15 bed dialysis unit to start soon in PMC Kamala Nehru Hospital

 Kamla Nehru Hospital Dialysis Center |  Kamala Nehru Hospital Dialysis Center was initially started in Pune Municipal Corporation (PMC) Kamala Nehru Hospital.  The Center has been entrusted to Lions Club of Poona Mukundnagar Charitable Trust.  However, irregularities were found in the daily operations of the dialysis center run by this organization.  Therefore, the work was withdrawn from the organization.  As a result, the dialysis service at the hospital was closed.  Now a new 15 bed unit will be started soon.  This work will be given to THS Wellness Private Limited.  After completing the tender process, the administration has placed the proposal before the PMC Standing Committee.
 Dialysis Center was initially started in Pune Municipal Corporation (PMC) Kamala Nehru Hospital.  The Center has been entrusted to Lions Club of Poona Mukundnagar Charitable Trust.  However, irregularities were found in the daily operations of the dialysis center run by this organization.  This was likely to affect the health of the patients, so the municipal administration blamed the Lions Club for not being able to run the centre.  An explanation was also sought from the organization.  But the organization had accused the municipal corporation itself.  Therefore, the Municipal Corporation has withdrawn the work from the organization.  So this center is closed for a month.  The Municipal Corporation had now started a new tender process.
 7 companies came forward after the Pune Municipal Corporation implemented the tender process.  The rate of THS was the lowest among them.  Therefore, the municipality is jointly running the project with the company.  2000 square feet of space in Kamala Nehru Hospital will be allotted for Dialysis Unit and Dialysis Attached Intensive Care Unit.  The institution will be granted tenure of 10 years and then twice by extension of 10 years.  The rent of the place will not be taken from the municipal body.  But the organization has to set up all the systems from staff to machinery.

Kamla Nehru Hospital Dialysis Center | पुणे महापालिकेच्या (Pune Municipal Corporation (PMC)) कमला नेहरू रुग्णालयात सुरुवातीला डायलिसिस सेंटर (Kamala Nehru Hospital Dialysis Center) सुरु करण्यात आले होते. हे सेंटर लायन्स क्लब ऑफ पूना मुकुंदनगर चॅरिटेबल ट्रस्ट या संस्थेला चालवण्यास देण्यात आले आहे. मात्र या संस्थेकडून चालवल्या जाणाऱ्या या डायलेसिस सेंटरमध्ये दैनंदिन कामकाजात अनियमितता आढळून आलेल्या होत्या. त्यामुळे संस्थेकडून काम काढून घेण्यात आले होते. परिणामी दवाखान्यातील डायलिसिस सेवा बंद होती. आता नव्याने 15 बेड्चे युनिट लवकरच सुरु केले जाणार आहे. हे काम टीएचएस वेलनेस प्रा लि (THS Wellness private Limited) कंपनीला दिले जाणार आहे. प्रशासनाने याबाबतची टेंडर प्रक्रिया पूर्ण करून प्रस्ताव स्थायी समिती (PMC Standing Committee) समोर ठेवला आहे.
पुणे महापालिकेच्या (Pune Municipal Corporation (PMC)) कमला नेहरू रुग्णालयात सुरुवातीला डायलिसिस सेंटर (Kamala Nehru Hospital Dialysis Center ) सुरु करण्यात आले होते. हे सेंटर लायन्स क्लब ऑफ पूना मुकुंदनगर चॅरिटेबल ट्रस्ट या संस्थेला चालवण्यास देण्यात आले आहे. मात्र या संस्थेकडून चालवल्या जाणाऱ्या या डायलेसिस सेंटरमध्ये दैनंदिन कामकाजात अनियमितता आढळून आलेल्या होत्या. याचा परिणाम रुग्णांच्या आरोग्यावर होण्याची शक्यता निर्माण होत होती, त्यामुळे महापालिका प्रशासनाने लायन्स क्लब वर सेंटर चालवण्यास असमर्थ असल्याचा ठपका ठेवला होता. तसेच संस्थेकडून खुलासा देखील मागवला होता. मात्र संस्थेने महापालिकेवरच आरोप केले होते. त्यामुळे महापालिकेने संस्थेकडून काम काढून घेतले आहे. त्यामुळे महिन्याभरा पासून हे केंद्र बंद आहे. महापालिकेने आता नवीन टेंडर प्रक्रिया सुरु केली होती.
महापालिकेने टेंडर प्रक्रिया लागू केल्यांनतर 7 कंपन्या पुढे आल्या होत्या. त्यात टीएचएस चा दर सर्वात कमी होता. त्यामुळे कंपनी सोबत महापालिका हा प्रकल्प संयुक्त विद्यमाने चालवत आहे. कमला नेहरू हॉस्पिटल मधील 2000 चौ फूट जागा डायलिसिस युनिट आणि डायलिसिस संलग्न अतिदक्षता विभाग करण्यासाठी दिली जाणार आहे. संस्थेला ही जागा पाहिल्यान्दा 10 वर्ष आणि नंतर दोन वेळा मुदत 10 वर्ष वाढवून दिली जाणार आहे. जागेचे भाडे महापालिका संस्थेकडून घेणार नाही. मात्र स्टाफ पासून ते मशिनरी पर्यंतची सगळी यंत्रणा ही संस्थेला उभी करावी लागणार आहे.
खाजगी हॉस्पिटलचा भार सहन न करणाऱ्या गोरगरिबांना परवडणारी सुविधा देण्याचा भाग म्हणून पुणे महापालिकेच्या आरोग्य विभागाने (Health Department Pune Municipal Corporation) आपल्या 8 दवाखान्यात पीपीपी तत्वावर अल्प दरात डायलिसिस ची सुविधा सुरु केली आहे. अवघ्या 400 रुपयांत ही सुविधा दिली जाते. गेली 7 वर्ष झाले, महापालिका ही सुविधा देत आहे. या सेवेचा आतापर्यंत 71 हजार हून अधिक लोकांनी लाभ घेतला आहे.  (What is the cost of one session of dialysis In PMC Pune Hospitals?)

 On behalf of Pune Municipal Corporation (PMC), a dialysis center was started in Kamla Nehru Hospital PMC for the first time in 2017.  This facility has been made available for only Rs 400 in the center done on PPP basis.  After seeing the response, the Municipal Corporation started this facility in 7 more hospitals.  But the need for this is still increasing.  Because the number of patients is also increasing.  (What is the actual cost of dialysis?)
 Changing lifestyle is the cause of the disease
 The reason for the increase in the number of patients is the changing lifestyle.  Increased urbanization.  Due to the change in people’s diet and increasing stress, common people are suffering from diabetes, blood pressure BP and hypertension.  As this disease remains the same for years, it directly affects the kidney (Kidney Damage).  These diseases have increased the rate of kidney failure in people.  Therefore, patients have to undergo dialysis treatment.

 Dr. Vavre said that some of these patients have to undergo dialysis treatment thrice a week, some people twice, and some people have to undergo this treatment several times a month.  Dialysis cost in private hospital is around 2500 rupees at a time.  The rate of dialysis treatment in a government hospital is Rs 1400 to Rs 1600 (Dialysis Cost in Government Hospital).  Poor people cannot afford these rates.  So Pune Municipal Corporation decided to provide this facility at a low cost.  Accordingly, this facility was started from the year 2017 for just 400 rupees.  PMC Health Card is provided to patients who have special Shahari Garib Yojana card (Pune Municipal Corporation Shahari Garib Yojana) for just 200 rupees.  This project was started on PPP principle.  Today this facility is running in 8 municipal hospitals.  This work has been given to NGOs.  Only the municipality gives them seats.  No rent is charged from them.  In some places, the municipality provides machines.  But in some places 100% machines belong to these institutions.  So far 71076 people have benefited from this in 8 centers of this municipality.  The number of centers will have to be increased in the future.  Dr Vavre also said.

बदलती जीवनशैली हे आजाराचे कारण

रुग्णांची संख्या वाढण्याचे कारण म्हणजे बदलती जीवनशैली. वाढलेले शहरीकरण. लोकांच्या खाण्यात होत असलेला बदल आणि वाढता ताणतणाव यामुळे सर्रास लोक हे मधुमेह (Diabetes), रक्तदाब (Blood Pressure BP) आणि हायपरटेन्शन (Hypertension) या आजाराने ग्रस्त आहेत. हे आजार वर्षानुवर्षे तसेच राहिल्याने याचा थेट परिणाम किडनी (Kidney Damage) वर होतो. या आजारांमुळे लोकांचे किडनी निकामी होण्याचे प्रमाण वाढले आहे. त्यामुळे रुग्णांना डायलिसिस चा उपचार घ्यावा लागतो.

– पुणे मनपाच्या 8 दवाखान्यात डायलिसिस सेंटर

याबाबत डॉ वावरे यांनी सांगितले कि, यातील काही रुग्णांना आठवड्यातून तीनदा डायलिसिस चा उपचार घ्यावा लागतो, काही लोकांना दोनदा, तर काही लोकांना महिन्यातून बऱ्याच वेळा हा उपचार घ्यावा लागतो. डायलिसिस चा उपचार करण्यासाठी खाजगी हॉस्पिटलमध्ये एका वेळी 2500 रु च्या आसपास खर्च (Dialysis Cost in Private Hospital) येतो. सरकारी दवाखान्यात डायलिसिस उपचार करण्याचा दर हा 1400 रु ते 1600 रु (Dialysis Cost in Government Hospital) इतका आहे. हे दर गरीब लोकांना परवडत नाहीत. त्यामुळे मग पुणे महापालिकेने अल्प दरात ही सुविधा उपलब्ध करून देण्याचे ठरवले. त्यानुसार 2017 सालापासून अवघ्या 400 रुपयांत ही सुविधा सुरु करण्यात आली. विशेष शहरी गरीब योजनेचे (Pune Municipal Corporation Shahari Garib Yojana) कार्ड असणाऱ्या रुग्णांना फक्त 200 रुपयांत (PMC Health Card) ही सुविधा दिली जाते. पीपीपी तत्वावर हा प्रकल्प सुरु करण्यात आला. आज 8 मनपा दवाखान्यात ही सुविधा सुरु आहे. हे काम स्वयंसेवी संस्थांना देण्यात आले आहे. त्यांना फक्त महापालिका जागा देते. त्यांच्याकडून भाडे घेतले जात नाही. तर काही ठिकाणी महापालिका मशीन देते. मात्र काही ठिकाणी 100% मशीन या संस्थांच्याच आहेत. आतापर्यंत या महापालिकेच्या 8 सेंटर मध्ये 71063 लोकांनी याचा लाभ घेतला आहे. आगामी काळात सेंटर ची संख्या वाढवावी लागणार आहे. असेही डॉ वावरे यांनी सांगितले.

PMC Shahari Garib Yojana | पुणे महापालिकेच्या (PMC Pune )शहरी गरीब वैद्यकीय सहायता योजनेत (Urban poor medical support scheme) आता महापालिका प्रशासनाने मोठा बदल करण्याचा निर्णय घेतला आहे. याआधी प्रशासनाने ऑनलाईन (Online) सुविधा तयार करत बोगस लाभार्थ्यांना लगाम घातला होता.  या योजनेत आता पर्यंत 1 लाखांपर्यंत उत्पन्न मर्यादा (Income Limit) असलेल्या कुटूंबानाच सभासद होता येत होते. मात्र, ही उत्पन्न मर्यादा आता 1 लाख 60 हजार रूपये केली जाणार आहे. राज्यशासनाच्या महात्मा ज्योतिबा फुले आरोग्य योजनेच्या (Mahatma Jyotiba Phule Health scheme) धर्तीवर ही उत्पन्नाची मर्यादा वाढविण्यात येणार आहे. दरम्यान आता आधी महात्मा फुले योजनेचा लाभ घ्यावा लागणार आहे. तो नाही मिळाला तरच शहरी गरिबचा लाभ दिला जाईल. तसेच शहरात परिमंडळ स्तरावर नवीन 5 सेंटर तयार केले जाणार आहेत. याबाबतचा प्रस्ताव स्थायी समिती (Standing Committee) समोर ठेवण्यात आला आहे. यावर पुढील बैठकीत चर्चा केली जाईल. | पुणे महापालिकेची  शहरी गरीब योजना काय आहे? (what is PMC Punes Urban poor medical support scheme)

महापालिकेने 2008-09 पासून ही योजना सुरू केली आहे. शहरातील नागरिकांना आरोग्य सेवा देणे महापालिकेचे प्राथमिक कर्तव्य असले तरी, महापालिकेकडून केवळ वैद्यकीय केंद्र चालविले जातात. तर काही ठराविक दवाखाने वग़ळता महापालिकेच्या दवाखान्यांमध्ये शस्त्रक्रिया, उपचार, तपासण्या होत नाहीत. त्यामुळे आर्थिकदृष्ट्या दुर्बल असलेल्या नागरिकांना खासगी दवाखान्यांमद्ये भरमसाठ पैसे मोजून उपचार घ्यावे लागतात. त्यामुळे नागरिकांसाठी पालिकेने 2008-09 पासून ही वैद्यकीय सेवा योजना सुरू केली आहे. त्यात, प्रमुख निकष संबधित कुटूंब महापालिका हद्दीतील असावे तसेच त्यांचे उत्पन्न 1 लाखांच्या आत असावे हे आहे. तर या योजनेसाठी महापालिकेने शहरातील खासगी रूग्णालयांचे पॅनेल तयार केले असून या रूग्णालयात या योजनेत 1 लाखांपर्यंतचे तर इतर काही आजारांसाठी 2 लाखांपर्यंत उपचार दिले जातात. मात्र, 1 लाखांच्यावर 1 रूपया अधिक उत्पन्न असले तरी अनेकांना आर्थिक दुर्बल असूनही उपचार मिळत नाहीत. त्यामुळे, पालिकेने आता उत्पन्न मर्यादा 1 लाख 60 हजार रूपये करण्याचा निर्णय घेतला आहे. नवीन 5 सेंटर तयार केले जाणार

शहरी गरीब योजनेचा लाभ देण्यासाठी महापालिकेकडून महापालिका भवनात सुविधा उपलब्ध करून दिली आहे. मात्र काही लोकांना महापालिका भवनात येण्यासाठी कसरत करावी लागते. याबाबत काही लोकप्रतिनिधींनी महापालिकेकेला शहरात सर्व ठिकाणी सेंटर करण्याची मागणी केली होती. त्यानुसार 5 परिमंडळ स्तरावर 5 सेंटर तयार केले जाणार आहेत. यासाठी प्रति वर्ष 24 लाखाचा खर्च केला जाणार आहे. शहरी गरीब योजनेअंतर्गत संगणक प्रणाली राबविताना या असतील  नवीन अटी शर्ती
१. शहरी गरीब योजनेच्या काळात पॅनेलवरील हॉस्पिटलमध्ये अंतर्ररुग्ण उपचार व पुणे मनपा दवाखान्यांमध्ये घेण्यात येणारी जेनेरिक औषधे व कंज्युमेबल्स अशी दोन्ही मिळून मर्यादा ही एक लाखापर्यंत असेल व किडनी, डायलिसीस, हृदयविकार उपचाराची मर्यादा दोन लाखापर्यंत असेल.
२. रेशनिंग कार्डमध्ये समावेश असलेले कुटुंब (पती, पत्नी, २५ वर्षा आतील पहिले २ अपत्य व आई-वडील) या सगळ्यांचे पुणे मनपा हद्दीत रहिवाशी असल्याचा पुरावा व सर्वांचे आधारकार्ड आवश्यक राहील.
३. पॅनेलवरील हॉस्पिटलमध्ये दाखल झालेल्या रुग्णास प्रथम जर हॉस्पिटलमध्ये महात्मा ज्योतिबा फुले जन आरोग्य योजना असेल तर त्या रुग्णास त्या योजनेचा लाभ देण्यात यावा. सदर रुग्णास काही कारणास्तव या योजनेचा लाभ अमान्य झाल्यास महात्मा ज्योतिबा फुले जन आरोग्य योजना अमान्य झालेला फॉर्म पुणे मनपा मध्ये जमा करून तदनंतरच त्या रुग्णास शहरी गरीब योजनेचा लाभ देण्यात येईल.
४. रुग्ण दाखल झाल्यानंतर सर्व हॉस्पिटल्सनी कार्ड ऑनलाईन खातरजमा करून ऑनलाईन पूर्व मान्यता घेणे बंधनकारक राहील.
५. शहरी गरीब योजनेच्या अंतर्गत खोटी कागदपत्रे सादर करून बोगस लाभार्थ्यांनी लाभ घेतल्याचे निदर्शनास आल्यास फौजदारी गुन्हा दाखल करणे व त्याचे सभासदत्व कायमस्वरूपी रद्द करण्यात येईल.
