PMC Warje Multispeciality Hospital- Supriya Sule – (The Karbhari News Service) | MP Supriya Sule has demanded that the Pune Municipal Corporation should publish a White Paper regarding Warje Multispeciality Hospital. Sule said, 16 percent of the people will get free and government rate treatment in the hospital. 84 percent of the beds will be used commercially. The municipal corporation owns land worth crores and the loan has been guaranteed. Therefore, MP Supriya Sule alleged that this hospital is not being built for the poor but for the benefit of businessmen. Sule also assured that we will provide free treatment to the patients after coming to power.

 

The Bhoomipujan program of the multispeciality hospital being built on the municipal site at Warje was held recently. Speaking to reporters at that time, MP Sule made this demand. Sule said that it is the inauguration of the municipal hospital. But after the Deputy Chief Minister’s speech, it was realized that here only ten percent beds are going to be available for the poor and six percent beds are going to be available at the government rate. The remaining 84 beds will be used for commercial purposes. If the intention of the Netherlands is so good, there is no problem in providing treatment facility on the lines of Yashwantrao Chavan Hospital in Pimpri Chinchwad with 100 percent beds for free or at a moderate cost.

Sule said, it is doubtful that only 16 percent of the beds and one crore rent per year will be received when the municipal land is worth crores, the loan is guaranteed by the municipal corporation. For this, we demand that the facts be presented to the people by taking out the white paper and that the poor get treatment on 100 percent beds. When we come to power, we will provide treatment facilities for the poor at a very modest cost in Warje Hospital on the lines of Yashwantrao Chavan Hospital. Sule gave such an assurance at this time.

PMC Warje Multispeciality Hospital- Supriya Sule – (The Karbhari News Service) |  वारजे मल्टीस्पेशालिटी हॉस्पिटल बाबत पुणे महापालिकेने श्वेतपत्रिका (White Paper) जाहीर करावा, अशी मागणी खासदार सुप्रिया सुळे (MP Supriya Sule) यांनी केली आहे. सुळे म्हणाल्या, हॉस्पिटल मध्ये 16 टक्के लोकांना मोफत आणि शासकीय दरामध्ये उपचार मिळणार आहेत. तर 84 टक्के बेड्सचा कमर्शियल वापर होणार आहे. महापालिकेच्या मालकीची कोट्यवधींची जमीन असून कर्जाला ही हमी दिली आहे. त्यामुळे हे हॉस्पिटल गोरगरिबांसाठी नसून व्यावसायिकाच्या हितासाठी उभारण्यात येत असल्याचा आरोप  खासदार सुप्रिया सुळे यांनी केला. तसेच आम्ही सत्तेत आल्यावर रुग्णांना मोफत उपचार देऊ, असे आश्वासन देखील सुळे यांनी यावेळी दिले.

वारजे येथे महापालिकेच्या जागेवर उभारण्यात येत असलेल्या मल्टीस्पेशालिटी हॉस्पिटलच्या भूमिपूजनचा कार्यक्रम नुकताच झाला. त्यावेळी पत्रकारांशी बोलताना खासदार सुळे यांनी ही मागणी केली. सुळे म्हणाल्या, की महापालिकेच्या हॉस्पिटलचे उदघाटन आहे. मात्र उपमुख्य मंत्र्यांच्या भाषणानंतर लक्षात आले की याठिकाणी गोरगरिबांना फक्त दहा टक्के बेड्स मोफत व सहा टक्के बेड्स शासकीय दराने उपलब्ध होणार आहेत. उर्वरित 84 बेडसचा व्यवसायिक वापर होणार आहे. नेदरलँडचा उद्देश एवढा चांगला असेल तर पिंपरी चिंचवड मधील यशवंतराव चव्हाण हॉस्पिटलच्या धर्तीवर 100 टक्के बेडसवर मोफत अथवा माफक दरामध्ये उपचारांची सोय उपलब्ध करून देण्यास हरकत नाही.

सुळे म्हणाल्या, महापालिकेची कोट्यवधींची जमीन, कर्जाला महापालिकेची हमी असताना जेमतेम 16 टक्के बेड्स आणि वर्षाला एक कोटी भाडे मिळणार हे सर्व काही संशयास्पद आहे. यासाठी श्वेत पत्रिका काढून वस्तुस्थिती जनतेसमोर मांडावी आणि 100 टक्के बेडसवर गरिबांना उपचार मिळावेत अशी आमची मागणी आहे. आम्ही सत्तेत आल्यावर यशवंतराव चव्हाण हॉस्पिटलच्या धर्तीवर वारजे हॉस्पिटल मध्ये गोरगरिबांवर अगदी माफक दरात उपचारांची सुविधा उपलब्ध करून देऊ. असे आश्वासन सुळे यांनी यावेळी दिले.

PMC Multispeciality Hospital- (The Karbhari News Service) – पुणे महानगरपालिकेतर्फे (Pune Municipal Corporation (PMC) नेदरलँड (Netherland) आणि जर्मनीच्या (Germany) सहकार्याने वारजे येथील प्रभाग क्र. ३० मध्ये उभारण्यात येणाऱ्या मल्टीस्पेशालिटी हॉस्पिटलसह (Warje Multispeciality Hospital) अन्य विकासकामांचे भूमिपूजन व लोकार्पण उपमुख्यमंत्री देवेंद्र फडणवीस (Devendra Fadnavis) यांच्या उपस्थितीत आणि उपमुख्यमंत्री अजित पवार (Ajit Pawar) यांच्या हस्ते करण्यात आले.

वारजे येथील कै.अरविंद बारटक्के दवाखाना येथे आयोजित या कार्यमक्रमाला उच्च व तंत्रशिक्षण मंत्री चंद्रकांतदादा पाटील, खासदार सुप्रिया सुळे, आमदार भीमराव तापकीर, आमदार सुनिल कांबळे (दूरदृष्यप्रणालीद्वारे), पुणे महानगरपालिका आयुक्त विक्रम कुमार आदी उपस्थित होते.

यावेळी बोलतांना उपमुख्यमंत्री श्री.फडणवीस म्हणाले, देशात प्रथमच जर्मनी आणि नेदरलँडच्या आर्थिक सहकार्याने वारजे येथे मल्टिस्पेशालिटी हॉस्पिटल होत आहे. नेदरलँडच्या विमा कंपनीने जोखिमीची हमी घेतली असल्याने सर्वदृष्टीने फायदेशीर असा हा प्रकल्प आहे. रुग्णालयाच्या खर्चावरील व्याजाचा दर केवळ सव्वा टक्के असल्याने रुग्णालयातील दरही कमी असतील. रुग्णालयात नेदरलँडने मान्य केलेल्या जागतिक दर्जाच्या सुविधा असतील. हा प्रकल्प यशस्वी झाल्यास पुण्यासह महाराष्ट्रात खाजगी भागिदारीतून अशा आरोग्य सुविधा उभारता येतील, असे त्यांनी सांगितले.

वारजे येथे उत्तम दर्जाचे पोलीस स्टेशन उभारण्यात येईल, त्यासाठी जागा महानगरपालिकेने उपलब्ध करून द्यावी. नव्याने उभारण्यात येणाऱ्या उड्डाणपूलामुळे वाहतूक कोंडी दूर होईल. पुणे, पिंपरी चिंचवड शहर, पुणे महानगर प्रदेश विकास प्राधिकरण क्षेत्र हे राज्याच्या विकासाचे ग्रोथ इंजिन असल्याने या भागाच्या विकासासाठी राज्य शासन सर्व सहकार्य करेल, अशी ग्वाही श्री.फडणवीस यांनी दिली.

उपमुख्यमंत्री श्री.पवार म्हणाले, कोविड संकटाच्या काळात वैद्यकीय सुविधांचे महत्व लक्षात आले. त्यामुळे गेली दोन वर्षे वैद्यकीय सुविधा वाढविण्यावर भर देण्यात आला. गोरगरिबांच्या समस्या सोडविण्याबाबत शासन संवेदनशील असून त्यासाठी योग्य निर्णय घेण्यात येत आहेत. सामान्य माणसाला चांगली वैद्यकीय सेवा मिळावी म्हणून मल्टिस्पेशालिटी हॉस्पिटलची कल्पना पुढे आली. या रुग्णालयातील १० टक्के खाटा मोफत आणि ६ टक्के खाटा शासकीय दराने देण्याचा निर्णय घेण्यात आला आहे. उत्तम सुविधा असलेले रुग्णालय नागरिकांसाठी उभे रहाणार आहे. बाणेर येथेदेखील ५५० खाटांचे रुग्णालयही उभारण्यात येत आहेत.

महापालिकेतर्फे करण्यात येणाऱ्या ५०० कोटी रुपयांच्या कामांचे भूमिपूजन आणि लोकार्पण होत आहे. महानगरपालिकेच्या निवडणुका लवकर व्हाव्यात अशी इच्छा शासनाची आहे. शास्तीकराच्या वसुलीला स्थगिती दिली असून त्यातून मार्ग काढण्याचा प्रयत्न करण्यात येत आहे. लोकसभा निवडणूकीनंतर त्यासाठी आवश्यक शासन निर्णय काढण्यात येईल, अशी ग्वाही त्यांनी दिली.

खासदार सुळे म्हणाल्या, नव्याने उभारण्यात येणाऱ्या रुग्णालयात आधुनिक सुविधा उपलब्ध होणार असल्याने नागरिकांना चांगली वैद्यकीय सेवा मिळेल असा विश्वास व्यक्त करून रुग्णालयात सेवाभावी वृत्तीने वैद्यकीय सेवा दिली जाईल, अशी अपेक्षा त्यांनी व्यक्त केली.

आमदार तापकीर म्हणाले, येथे ३७५ खाटांच्या या रुग्णालयात नागरिकांना चांगल्या वैद्यकीय सुविधा मिळणार आहेत. खडकवासला येथे ऑक्सिजन पार्क उभारण्यात येणार आहे. खडकवासला परिसराच्या नियोजनबद्ध विकासासाठी शासनाचे सहकार्य होत असल्याचे त्यांनी सांगितले.

प्रास्ताविकात आयुक्त विक्रम कुमार यांनी महानगरपालिकेच्या विकासकामांबाबत माहिती दिली. घोरपडी येथील उड्डाणपुलामुळे वाहतूककोंडी कमी होण्यास मदत होणार असल्याचे त्यांनी सांगितले. यावेळी जर्मनीच्या स्टीफन यांचा संदेश दाखविण्यात आला.

यावेळी उपमुख्यमंत्री श्री.फडणवीस आणि उपमुख्यमंत्री श्री.पवार यांच्या हस्ते ऑनलाईन पद्धतीने घोरपडी येथे पुणे-सोलापूर रेल्वे लाईनवर उभारण्यात आलेला उड्डाणपूल आणि वारजे येथील समान पाणीपुरवठा योजनेअंतर्गत बांधण्यात आलेल्या पाण्याच्या टाकीचे लोकार्पण करण्यात आले. तसेच घोरपडी येथील पुणे-मिरज रेल्वे लाईनवर नव्याने उभारण्यात येणारा उड्डाणपूल आणि वारजे येथील २४ मीटर डिपी रस्त्याचे भूमिपूजनही यावेळी करण्यात आले.

What is the proposition of Warje Multispeciality Hospital?

The proposal to construct a 350-bed multi-specialty hospital to be built on DBFOT basis on the municipal site at Warje was approved in the Standing Committee on 17th February 2023. The contractor will take a loan of Rs 360 for this hospital and will also take insurance for it. In 2022, the People’s Appointed Standing Committee approved a proposal to set up a 350-bed multi-specialty hospital on DBOFT basis at the municipal site in Warje. When the tenure of the Standing Committee was ending in March 2022, the BJP members had suggested that the Municipal Corporation should be the guarantor of the loan taken by the contractor company for the hospital to be built on DBFOT basis.

Rural Enhancers ltd. and M/s. A. C. Shaikh Contractor (M/s. A. C. Shaikh Contractor) participated in the tenders called for by the Municipal Health Department. Among them, the proposal of Rural Enhancers was more profitable, so the decision to give work to this company was taken on February 17, 2023 in the Standing Committee meeting. This company has 10 percent free beds, 6 percent beds are CGHS. will be available at the rate, while the remaining 84 percent beds will be used by the concerned institutions at the commercial rate. 90 lakh rupees will be paid annually to the municipal corporation. In the 30-year agreement, the rent will increase at the rate of 3 percent every year.

This company wants to take a loan from a foreign company on behalf of the municipal corporation and an insurance company in the Netherlands is going to insure this loan. Loan installments are to be paid by the concerned institution.
Also, according to the order of the state government, a tripartite agreement will be made between the municipality, the related organizations, the loan supplying bank and the insurance company. It has been said in the proposal that there will be no financial liability on the Municipal Corporation.
