| 1% interest per month from 1st April if outstanding!

 

Pune – (The Karbhari News Service) – MC Water Supply Department owes a total of 783 crores to the citizens of Pune. The municipal corporation has tightened its belt to recover this. Pune residents will now have to pay interest if they keep their water bills in arrears. It will be started from April 1. Meanwhile, a deadline of 60 days has been given to pay the arrears till January 31. This information was given by Nandkishore Jagtap PMC, Chief Engineer of Water Supply Department. According to Jagtap, the arrears of 783 crores are from the year 1990. It also includes included villages. 112 crores has been recovered by the water supply department in the current financial year. 212 crores has been set as a recovery target. Meanwhile, the department had recovered 150 crores in the previous financial year. Jagtap also said.

– Appeal of PMC Water Supply Department

According to the public appeal of Pune Municipal Corporation (PMC Pune), all commercial and some residential customers within the limits of Pune Municipal Corporation are already being billed through meters. Also Khadki Cantonment Board and
Water is being supplied to all the customers in Pune Cantonment Board areas by charging the bill through meter according to water consumption. As no interest is charged on the overdue water bills, it has been noticed by the Pune Municipal Corporation that the arrears of the bill are increasing on a large scale. (Pune PMC News)

Therefore, if the bill is not paid within 60 days from the date of the meter bill, the provisions of the Maharashtra Municipal Corporation Act, 1949, Chapter VIII, Taxation Rules
Pune Municipal Corporation has decided to levy penal interest at the rate of 1% per month on the outstanding amount as per 41. Since the decision has been taken afresh, a deadline of 60 days is being given to the end of March 31, 2025 to pay the arrears due on January 31, 2025. All customers should note that a penalty interest of 1% per month will be levied on the outstanding amount from 1st April and any overdue amount thereafter. It is said in the appeal.
Arrangements have been made to pay the bills to all customers who are supplied with water through meters by the Pune Municipal Corporation. However, if the customers do not receive the bills, they should obtain their water meter bills up to 31st January 2024 from Lashkar Water Supply Department/Swargate Water Supply Department/SNDT-Chatushrungi Water Supply Department and pay the outstanding amount before 31st March. Jagtap has made such an appeal.

– Review meeting tomorrow regarding recovery

Pune – (The Karbhari News Service) – PMC Water Supply Department | पुणेकरांवर महापालिकेच्या पाणीपुरवठा विभागाची एकूण 783 कोटींची थकबाकी आहे. ही वसुली करण्यासाठी महापालिकेने कंबर कसली आहे. पुणेकरांना आता पाणीपट्टी (Water Bill) थकीत ठेवल्यास व्याज भरावे लागणार आहे. त्याची सुरुवात 1 एप्रिल पासून करण्यात येणार आहे. दरम्यान 31 जानेवारी पर्यंतची थकबाकी भरण्यासाठी 60 दिवसाची मुदत देण्यात आली आहे. अशी माहिती पाणीपुरवठा विभागाचे मुख्य अभियंता नंदकिशोर जगताप (Nandkishor Jagtap PMC) यांनी दिली. जगताप यांच्या माहितीनुसार 783 कोटींची थकबाकी ही 1990 सालापासूनची आहे. यात समाविष्ट गावांचा देखील समावेश आहे. चालू आर्थिक वर्षात पाणीपुरवठा विभागाने 112 कोटींची वसूली केली आहे. तर 212 कोटी वसूल करण्याचे उद्दिष्ट ठेवण्यात आले आहे. दरम्यान मागील आर्थिक वर्षात विभागाने 150 कोटी वसूल केले होते. असेही जगताप यांनी सांगितले.

– पाणीपुरवठा विभागाचे आवाहन

पुणे मनपाच्या (PMC Pune) जाहीर आवाहनानुसार पुणे महानगरपालिका हद्दीतील सर्व व्यावसायिक व काही निवासी ग्राहकांना यापूर्वीपासून मीटरद्वारे बिलाची आकारणी होत आहे. तसेच खडकी कॅन्टोन्मेंट बोर्ड व पुणे कॅन्टोन्मेंट बोर्ड क्षेत्रांमधील सर्व ग्राहकांना पाण्याच्या वापरानुसार मीटरद्वारे बिल आकारणी करुन पाणीपुरवठा करण्यात येत आहे. पाण्याच्या थकित बिलावर कोणतीही व्याजाची आकारणी करण्यात येत नसल्याने मोठ्या प्रमाणावर बिलाच्या रकमेची थकबाकी वाढत असल्याचे पुणे महानगरपालिकेच्या निदर्शनास आले आहे. यास्तव मीटर बिलाच्या दिनांकापासून ६० दिवसांत बिल न भरल्यास महाराष्ट्र महानगरपालिका अधिनियम, १९४९ चे प्रकरण आठ, कराधान नियम यातील नियम
४१ नुसार थकबाकी रकमेवर प्रतिमहा १% दराने दंडात्मक व्याज आकारण्याचा पुणे महानगरपालिकेने निर्णय घेतला आहे.  निर्णय हा नव्याने घेण्यात आला असल्याने दिनांक ३१ जानेवारी 2025 रोजीची थकबाकी भरणेस दिनांक ३१ मार्च अखेर ६० दिवसांची मुदत देण्यात येत आहे. 1 एप्रिल पासून थकबाकी रकमेवर व त्यानंतरच्या कोणत्याही थकित रकमेवर १% प्रतिमहा दंडात्मक व्याज आकारण्यात येणार आहे याची सर्व ग्राहकांनी नोंद घ्यावी. असे आवाहनात म्हटले आहे.
मीटरद्वारे पाणीपुरवठा होणाऱ्या सर्व ग्राहकांना बिले पुणे मनपाकडून देण्याची व्यवस्था केली आहे. तथापि, ग्राहकांना बिले न मिळाल्यास त्यांचे 31 जानेवारी 2024 पर्यंतचे पाण्याचे मीटर बिल लष्कर पाणीपुरवठा विभाग/स्वारगेट पाणीपुरवठा विभाग/एसएनडीटी-चतुश्रुंगी पाणीपुरवठा विभाग येथून प्राप्त करुन घ्यावे व 31 मार्च पूर्वी थकबाकी रकमेचा भरणा करावा. असे आवाहन जगताप यांनी केले आहे.

– वसुली बाबत उद्या आढावा बैठक

दरम्यान थकीत पाणीपट्टी बाबत आढावा घेण्यासाठी महापालिका अतिरिक्त आयुक्त रविंद्र बिनवडे यांनी पाणीपुरवठा अधिकाऱ्यांची बैठक बोलावली आहे. यामध्ये जास्तीत जास्त वसुली करण्यासाठी काय उपाय योजना करायला हव्यात. याबाबत चर्चा होईल. असे प्रशासनाकडून सांगण्यात आले.

 Many landlords have resorted to rampant illegal taps in the past two months, fearing less water this year and the possibility of water cuts to tenants.  It is because of this sudden increase in tap connections that some households away from the main channel face water scarcity.
 According to the complaint, we are expected to find other technical reasons for insufficient water supply in the specified area and to eliminate them and to take strict action against illegal tap connections where more than one nest is taken.
 On January 9, 2024, citizens tried to complain about this through the ‘PMC CARE’ website, but the token number was not received and the complaint status is still “Registering”.  Citizens are suffering from the poor planning of the municipal corporation.

Pune Municipal Corporation (PMC) Water Supply Complaint | नगर रस्ता क्षेत्रीय कार्यालयांतर्गत (PMC Nagar Road Zonal office) येणाऱ्या सर्व्हे नंबर 48/3, क्रांती नगर, आनंद पार्क बस स्टॉप जवळ, वडगावशेरी पुणे (Wadgaonsheri Pune) या भागात, साधारण डिसेंबर 2023 पासून काही  घरांना अपुरा पाणीपुरवठा होत आहे. मुख्य वाहिनीपासून आतल्या बाजूस 10 ते 15 मीटर आत असणाऱ्या घरांना याचा प्रामुख्याने फटका बसत आहे. कमी झालेला पाण्याचा दाब हे याचं मुख्य कारण आहे. दरम्यान याबाबत नागरिकांनी PMC CARE वर तक्रारी करून देखील त्याची दखल घेतली जात नाही. अशा परिस्थितीत नागरिकांनी काय करायचे? असा प्रश्न उपस्थित होत आहे. याबाबत पाण्याचा दाब कमी होण्याची तांत्रिक कारणे शोधणे आवश्यकचं आहे पण त्याच्या बरोबरीने, अनिर्बंधपणे, कुठल्याही परवानगीशिवाय घेतले जाणारे नळजोड रोखणे हे ही तितकेच गरजेचे आहे. (Pune Municipal Corporation Water Complaint)
वडगावशेरीतील सर्वे नंबर 48/3 आणि 4 या संपुर्ण भागात गुंठेवारी बांधकामांचं प्राबल्य आहे. कमी जागेत केलेल्या जास्तीच्या बांधकामांमुळे भाडेकरू ठेवण्याचे प्रमाण प्रचंड आहे व त्यामुळे पाण्याची गरज सतत वाढती आहे. या वाढत्या गरजेपोटी, स्थानिक प्लंबर्सना हाताशी धरून बेकायदेशीर नळजोडण्या घेण्याची पद्धत अगदी पहिल्यापासून जणु काही राजमान्यचं आहे. या वर्षीच्या कमी पावसामुळे आणि संभाव्य पाणीकपातीच्या शक्यतेने भाडेकरू लोकांना पाणी  कमी पडेल या भीतीने धास्तावलेल्या अनेक घरमालकांनी मागील दोन महिन्यात सर्रास बेकायदेशीर नळजोडण्या घेण्याचा सपाटा लावला आहे. या अचानकपणे वाढलेल्या नळ जोडण्यांमुळेच,  मुख्य वाहिनीपासून दूर असलेल्या निवडक घरांना पाणीटंचाईला तोंड देण्याची वेळ आलेली आहे.
विनिर्दिष्ट भागात अपुऱ्या पाणीपुरवठयाची इतर तांत्रिक कारणे शोधणे व ती नाहीशी करणे तसेच घरटी एकापेक्षा जास्त घेतलेल्या बेकायदेशीर नळ जोडण्यांवर कडक कारवाई करणे या गोष्टी नागरिकांना  तक्रारीच्या अनुषंगाने अपेक्षित आहेत.
9 जानेवारी 2024  या दिवशी ‘PMC CARE’ या संकेतस्थळाद्वारेही याबाबत नागरिकांनी  तक्रार करण्याचा प्रयत्न केला होता पण टोकन नंबर मिळाला नाही व तक्रार अवस्था ही अद्यापही  “Registering” अशी येत आहे. महापालिकेच्या ढिसाळ नियोजनाचा नागरिकांना असा फटका बसत आहे.

 16.36 TMC water quota approved for Pune city
 PMC Pune Water Supply (PMC Pune Water Supply) is provided through the Pune Municipal Corporation to provide daily clean water to the population in proportion to the population within the city limits.  For this, the impure water is lifted from the project / dam under the jurisdiction of the Irrigation Department.  A total of 16.36 TMC of water quota has been approved for Pune Municipal Corporation limits of 11.6 TMC from Khadakwasla project, 0.34 TMC from Pavana river basin, and 2.67 TMC from Bhama Askhed project, 1.75 TMC for villages included in Pune Municipal Corporation.  As per the circular published by Maharashtra Water Resources Regulatory Authority (MWRRA) from time to time, the Pune Municipal Corporation has entered into an agreement with the Irrigation Department.  The water demand budget is submitted to the Irrigation Department during the prescribed period through the Pune Municipal Corporation and according to the water payment submitted by the Irrigation Department, the appropriate amount is paid by the Pune Municipality every year.  In this year’s water budget, only 12.82 TMC water quota has been approved.  (Pune Municipal Corporation Latest News)
 The PMC does not provide water to the industry
 According to the letter given by the Pune Municipal Corporation to the Pune Irrigation Department regarding the industrial rate, the water demand has been recorded assuming the required LPCD for residential and non-residential buildings as per CPHEEO manual.  It does not propose water demand for process industries and industrial raw materials for the industrial component.  For the purpose of various types of water use, the Maharashtra Water Resources Regulatory Authority has announced the Thok Jaldar at the end of June 2022, which includes domestic water use and industrial water use (processing industries and raw materials).  It is being done and for the process industries and raw materials in the industrial unit

PMC Pune Vs Irrigation Department Pune |  | पुणे महानगरपालिकेच्या (Pune Municipal Corporation) पेयजल योजनाद्वारे (Water Treatment Plant) होणारा पाणीपुरवठा हा प्रतीमाणसी करण्यात येत असून औद्योगिक घटकामधील प्रक्रिया उद्योग व कच्चा माल यासाठी होत नाही. म्हणजेच महापालिका फक्त पिण्यासाठी (Domestic use) पाणी देते. असे असतानाही पाटबंधारे विभागाने (Department of Water Resources) डोमेस्टिक आणि वाणिज्यिक दराऐवजी  औद्योगिक दराने पुणे महानगरपालिकेस बिले सादर केलेले आहेत. थकबाकी सहित 736 कोटी देण्याची मागणी पाटबंधारे विभागाने महापालिकेकडे केली आहे. महापालिका मात्र पाटबंधारे विभागाच्या या भूमिकेने आश्चर्यचकित झाली आहे. कारण औद्योगिक दराने बिलाबाबतचा मुद्दा निकाली काढण्यात आला होता. शिवाय औद्योगिक दराने बिल आकारले जाणार नाही. असे आश्वासन सप्टेंबर 2003  च्या बैठकीत पाटबंधारे ने दिले होते. असे असतानाही सप्टेंबर आणि ऑक्टोबर महिन्याची बिले औद्योगिक दराने काढून एकूण थकबाकी सहित 736 कोटी देण्याची मागणी पाटबंधारे ने केली आहे. यामुळे महापालिका पाणीपुरवठा विभागाची पुन्हा डोकेदुखी वाढली आहे.  (PMC Pune Vs Pune Irrigation Department)
पुणे शहरासाठी 16.36 टीएमसी पाणी कोटा मंजूर 

पुणे महानगरपालिके मार्फत शहराचे हद्दीमध्ये रहिवाशासाठी लोकसंख्येच्या प्रमाणात दैनंदिन शुद्ध पाणी उपलब्ध करून देण्यात (PMC Pune Water Supply) येते. यासाठी पाटबंधारेविभागाच्या अखत्यारीतील प्रकल्पामधून / धरणामधून अशुद्ध पाणी उचलण्यात येते. पुणे महानगरपालिका हद्दीसाठी खडकवासला प्रकल्पातून ११.६ TMC, पवना नदीपात्रातून ०.३४ TMC, व भामा आसखेड प्रकल्पातून २.६७ TMC पाणी, पुणे मनपामध्ये समाविष्ट गावे करिता १.७५ TMC  असे एकूण १६.३६ TMC पाणी कोटा मंजूर आहे. महाराष्ट्र जलसंपत्ती नियमन प्राधिकरण (MWRRA) यांचेकडून वेळोवेळी प्रसिद्ध करण्यात येणाऱ्या परिपत्रकानुसार पुणे महानगरपालिकेकडून पाटबंधारे विभागासोबत करार करण्यात आलेला आहे. पुणे महानगरपालिकेमार्फत प्रतिवर्ष आवश्यक पाण्यासाठी विहित कालावधीत पाण्याच्या मागणीचे अंदाजपत्रक पाटबंधारे विभागाकडे सादर करण्यात येत असून पाटबंधारे विभागाने सादर केलेल्या पाणी देयकानुसार पुणे मनपाकडून योग्य ती रक्कम प्रतिवर्षी अदा केली जाते. यंदाच्या वॉटर बजेट मध्ये 12.82 टीएमसीच पाणी कोटा मंजूर करण्यात आला आहे. महापालिका उद्योगाला पाणी देत नाही 
औद्योगिक दराबाबत पुणे महानगरपालिकेकडून पाटबंधारे विभागाला दिलेल्या पत्रानुसार CPHEEO मॅन्युअल नुसार रेसिडेन्शिअल व नॉन रेसिडेन्शिअल बिल्डींग साठी प्रतिमाणसी आवश्यक LPCD गृहीत धरून पाण्याची मागणी नोंदविलेली आहे. यामध्ये औद्योगिक घटकासाठी प्रक्रिया उद्योग व औद्योगिक रॉ मटेरीअल करिता पाणी मागणी प्रस्तावित केलेली नाही. विविध प्रकारचे पाणी वापराचे प्रयोजनासाठी महाराष्ट्र जलसंपत्ती नियमन प्राधिकरण यांनी जून २०२२” अखेर ठोक जलदर जाहीर केले असून त्यामध्ये घरगुती पाणीवापर व औद्योगिक पाणी वापर (प्रक्रिया उद्योग व कच्चा माल) याचा समावेश आहे. पुणे महानगरपालिकेच्या पेयजल योजनाद्वारे (Water Treatment Plant) होणारा पाणीपुरवठा हा प्रतीमाणसी करण्यात येत असून औद्योगिक घटकामधील प्रक्रिया उद्योग व कच्चा माल यासाठी
होत नाही. असे महापालिकेने म्हटले होते.
यावर पाटबंधारे विभाग आणि महापालिका प्रशासन यांची एकत्रित सुनावणी झाली होती. यामध्ये औद्योगिक दराचा मुद्दा निकाली काढण्यात आला होता. पाटबंधारे विभागाकडून आश्वासन देण्यात आले होते कि यापुढील बिले ही घरगुती आणि वाणिज्यिक दराने पाठवण्यात येतील. दरम्यान महापालिकेने वारंवार मागणी करूनही पाटबंधारेने या बैठकीचे इतिवृत्त महापालिकेला दिले नाही. त्यांनतर आता सप्टेंबर आणि ऑक्टोबर महिन्याची बिले ही औद्योगिक दराने पाठवली आहेत. बिले औद्योगिक दराने काढून एकूण थकबाकी सहित 736 कोटी देण्याची मागणी पाटबंधारे ने केली आहे. यामुळे महापालिका पाणीपुरवठा विभागाची पुन्हा डोकेदुखी वाढली आहे. दरम्यान याबाबत पाटबंधारे विभागाला जाब विचारला जाणार आहे, असे महापालिकेच्या पाणीपुरवठा विभागाकडून सांगण्यात आले.
