notified by the Government.’

Shivsena UBT Pune – The Karbhari News Service – लोकसभेचे देशभर बिगूल वाजले. आचारसंहिता सुरु झाली. प्रशासनाने राजकीय नेत्यांचे बोर्ड झाकले. अनेक बॅनर काढले. पण आज पाच दिवस उलटूनही सत्ताधारी भाजप च्या विरोधात कणभर पण कारवाई झाली नाही.  हे प्रशासनाच भाजप साठीच राजकीय वरदान आहे की भीती हा प्रश्न शिवसेना पुणे ( उद्धव बाळासाहेब ठाकरे ) शहराच्या वतीने करण्यात आला. याबाबत महापालिका आयुक्त डॉ राजेंद्र भोसले (Dr Rajendra Bhosale IAS) यांना निवेदन देखील देण्यात आले. शिवसेनेच्या निवेदना नुसार  स्वच्छ सर्वेक्षणात तसेच आत्ताच झालेल्या G20 परिषदेत पुणे महानगरपालिकेने लाखो रुपये खर्च करून शहरातील भिंती सुशोभीकरण केल्या होत्या. परंतू भारतीय जनता पक्षाच्या वतीने या आणि अनेक भिंतींवर राजकीय जाहिरातबाजी करुन स्वच्छ सर्वेक्षणात पुणेकरांची मान खाली घालविण्याचा प्रकार करुन शहर विद्रुपीकरण केले आहे.
तसेच देशात लोकसभा निवडणुकीची आचारसंहिता लागली असूनही पुणे मनपा प्रशासन धृतराष्ट्राची भूमिका बजावत आहे. शहरात सर्रासपणे भाजप ने निवडणूक चिन्ह, मोदींच्या घोषणा, भाजप नेत्यांची नावे भिंतींवर लावली आहेत यातून शहर विद्रूपीकरणात अजुन हातभार लावला जात आहे.
मागील आठवड्यात शिवसेनेच्या वतीने आकाशचिन्ह व परवाना विभागाचे अधिकारी माधव जगताप यांना भेटून निवेदन देऊनही त्यावर आजतागायत कारवाई झालेली दिसत नाही .

या विरोधात शिवसेना ( उद्धव बाळासाहेब ठाकरे ) पुणे शहराच्या वतीने पुणे महापालिका आयुक्तांना निवेदन देण्यात आले.  पुणे मनपा प्रशासने यावर तत्पर कारवाई करावी अन्यथा शिवसेनेला लोकशाही च्या रक्षणार्थ पुणे मनपा विरोधात आंदोलनाची भूमिका घ्यावी लागेल असे स्पष्ट सांगण्यात आले .

आयुक्तांनीही आचारसंहितेची कारवाई चालू केली आहे आणि चुकीचे काम करणाऱ्यांवर आम्ही गुन्हा दाखल करू असे आश्वासन यावेळी दिले .

यावेळी पुणे शहरप्रमुख संजय मोरे, गजानन थरकुडे , शिवसेना माजी गटनेते पृथ्वीराज सुतार, बाळासाहेब ओसवाल, अविनाश साळवे, विशाल धनवडे , पल्लवी जावळे, संगीता ठोसर, प्रसिद्धी प्रमुख अनंत घरत, उपशहर प्रमुख समीर तुपे , आनंद गोयल, प्रशांत राणे, उमेश वाघ, युवासेना शहर अधिकारी राम थरकुडे, युवराज पारीख , गणेश काकडे, विभागप्रमुख अजय परदेशी, राजेश मोरे, राहुल जेकटे व शिवसैनिक उपस्थित होते .

 34 Villages Committee – (The Karbhari News Service) – There is lack of basic amenities in 34 villages included in Pune Municipal Corporation (PMC). This problem has been getting serious for the past few days.  The government has approved the establishment of a committee of 18 people’s representatives under the chairmanship of Pune Divisional Commissioner. Meanwhile, some members complained to Ajit Pawar that we were left out. Accordingly, 9 more members have been included in this list. The state government has recently issued orders in this regard.
 34 villages have been included in Pune Municipal Corporation (PMC Pune) limits.  So there has been an increase in the limits of Pune city.  Also, all the rules of the Municipal Corporation have been applied to these villages.  Collection of Income Tax (PMC Pune property Tax) has also started.  But these villages lack basic facilities.  This was also discussed in the recently held budget session.  Minister Uday Samant took notice of this matter.  It was said in the convention that a committee will be immediately appointed by the Divisional Commissioner and the Pune Municipal Corporation Commissioner with people’s representatives from 34 villages from the government and the work will be done by providing funds through that committee.  Accordingly, a committee of 18 people was formed.  (PMC Pune village news)
 But some office bearers of NCP had complained to Ajit Pawar that we were left behind.  Accordingly, Pawar has looked into this and included 9 more people in the committee.

34 Villages Committee – (The Karbhari News Service) – पुणे महापालिकेत ( Pune Municipal Corporation (PMC) समाविष्ट झालेल्या ३४ गावांमध्ये मूलभूत सोयी सुविधांचा अभाव आहे. हा प्रश्न मागील काही दिवसांपासून गंभीर होत चालला आहे.  आता यावर तोडगा काढण्यात आला असून यासाठी विभागीय आयुक्तांच्या (Pune Divisional Commissioner) अध्यक्षतेखाली १८ लोकप्रतिनिधींची समिती स्थापन करण्यास शासनाने मान्यता दिली आहे. दरम्यान याबाबत काही सदस्यांनी आम्हांला डावलले गेल्याची तक्रार अजित पवार यांच्याकडे केली होती. त्यानुसार या यादीत अजून 9 सदस्यांचा समावेश करण्यात आला आहे. राज्य सरकारकडून नुकतेच याबाबतचे आदेश जारी करण्यात आले आहेत. यात माजी स्थायी समिती अध्यक्ष बाबुराव चांदेरे यांचा समावेश आहे.

       बाणेर – बालेवाडी या परिसराचा नियोजनबद्ध विकास करण्यामध्ये यशस्वी ठरलेले त्याचप्रमाणे पुणे महानगरपालिकेमध्ये एक वर्ष स्थायी समितीचे अध्यक्ष म्हणून अतिशय उत्कृष्टपणे काम पाहणारे सलग दोन अर्थसंकल्प सादर करणारे उपमुख्यमंत्री अजित पवार यांचे निकटवर्तीय स्थायी समितीचे माजी अध्यक्ष बाबुराव चांदेरे यांची नवीन समाविष्ट ३४ गावांच्या लोकप्रतिनिधी म्हणून सुस, महाळुंगे व बावधान या गावांकरिता नियुक्ती करण्यात आली आहे. त्यामुळे परिसरातून समाधान व्यक्त केले जात आहे.

 Implement Revised Dearness Allowance to PMC Employees on Central government Employees

 PMC Employees DA Hike – (The Karbhari News Service) Union Cabinet has approved 4 percent increase in Dearness Allowance of Central Employees.  Now employees will get 50% dearness allowance.  This Dearness Allowance will be applicable from January 1, 2024.  It will be credited with salary at the end of March.  A total of two months of arrears will also be added to this.  On this line, the Pune Mahanagarpalika Kamgar Union has demanded to the Municipal Commissioner that revised dearness allowance should be applied to the PMC Employees and Officers and the difference should be given.  (Pune Municipal Corporation (PMC)
 According to the statement given by the President of the Workers’ Union, Uday Bhat to the Municipal Commissioner, the rate of dearness allowance has been revised from 46 percent to 50 percent from January 1, as per the office circular dated March 12 of the Government of India, Ministry of Finance, Department of Expenditure, North Block, New Delhi.  The increase has been notified through a circular.
 There is an agreement between the Pune Municipal Corporation and the Labor Union regarding the payment of Dearness Allowance to the officers/employees of the Pune Municipal Corporation as per the Central Government and there is a policy and prevailing procedure for the payment of Dearness Allowance as per the Central Government.
 However, the officers/employees of the Pune Municipal Corporation of Inflation Allowance as per the circular referred to  Revision of rate from 1st January to 50% from 46% paid in March, 2024  In April 2024, the concerned should be ordered to pay with the difference in salary.  The labor union has made such a demand.
