| Meetings started with District Disaster Management Authority

Sonune said that flood situation occurs in Pune city during monsoon. Because Mula and Mutha rivers flow through the center of the city. Also, there is a chain of dams in the Khadakwasla project close to the city. Therefore, it is necessary to prepare the disaster management system as soon as the monsoon starts. Accordingly, the municipality is ready for this work. Meanwhile, the Municipal Corporation meetings are also going on with the District Disaster Management Authority. In it, the Collector had suggested that coordination should be maintained with all the departments of the city. Accordingly, the municipality is coordinating with all departments.

| Notification to Pune Metro from Municipal Corporation

Meanwhile, works are going on from Pune Metro at various places in the city. These works are going on in some places in the river bed. At some places, the pillars of the metro become an obstacle for the drainage of water. In this regard, Sonune said that after holding a meeting with the Metro officials, we have advised them and appealed to them to cooperate. Accordingly, Metro has also given a positive response.

Training of 2000 employees from December to March

Ganesh Sonune said that three types of disasters are mainly faced in Pune city. These include floods, road accidents and fires. Therefore, disaster training has been given to more than 2 thousand employees of the Municipal Corporation from December to March to solve these problems. The civil security forces cooperated in this. Training was given mainly on how to deal with disaster in the city, how to handle search and rescue operations, what to do and what not to do in case of disaster, how to protect public properties.

Pune PMC Disaster Management – (The Karbhari News Service) – मान्सून (Monsoon) काही दिवसांवर येऊन ठेवला आहे. या काळात आपत्ती व्यवस्थापन करण्यासाठी पुणे महापालिकेचा आपत्ती व्यवस्थापन विभाग (PMC Disaster Management Department) सज्ज झाला आहे. विभागाकडून SOP तयार करण्याचे काम हाती घेण्यात आले आहे. शिवाय विभागाने महापालिकेच्या 2 हजारहून अधिक कर्मचाऱ्यांना आपत्ती विषयक प्रशिक्षण देखील दिले आहे. अशी माहिती आपत्ती व्यवस्थापन अधिकारी गणेश सोनुने (Ganesh Sonune PMC) यांनी दिली. | जिल्हा आपत्ती व्यवस्थापन प्राधिकरण सोबत बैठका सुरु

सोनुने यांनी सांगितले कि, पुणे शहरात पावसाळ्यात पूर परिस्थिती उद्भवते. कारण शहराच्या मध्यातून मुळा आणि मुठा नद्या वाहतात. तसेच शहरा पासून जवळच खडकवासला प्रकल्पातील धरणांची साखळी आहे. त्यामुळे पावसाळा सुरु झाल्याबरोबर आपत्ती व्यवस्थापन यंत्रणा सज्ज ठेवणे आवश्यक असते. त्यानुसार महापालिका या कामासाठी सज्ज झाली आहे. दरम्यान जिल्हा आपत्ती व्यवस्थापन प्राधिकरण सोबत देखील महापालिकेच्या बैठका सुरु आहेत. त्यात जिल्हाधिकारी यांनी सूचना केल्या होत्या कि, शहरातील सर्व विभागांशी समन्वय ठेवावा. त्यानुसार महापालिका सर्व विभागांशी समन्वय ठेऊन आहे.

| पुणे मेट्रोला महापालिकेकडून सूचना

  दरम्यान पुणे मेट्रो कडून शहरात विविध ठिकाणी कामे चालू आहेत. ही कामे काही ठिकाणी नदी पात्रात सुरु आहेत. तर काही ठिकाणी मेट्रोचे पिलर पाण्याचा निचरा होण्यासाठी अडथळा ठरतात. याबाबत सोनुने यांनी सांगितले कि, मेट्रो च्या अधिकाऱ्या सोबत बैठक घेऊन आम्ही त्यांना या गोष्टींची सूचना देत सहकार्य करण्याचे आवाहन केले आहे. त्यानुसार मेट्रो ने देखील सकारात्मक प्रतिसाद दिला आहे.

डिसेंबर ते मार्च कालावधीत 2000 कर्मचाऱ्याना प्रशिक्षण

गणेश सोनुने यांनी सांगितले कि, पुणे शहरात तीन प्रकाराच्या आपत्ती प्रामुख्याने भेडसावतात. यामध्ये पूर, रस्ते अपघात आणि आग यांचा समवेश आहे. त्यामुळे या समस्यांचे निवारण करण्याबाबत महापालिकेच्या 2 हजारहून अधिक कर्मचाऱ्यांना डिसेंबर ते मार्च या कालावधीत आपत्ती विषयक प्रशिक्षण देण्यात आले आहे. यात नागरी सुरक्षा दलाने सहकार्य केले. यात प्रामुख्याने शहरात आपत्ती आली तर तिचे निवारण कसे करावे, सर्च अँड रेस्क्यू ऑपरेशन कसे हाताळावे, आपत्ती आल्यावर काय करावे आणि काय करू नये, सार्वजनिक मालमत्तांचे संरक्षण कसे करावे, याबाबत प्रशिक्षण देण्यात आले.

| SOP चे काम अंतिम टप्प्यात

गणेश सोनुने यांनी पुढे सांगितले कि, आपत्ती व्यवस्थापन विषयक सर्व सूचना लक्षात घेऊन एक मानक कार्यपद्धती (Standard Operating Procedure (SOP) तयार करण्याचे काम सुरु आहे. Sop तयार झाल्यांनतर संबंधित सर्व विभाग महापालिकेच्या सर्व क्षेत्रीय कार्यालयांना ही नियमावली देण्यात येईल. त्यानुसार अंमल करण्याच्या सूचना दिल्या जातील.

                                                                                                                                                              PMC Disaster Management | पुणे | पुणे मनपा मुख्य  इमारत (PMC Main Building), शहरातील मनपाचे दवाखाना, शाळा, महाविदयालय येथील अग्निसुरक्षा व आपत्कालीन व्यवस्था याकडे महापालिका प्रशासन  दुर्लक्ष करते. असा आरोप काँग्रेस चे सरचिटणीस ऋषिकेश बालगुडे (Rishikesh Balgude) यांनी केला आहे. या यंत्रणा सुधारण्याची मागणी त्यांनी महापालिका आयुक्त यांच्याकडे केली आहे. बालगुडे यांच्या पत्रानुसार पुणे महानगरपालिका मध्ये दररोज हजारो नागरीक कामानिमित्त  येत असतात. मनपा कर्मचारी,अधिकारी वर्ग  प्रत्येक विभागात कार्यरत असतात. मनपा मुख्य ईमारत आणि जुनी इमारती मध्ये अग्निरोधक यंत्रणेची मुदत संपून गेलेली आहे.  तरी महानगरपालिका भवन विभाग आणि आपत्कालीन विभाग सेवा रामभरोसे झाली आहे. अग्निरोधक यंत्रणा बाबत  नियमाप्रमाणे  अग्निशामक यंत्रणा तपासणी हि साधारणपणे  ६ महिन्यांनी होणे गरजेचे आहे. परंतु प्रत्यक्ष पाहणी केली असता मनपा च्या शहरातील विविध ईमारती त्यामध्ये शाळा, हॉस्पिटल, कार्यालय यामध्ये अग्निशामक यंत्रणा हि कुचकामी असल्याचे यातून स्पष्टपणे उघड होते. येथे येणाऱ्या lनागरिकांची,विद्यार्थ्यांची काळजी पुणे मनपा ला नाही का? काही घटना घडल्यास जवाबदार कोण?   असा प्रश्न बालगुडे यांनी विचारला आहे.                                                                                             तसेच मनपाच्या ईमारतीमध्ये मध्यंतरी लिफ्ट सुद्धा बंद पडली होती. त्यामध्ये मनपा अधिकारी, कर्मचारी, नागरीक सुद्धा अडकलेले होते. काही वेळानी या अडकलेल्याना काढण्यात आले. आज सुद्धा या लिफ्ट दुरावस्थामध्ये आहे. तरी याविषयी आपण तातडीने संबंधित विभागांना आदेश देऊन या सर्व यंत्रणा  सुधारणा करून चालू करण्यात याव्यात. या विषयाचा अहवाल आम्हाला मिळावा. अशी मागणी आयुक्तांकडे केली आहे.

 In the year 2023, cleaning of rainy lines, cleaning of drainage lines and drains and culverts.
 Cleaning works have been done through the main departments.  Accordingly, if a natural or man-made disaster occurs at the regional level through the main department, a team should be prepared for immediate response so that the said employees will help in the event of building collapse, water entering various parts of the city, evacuating citizens etc.  Every field office should be trained in disaster management through fire brigade.  Care should be taken to act accordingly.  This is what the commissioner has said in the order.  (Pune Municipal Corporation)

| महापालिका आयुक्तांचे प्रशासनाला निर्देश

PMC Pune Disaster Management | पावसाळ्यापुर्वी (Premonsoon) व पावसाळ्यादरम्यान (Monsoon) करावयाची आपत्कालीन कामे व आपत्ती व्यवस्थापन याकरीता आपत्कालीन कार्यकेंद्र (Disaster Centre) स्थापन करणे आवश्यक आहे. त्यानुसार क्षेत्रीय कार्यालय स्तरावर (Ward office) आपत्कालीन केंद्र आणि पूर नियंत्रण कक्ष (Flood control room) स्थापन करण्याचे आदेश महापालिका आयुक्त विक्रम कुमार (PMC commissioner Vikram Kumar) यांनी महापालिका प्रशासनाला दिले आहेत. पावसाळ्यापुर्वी व पावसाळ्या दरम्यान आणि आपत्ती व्यवस्थापनाकरीता महापालिका सहाय्यक आयुक्त स्तरावर  आपत्कालीन कार्य केंद्र असणे आवश्यक आहे. आपत्कालीन कार्यकेंद्रात संपर्क यंत्रणा उभारुन
क्षेत्रीय स्तरावरील अधिकारी व कर्मचारी यांची नेमणुक करावी व याकरीता नोडल ऑफिसरची नेमणुक करण्यात यावी.  ०१ जुन पासून क्षेत्रिय कार्यालय स्तरावर स्वतंत्र वॉर रूम / पूर नियंत्रण कक्ष (War room) स्थापन करावा. असे आयुक्तांनी आदेशात म्हटले आहे. (PMC Pune Marathi News)
आयुक्तांनी पुढे म्हटले आहे कि  ३१ डिसेंबर पर्यंत आपत्कालीन केंद्र २४x७ तास सुरु राहील याची दक्षता घ्यावी व याकरीता स्टाफची नेमणुक करण्यात यावी. आपत्कालीन केंद्रामध्ये २४ तास संपर्क होऊ शकेल असा दुरध्वनी क्रमांक, नोडल ऑफिसरचा मोबाईल क्रमांक, ई-मेल आय. डी व त्याचप्रमाणे क्षेत्रीय स्तरावर पुरविण्यात आलेल्या वायरलेसयंत्रणा यांचा उपयोग करुन मुख्य आपत्कालीन केंद्राशी जोडण्यात यावा व आपत्कालीन परिस्थितीमध्ये क्षेत्रीय स्तरावरील संपुर्ण माहिती मुख्य आपत्कालीन केंद्र, मुख्य इमारत, पुणे महानगरपालिका येथे दुरध्वनी क्रमांक०२० – २५५०६८००/९/२/३/४ व ०२० २५५०१२६९ या क्रमांकावर संपर्क साधण्यात यावा. सन २०२३ मध्ये पावसाळी लाईनची साफसफाई, ड्रेनेज लाईनची साफसफाई तसेच नाले व कलव्हर्टची साफसफाईची कामे मुख्य खात्यांमार्फत करण्यात आली आहे. त्याअनुषंगाने मुख्य खात्यामार्फत क्षेत्रिय स्तरावरनैसर्गिक व मानवनिर्मित आपत्ती ओढविल्यास तात्काळ प्रतिसाद देणेकरीता टिम तयार ठेवावी जेणे करुन इमारतकोसळणे, नाला- ओढयाचे पाणी शहरातील विविध भागात शिरणे, नागरिकांना स्थलांतरीत करणे इत्यादी घटनांमध्ये सदर कर्मचाऱ्यांची मदत होईल. अग्निशमन दला मार्फत प्रत्येक क्षेत्रिय कार्यालयास आपत्ती व्यवस्थापनाबाबत प्रशिक्षण देण्यात यावे. यानुसार कार्यवाही करण्याची दक्षता घेण्यात घ्यावी. असे आयुक्तांनी आदेशात म्हटले आहे.
