Green Hydrogen Policy | PMC Pune | हरित हायड्रोजन धोरणा बाबत राज्य सरकारने पुणे महापालिकेकडून मागवला अभिप्राय!

PMC Pune – Green Hydrogen Policy – (The Karbhari News Service) – राज्य सरकारने महाराष्ट्र हरित हायड्रोजन धोरण – 2023 (Maharashtra Green Hydrogen Policy 2023) तयार केले आहे. त्यानुसार कार्यपद्धती देखील तयार केली आहे. यामध्ये स्थानिक स्वराज्य संस्थांची (Local Bodies) भूमिका महत्वाची ठरणार आहे. कारण प्रकल्पासाठी आवश्यक मान्यता या महापालिका आणि नगरपरिषद यांच्याकडून देण्यात येणार आहेत. त्यामुळे धोरणाच्या कार्यपद्धतीत काही सुधारणा आवश्यक असतील तर त्याचा स्पष्ट अभिप्राय द्यावा. असे आदेश राज्य सरकारने पुणे महापालिकेला (Pune Municipal Corporation (PMC) दिले आहेत. राज्याला हरित हायड्रोजन आणि त्याची तत्सम उत्पादने (Derivatives) आणि त्यांच्या वापराचे केंद्र बनविणे, हरित हायड्रोजनच्या वापरासाठी नवीन क्षेत्रे खुली करण्यास मदत करणे, संशोधन आणि विकास व तांत्रिक भागीदारीद्वारे या क्षेत्रातील तांत्रिक प्रगतीला प्रोत्साहन देणे आणि हरित इंधनाची निर्यात सुलभ करणे याकरीता  शासन निर्णयान्वये “महाराष्ट्र हरित हायड्रोजन धोरण – २०२३” तयार करण्यात आले आहे.  या धोरणांतर्गत कार्यपध्दती (प्रकल्प नोंदणी) तयार करण्यात आली आहे. यामध्ये नगर विकास विभागांतर्गत मनपा/नप यांचेकडून खालील मान्यता / परवानगीची आवश्यकता आहे.

1. ग्रीन हायड्रोजन उत्पादनासाठी कंपन्यांना जमीन संपादन करण्यासाठी स्थानिक प्राधिकरणांकडून (आवश्यक असल्यास) NOC
 2. प्रकल्पासाठी पाण्याच्या उपलब्धतेबाबत स्थानिक स्वराज्य संस्थांची परवानगी
 ३.  बिल्डिंग प्लॅनची ​​मंजुरी (प्लॅन मंजुरीसह, तात्पुरती फायर एनओसी, तात्पुरते पाणी  कनेक्शन, ड्रेनेज प्लॅन मंजूरी)
 ४.  स्थानिक संस्थेकडून बांधकाम प्रमाणपत्र
 ५.  इमारत पूर्णत्व आणि भोगवटा प्रमाणपत्र
 ६.  अग्निशमन विभागाकडून एनओसी
शासनाचा हरित हायड्रोजन हा प्रकल्प आस्थापित करण्यासाठी व हरित हायड्रोजनच्या उत्पादनास
प्रोत्साहन देण्याकरिता या धोरणांतर्गत कार्यपध्दतीचा भाग-१ (प्रकल्प नोंदणी) अन्वये नगर विकास विभागांतर्गत संबंधित मान्यता/परवानगी/नोंदणी तातडीने मिळण्याच्या दृष्टीने सद्यस्थितीत असलेली कार्यपध्दती/ मार्गदर्शक सूचनांमधील तरतूदी पूरेशा नसल्यास सदर कार्यपध्दती / मार्गदर्शक सूचनांमध्ये करावयाच्या सुधारणांबाबत स्वयंस्पष्ट मत/ अभिप्राय आवश्यक त्या कागदपत्रासह शासनास व संचालनालयास सादर करावा. असे सरकारने म्हटले आहे.

– पुणे महापालिका देखील निर्माण करणार ग्रीन हायड्रोजन!

हायड्रोजन निर्मिती बाबत पुणे महापालिकेने (Pune Municipal Corporation (PMC) एक पाऊल पुढे टाकले आहे. प्रायोगिक तत्त्वावर 0.6 टन हायड्रोजन ची निर्मिती (Pilot project of Hydrogen plant in Pune) केली जाणार आहे. प्रायोगिक तत्त्वावर तयार होणारा हायड्रोजन पीएमपी बससाठी (PMPML Bus) इंधन म्हणून वापरला जाणार आहे. दरम्यान हा प्रकल्प देशातील किंवा जगातील पहिलाच आहे.  (First waste to Hydrogen plant in India)

पुणे महापालिका, वेरियट पुणे वेस्ट टू एनर्जी प्रायव्हेट लिमिटेड आणि द ग्रीन बिलियन्स लिमिटेड या कंपनीच्या माध्यमातून रामटेकडी येथील महापालिकेच्या जागेत भारतातील पहिला हायड्रोजन गॅस निर्मिती प्रकल्प (Where is PMC Setting up India’s first waste-to-hydrogen plant in Pune?) उभारला जाणार आहे. महाराष्ट्र प्रदूषण नियंत्रण महामंडळाने (MPCB) हा प्रकल्प उभारण्यास परवानगी दिली आहे. शिवाय निरी,मुंबईच्या IIM सारख्या संस्थांनी याबाबत positive Reports दिले आहेत.
यासाठी यंदाच्या बजेटमध्ये देखील तरतूद केली आहे.

महाराष्ट्र शासन राजपत्रातील निर्देश विचारात घेऊन महापालिका आस्थापनेवरील विविध संवर्गातील सेवाज्येष्ठता याद्या सामान्य प्रशासन विभागाकडून प्रसिद्ध करण्यात आल्या आहेत. या याद्या 1 जाने 2024 रोजीच्या स्थितीस अनुसरून अद्ययावत करून अंतिम करायच्या आहेत. त्यासाठी यावर हरकती नोंदवण्यास सांगण्यात आले आहे. त्यासाठी 15 दिवसांची मुदत देण्यात आली आहे. त्यानुसार रमेश शेलार यांनी सेवाज्येष्ठता यादीतील चुका निदर्शनास आणून दिल्या आहेत. शेलार यांनी सामान्य प्रशासन विभागाच्या उपायुक्तांना दिलेल्या पत्रानुसार यादीत काही चुका व उणिवा प्रकाशित करताना राहिल्या आहेत.
1. नगरसचिव वर्ग १ या विभागात उप नगरसचिव वर्ग २ याचा समावेश नाही.
2. मुख्य विधी अधिकारी वर्ग १ या पदी अधिकारी निवड हि पदोन्नती झालेली आहे; परंतु यादीमध्ये नियुक्तीचा मार्ग सरळसेवेने नमूद केलेला आहे.
3. उपआयुक्त वर्ग १ या पदावरील अधिकारी निवड क्र. १ ते ७ क्षेत्रिय अधिकारी/ सहाय्यक आयुक्त या पदावरून पदोन्नतीने उपआयुक्तपदी झालेली आहे. मात्र यादीमध्ये या संवर्गातील नियुक्तीचा मार्ग सरळसेवा असा नमूद आहे. या संवर्गातील क्र. ८ वरील सेवा सुद्धा निवड पदोन्नतीने झालेली आहे.
नगरसचिव हे पद ०१.०९.२०२० पासून रिक्त आहे. आताचे पद हे महाराष्ट्र महापालिका अधिनियम क्र. ४५(५) अन्वये झालेले नाही.
त्यामुळे प्रकाशित सेवा जेष्ठता यादीमध्ये योग्य ती दुरुस्ती केली जावी. अशी मागणी रमेश शेलार यांनी केली आहे.

It also includes included villages. 112 crores has been recovered by the water supply department in the current financial year. 212 crores has been set as a recovery target. According to the public appeal of Pune Municipal Corporation (PMC Pune), all commercial and some residential customers within the limits of Pune Municipal Corporation are already being billed through meters. Also Khadki Cantonment Board and

Pune Municipal Corporation has decided to levy penal interest at the rate of 1% per month on the outstanding amount as per 41. Since the decision has been taken afresh, a deadline of 60 days is being given to the end of March 31, 2025 to pay the arrears due on January 31, 2025. All customers should note that a penalty interest of 1% per month will be levied on the outstanding amount from 1st April and any overdue amount thereafter. It is said in the appeal.
Arrangements have been made to pay the bills to all customers who are supplied with water through meters by the Pune Municipal Corporation. However, if the customers do not receive the bills, they should obtain their water meter bills up to 31st January 2024 from Lashkar Water Supply Department/Swargate Water Supply Department/SNDT-Chatushrungi Water Supply Department and pay the outstanding amount before 31st March. Jagtap has made such an appeal.

Pune – (The Karbhari News Service) – PMC Water Supply Department | पुणेकरांवर महापालिकेच्या पाणीपुरवठा विभागाची एकूण 783 कोटींची थकबाकी आहे. ही वसुली करण्यासाठी महापालिकेने कंबर कसली आहे. पुणेकरांना आता पाणीपट्टी (Water Bill) थकीत ठेवल्यास व्याज भरावे लागणार आहे. त्याची सुरुवात 1 एप्रिल पासून करण्यात येणार आहे. दरम्यान 31 जानेवारी पर्यंतची थकबाकी भरण्यासाठी 60 दिवसाची मुदत देण्यात आली आहे. अशी माहिती पाणीपुरवठा विभागाचे मुख्य अभियंता नंदकिशोर जगताप (Nandkishor Jagtap PMC) यांनी दिली. जगताप यांच्या माहितीनुसार 783 कोटींची थकबाकी ही 1990 सालापासूनची आहे. यात समाविष्ट गावांचा देखील समावेश आहे. चालू आर्थिक वर्षात पाणीपुरवठा विभागाने 112 कोटींची वसूली केली आहे. तर 212 कोटी वसूल करण्याचे उद्दिष्ट ठेवण्यात आले आहे. दरम्यान मागील आर्थिक वर्षात विभागाने 150 कोटी वसूल केले होते. असेही जगताप यांनी सांगितले.

– पाणीपुरवठा विभागाचे आवाहन

पुणे मनपाच्या (PMC Pune) जाहीर आवाहनानुसार पुणे महानगरपालिका हद्दीतील सर्व व्यावसायिक व काही निवासी ग्राहकांना यापूर्वीपासून मीटरद्वारे बिलाची आकारणी होत आहे. तसेच खडकी कॅन्टोन्मेंट बोर्ड व पुणे कॅन्टोन्मेंट बोर्ड क्षेत्रांमधील सर्व ग्राहकांना पाण्याच्या वापरानुसार मीटरद्वारे बिल आकारणी करुन पाणीपुरवठा करण्यात येत आहे. पाण्याच्या थकित बिलावर कोणतीही व्याजाची आकारणी करण्यात येत नसल्याने मोठ्या प्रमाणावर बिलाच्या रकमेची थकबाकी वाढत असल्याचे पुणे महानगरपालिकेच्या निदर्शनास आले आहे. यास्तव मीटर बिलाच्या दिनांकापासून ६० दिवसांत बिल न भरल्यास महाराष्ट्र महानगरपालिका अधिनियम, १९४९ चे प्रकरण आठ, कराधान नियम यातील नियम
४१ नुसार थकबाकी रकमेवर प्रतिमहा १% दराने दंडात्मक व्याज आकारण्याचा पुणे महानगरपालिकेने निर्णय घेतला आहे.  निर्णय हा नव्याने घेण्यात आला असल्याने दिनांक ३१ जानेवारी 2025 रोजीची थकबाकी भरणेस दिनांक ३१ मार्च अखेर ६० दिवसांची मुदत देण्यात येत आहे. 1 एप्रिल पासून थकबाकी रकमेवर व त्यानंतरच्या कोणत्याही थकित रकमेवर १% प्रतिमहा दंडात्मक व्याज आकारण्यात येणार आहे याची सर्व ग्राहकांनी नोंद घ्यावी. असे आवाहनात म्हटले आहे.
मीटरद्वारे पाणीपुरवठा होणाऱ्या सर्व ग्राहकांना बिले पुणे मनपाकडून देण्याची व्यवस्था केली आहे. तथापि, ग्राहकांना बिले न मिळाल्यास त्यांचे 31 जानेवारी 2024 पर्यंतचे पाण्याचे मीटर बिल लष्कर पाणीपुरवठा विभाग/स्वारगेट पाणीपुरवठा विभाग/एसएनडीटी-चतुश्रुंगी पाणीपुरवठा विभाग येथून प्राप्त करुन घ्यावे व 31 मार्च पूर्वी थकबाकी रकमेचा भरणा करावा. असे आवाहन जगताप यांनी केले आहे.

– वसुली बाबत उद्या आढावा बैठक

दरम्यान थकीत पाणीपट्टी बाबत आढावा घेण्यासाठी महापालिका अतिरिक्त आयुक्त रविंद्र बिनवडे यांनी पाणीपुरवठा अधिकाऱ्यांची बैठक बोलावली आहे. यामध्ये जास्तीत जास्त वसुली करण्यासाठी काय उपाय योजना करायला हव्यात. याबाबत चर्चा होईल. असे प्रशासनाकडून सांगण्यात आले.

पुणे – (The Karbhari News Service) – PMC Deputy Commissioner | पुणे महापालिकेत (Pune Municipal Corporation (PMC) प्रतिनियुक्ती वर आलेल्या  उपायुक्त आशा राऊत (Asha Raut PMC) आणि प्रतिभा पाटील (Pratibha Patil PMC) यांना पुणे महापालिकेत 1 वर्ष मुदतवाढ देण्यात आली आहे. याबाबत राज्य सरकारकडून नुकतेच आदेश जारी करण्यात आले आहेत. उपायुक्त पाटील आणि राऊत यांना पुणे महापालिकेत 8 सप्टेंबर 2021 ला प्रतिनियुक्तीने नियुक्त करण्यात आले होते. ही नियुक्ती दोन वर्षासाठी होती. त्यांचा कालावधी संपून गेला आहे. तरी त्यांची बदली झाली नव्हती किंवा मुदतवाढ दिली नव्हती. अखेर आज सरकार कडून 1 वर्ष मुदतवाढीचे आदेश आले आहेत. त्यानुसार ही मुदतवाढ 8 सप्टेंबर 2024 पर्यंत असणार आहे. मात्र सरकारला गरज वाटल्यास मुदतीपूर्वी बदली केली जाऊ शकते. असे सरकारच्या उपसचिव प्रियांका कुलकर्णी-छापवाले यांनी जारी केलेल्या आदेशात म्हटले आहे. दरम्यान पुणे महापालिकेच्या सुरक्षा विभागाच्या (PMC Security Department) मुख्य सुरक्षा अधिकारी (PMC Chief Security Officer) पदाची जबाबदारी उपायुक्त प्रतिभा पाटील (PMC Deputy Commissioner Pratibha Patil) यांच्याकडे देण्यात आली आहे. पाटील यांच्याकडे हा अतिरिक्त पदभार आहे.  मुख्य सुरक्षा अधिकारी पदाचा अतिरिक्त पदभार या आधी उपायुक्त माधव जगताप (Madhav Jagtap PMC) यांच्याकडे सोपवण्यात आला होता. माधव जगताप यांच्याकडे मूळ जबाबदारी ही अतिक्रमण आणि अनधिकृत बांधकाम निर्मूलन विभागाची आहे. नुकताच जगताप यांच्याकडे कर आकारणी व कर संकलन विभागाचा अतिरिक्त पदभार देण्यात आला आहे. कारण अजित देशमुख यांची सरकारकडून बदली करण्यात आली आहे. त्यामुळे आता मुख्य सुरक्षा अधिकारी पदाची जबाबदारी प्रशासनाकडून उपायुक्त प्रतिभा पाटील यांच्याकडे सोपवण्यात आली आहे. पाटील यांच्याकडे भूसंपादन व व्यवस्थापन विभागाची देखील जबाबदारी आहे.

  Walk-in cooler system for storing vaccine stock of Pune Municipal Corporation is working

 Pune – (The Karbhari News Service) – Around 3 lakh children in the age group of 0 to 5 under 15 regional offices of Pune Municipal Corporation are given different vaccines at different age stages under the National Immunization Program.  Birth BCG, POLIO etc  HEPATITIS-B then after completion of 6,10,14 weeks PENTA, POLIO, ROTA, IPV, PCV after completion of 9 months and after completion of 1.5 years MR, VITAMIN – A, DPT- B etc. vaccines are given.  After the baby completes 4.5 years DPT again and 10, 16 TD vaccines are given after years and to pregnant women.
  5 ILRs are available at the main vaccination center Narayan Peth for vaccine storage and vaccine is supplied to 54 clinics and 19 maternity homes under the jurisdiction of Pune Municipal Corporation.
 It is understood that campaigns like adult BCG, Japanese encephalitis, MR vaccination are planned by the state government in the future, apart from special rainbow campaign, vaccination of Hajj pilgrims have to be carried out from time to time.
  After inclusion of 34 new villages under the Pune Municipal Corporation, beneficiaries are seen flocking to the 29 newly started health promotion centers of the Pune Municipal Corporation for vaccination.  For this, the company has got ISO certificate from Pune Municipal Corporation A walk-in cooler of 25,500 liters capacity was installed.
 Before using Walk in Cooler for vaccine storage, under the guidance of expert from NCCRC of Govt. A temperature mapping recorder and digital display have been installed and the equipment is provided with necessary generator set and UPS backup.
 On March 3, 2024, the said walk in cooler facility was inaugurated by Pune Municipal Corporation Additional Municipal Commissioner Ravindra Binwade.  On this occasion, Assistant Director of Health Services and Deputy State Immunization Officer from the State Government Shri Dr.  Praveen Vedpathak, Pune Municipal Corporation Health Officer Dr.  Bhagwan Pawar, Deputy Health Officer Dr.  Kalpana Baliwant, Assistant Health Officer Dr.  Dr. Sanjeev Vavre Assistant Health Officer and Vaccination Officer.  Dr. Rajesh Dighe, Assistant Health Officer.  Dr. Suryakant Deokar, City Tuberculosis Officer.  Prashant Bothe, World Health Organization Surveillance Medical Officer Dr. Chetan Khade, Regional Medical Officer Dr. Gopal Ujwankar, Medical Officer Dr.  Ganesh Jagdale and Dr.  Pradeep Pawar, all staff of Immunization Department were present.

Pune – (The Karbhari News Service) – पुणे महानगरपालिकेच्या कार्यक्षेत्रामध्ये १५ क्षेत्रीय कार्यालयाअंतर्गत ० ते ५ वयोगटातील मुलांची संख्या सुमारे ३ लाख इतकी असून त्यांना राष्ट्रीय लसीकरण कार्यक्रम अंतर्गत वयाच्या विविध टप्प्यावर वेगवेगळ्या लसी देण्यात येतात. जन्मता BCG, POLIO व HEPATITIS-B त्यानंतर ६,१०,१४ आठवडे पूर्ण केल्यानंतर PENTA, POLIO, ROTA, IPV, PCV त्यानंतर ९ महिने पूर्ण व १.५ वर्ष पूर्ण झाल्यानंतर MR, VITAMIN – A,DPT- B इत्यादी लसी दिल्या जातात . बाळाचे ४.५ वर्ष पूर्ण झाल्यावर पुन्हा DPT व १०, १६ वर्षानंतर व गरोदर महिलांना TD या लसी देण्यात येतात.
 लसीच्या साठवणीसाठी मुख्य लसीकरण केंद्र नारायण पेठ येथे ५ आय एल आर उपलब्ध असून पुणे महानगरपालिकेच्या कार्यक्षेत्रातील ५४ दवाखाने व १९ प्रसूतिगृह यांना लसीचा पुरवठा करण्यात येतो.
आगामी काळात राज्य शासनामार्फत अॅडल्ट BCG, जापनीज इंसिफीलायटीस,MR लसीकरण यासारख्या मोहिमा नियोजित असल्याचे समजते याखेरीज विशेष इंद्रधनुष्य मोहीम, हज यात्रेकरूचे लसीकरण या सारख्या मोहिमा वेळोवेळी पार पाडाव्या लागतात.
 पुणे महानगरपालिकेत नवीन ३४ समाविष्ट गावांच्या अंतर्भावानंतर लसीकरणासाठी पुणे महानगरपालिकेच्या २९ नव्याने सुरु केलेल्या आरोग्य वर्धिनी केंद्रावर लाभार्थ्यांची गर्दी होताना दिसते. याकरिता पुणे महानगरपालिकेकडून ISO प्रमाणपत्र प्राप्त कंपनीकडून
२५,५०० लिटर्स क्षमतेचा वॉक इन कुलर बसविण्यात आला होता .
वॉक इन कुलरचा लस साठा करणेसाठी वापर करण्यापूर्वी शासनाच्या NCCRC येथील विशेषतज्ञाचे मार्गदर्शन घेवून व सदर वॉक इन कुलरच्या टेम्परेचर मपिंग सदर्भातील सर्व चाचण्या करून सातत्यपूर्ण टेम्परेचर मॅपिंग रेकॉर्डर व डिजिटल डिस्प्ले बसविण्यात आला उपकरणाला आवश्यक ते जनरेटर सेट व यु पी एस बॅकअप देण्यात आलेला आहे.
३ मार्च २०२४ रोजी पुणे महानगरपालिकेचे अतिरिक्त महापालिका आयुक्त  रविंद्र बिनवडे यांचे हस्ते सदर वॉक इन कुलर सुविधेचे उदघाटन करण्यात आले. या प्रसंगी  राज्य शासनाकडील सहाय्यक संचालक आरोग्य सेवा तथा उप राज्य लसीकरण अधिकारी श्री डॉ. प्रवीण वेदपाठक, पुणे महानगरपालिकेचे आरोग्य अधिकारी मा श्री डॉ. भगवान पवार, उप आरोग्य अधिकारी डॉ. कल्पना बळीवंत, सहाय्यक आरोग्य अधिकारी डॉ. संजीव वावरे सहाय्यक आरोग्य अधिकारी तथा लसीकरण अधिकारी डॉ. राजेश दिघे, सहाय्यक आरोग्य अधिकारी डॉ. सुर्यकांत देवकर, शहर क्षयरोग अधिकारी डॉ. प्रशांत बोठे,जागतिक आरोग्य संघटनेचे सर्व्हेलन्स मेडिकल ऑफिसर डॉ चेतन खाडे, क्षेत्रीय वैद्यकीय अधिकारी डॉ गोपाल उज्वणकर,वैद्यकीय अधिकारी डॉ. गणेश जगदाळे व डॉ. प्रदीप पवार, लसीकरण विभागातील सर्व कर्मचारी उपस्थित होते.
