Green Hydrogen Policy | PMC Pune | हरित हायड्रोजन धोरणा बाबत राज्य सरकारने पुणे महापालिकेकडून मागवला अभिप्राय!

PMC Pune – Green Hydrogen Policy – (The Karbhari News Service) – राज्य सरकारने महाराष्ट्र हरित हायड्रोजन धोरण – 2023 (Maharashtra Green Hydrogen Policy 2023) तयार केले आहे. त्यानुसार कार्यपद्धती देखील तयार केली आहे. यामध्ये स्थानिक स्वराज्य संस्थांची (Local Bodies) भूमिका महत्वाची ठरणार आहे. कारण प्रकल्पासाठी आवश्यक मान्यता या महापालिका आणि नगरपरिषद यांच्याकडून देण्यात येणार आहेत. त्यामुळे धोरणाच्या कार्यपद्धतीत काही सुधारणा आवश्यक असतील तर त्याचा स्पष्ट अभिप्राय द्यावा. असे आदेश राज्य सरकारने पुणे महापालिकेला (Pune Municipal Corporation (PMC) दिले आहेत. राज्याला हरित हायड्रोजन आणि त्याची तत्सम उत्पादने (Derivatives) आणि त्यांच्या वापराचे केंद्र बनविणे, हरित हायड्रोजनच्या वापरासाठी नवीन क्षेत्रे खुली करण्यास मदत करणे, संशोधन आणि विकास व तांत्रिक भागीदारीद्वारे या क्षेत्रातील तांत्रिक प्रगतीला प्रोत्साहन देणे आणि हरित इंधनाची निर्यात सुलभ करणे याकरीता  शासन निर्णयान्वये “महाराष्ट्र हरित हायड्रोजन धोरण – २०२३” तयार करण्यात आले आहे.  या धोरणांतर्गत कार्यपध्दती (प्रकल्प नोंदणी) तयार करण्यात आली आहे. यामध्ये नगर विकास विभागांतर्गत मनपा/नप यांचेकडून खालील मान्यता / परवानगीची आवश्यकता आहे.

1. ग्रीन हायड्रोजन उत्पादनासाठी कंपन्यांना जमीन संपादन करण्यासाठी स्थानिक प्राधिकरणांकडून (आवश्यक असल्यास) NOC
 2. प्रकल्पासाठी पाण्याच्या उपलब्धतेबाबत स्थानिक स्वराज्य संस्थांची परवानगी
 ३.  बिल्डिंग प्लॅनची ​​मंजुरी (प्लॅन मंजुरीसह, तात्पुरती फायर एनओसी, तात्पुरते पाणी  कनेक्शन, ड्रेनेज प्लॅन मंजूरी)
 ४.  स्थानिक संस्थेकडून बांधकाम प्रमाणपत्र
 ५.  इमारत पूर्णत्व आणि भोगवटा प्रमाणपत्र
 ६.  अग्निशमन विभागाकडून एनओसी
शासनाचा हरित हायड्रोजन हा प्रकल्प आस्थापित करण्यासाठी व हरित हायड्रोजनच्या उत्पादनास
प्रोत्साहन देण्याकरिता या धोरणांतर्गत कार्यपध्दतीचा भाग-१ (प्रकल्प नोंदणी) अन्वये नगर विकास विभागांतर्गत संबंधित मान्यता/परवानगी/नोंदणी तातडीने मिळण्याच्या दृष्टीने सद्यस्थितीत असलेली कार्यपध्दती/ मार्गदर्शक सूचनांमधील तरतूदी पूरेशा नसल्यास सदर कार्यपध्दती / मार्गदर्शक सूचनांमध्ये करावयाच्या सुधारणांबाबत स्वयंस्पष्ट मत/ अभिप्राय आवश्यक त्या कागदपत्रासह शासनास व संचालनालयास सादर करावा. असे सरकारने म्हटले आहे.

– पुणे महापालिका देखील निर्माण करणार ग्रीन हायड्रोजन!

हायड्रोजन निर्मिती बाबत पुणे महापालिकेने (Pune Municipal Corporation (PMC) एक पाऊल पुढे टाकले आहे. प्रायोगिक तत्त्वावर 0.6 टन हायड्रोजन ची निर्मिती (Pilot project of Hydrogen plant in Pune) केली जाणार आहे. प्रायोगिक तत्त्वावर तयार होणारा हायड्रोजन पीएमपी बससाठी (PMPML Bus) इंधन म्हणून वापरला जाणार आहे. दरम्यान हा प्रकल्प देशातील किंवा जगातील पहिलाच आहे.  (First waste to Hydrogen plant in India)

पुणे महापालिका, वेरियट पुणे वेस्ट टू एनर्जी प्रायव्हेट लिमिटेड आणि द ग्रीन बिलियन्स लिमिटेड या कंपनीच्या माध्यमातून रामटेकडी येथील महापालिकेच्या जागेत भारतातील पहिला हायड्रोजन गॅस निर्मिती प्रकल्प (Where is PMC Setting up India’s first waste-to-hydrogen plant in Pune?) उभारला जाणार आहे. महाराष्ट्र प्रदूषण नियंत्रण महामंडळाने (MPCB) हा प्रकल्प उभारण्यास परवानगी दिली आहे. शिवाय निरी,मुंबईच्या IIM सारख्या संस्थांनी याबाबत positive Reports दिले आहेत.
यासाठी यंदाच्या बजेटमध्ये देखील तरतूद केली आहे.

 783 crores water bill of Pune Municipal Corporation due on Pune residents!

| 1% interest per month from 1st April if outstanding!

 

Pune – (The Karbhari News Service) – MC Water Supply Department owes a total of 783 crores to the citizens of Pune. The municipal corporation has tightened its belt to recover this. Pune residents will now have to pay interest if they keep their water bills in arrears. It will be started from April 1. Meanwhile, a deadline of 60 days has been given to pay the arrears till January 31. This information was given by Nandkishore Jagtap PMC, Chief Engineer of Water Supply Department. According to Jagtap, the arrears of 783 crores are from the year 1990. It also includes included villages. 112 crores has been recovered by the water supply department in the current financial year. 212 crores has been set as a recovery target. Meanwhile, the department had recovered 150 crores in the previous financial year. Jagtap also said.

– Appeal of PMC Water Supply Department

According to the public appeal of Pune Municipal Corporation (PMC Pune), all commercial and some residential customers within the limits of Pune Municipal Corporation are already being billed through meters. Also Khadki Cantonment Board and
Water is being supplied to all the customers in Pune Cantonment Board areas by charging the bill through meter according to water consumption. As no interest is charged on the overdue water bills, it has been noticed by the Pune Municipal Corporation that the arrears of the bill are increasing on a large scale. (Pune PMC News)

Therefore, if the bill is not paid within 60 days from the date of the meter bill, the provisions of the Maharashtra Municipal Corporation Act, 1949, Chapter VIII, Taxation Rules
Pune Municipal Corporation has decided to levy penal interest at the rate of 1% per month on the outstanding amount as per 41. Since the decision has been taken afresh, a deadline of 60 days is being given to the end of March 31, 2025 to pay the arrears due on January 31, 2025. All customers should note that a penalty interest of 1% per month will be levied on the outstanding amount from 1st April and any overdue amount thereafter. It is said in the appeal.
Arrangements have been made to pay the bills to all customers who are supplied with water through meters by the Pune Municipal Corporation. However, if the customers do not receive the bills, they should obtain their water meter bills up to 31st January 2024 from Lashkar Water Supply Department/Swargate Water Supply Department/SNDT-Chatushrungi Water Supply Department and pay the outstanding amount before 31st March. Jagtap has made such an appeal.

– Review meeting tomorrow regarding recovery

Meanwhile, Municipal Additional Commissioner Ravindra Binwade has called a meeting of water supply officers to review the pending water bill. In this, what measures should be planned for maximum recovery. This will be discussed. This was said by the administration.

| थकबाकी ठेवल्यास 1 एप्रिल पासून दरमहा 1% व्याज!

Pune – (The Karbhari News Service) – PMC Water Supply Department | पुणेकरांवर महापालिकेच्या पाणीपुरवठा विभागाची एकूण 783 कोटींची थकबाकी आहे. ही वसुली करण्यासाठी महापालिकेने कंबर कसली आहे. पुणेकरांना आता पाणीपट्टी (Water Bill) थकीत ठेवल्यास व्याज भरावे लागणार आहे. त्याची सुरुवात 1 एप्रिल पासून करण्यात येणार आहे. दरम्यान 31 जानेवारी पर्यंतची थकबाकी भरण्यासाठी 60 दिवसाची मुदत देण्यात आली आहे. अशी माहिती पाणीपुरवठा विभागाचे मुख्य अभियंता नंदकिशोर जगताप (Nandkishor Jagtap PMC) यांनी दिली. जगताप यांच्या माहितीनुसार 783 कोटींची थकबाकी ही 1990 सालापासूनची आहे. यात समाविष्ट गावांचा देखील समावेश आहे. चालू आर्थिक वर्षात पाणीपुरवठा विभागाने 112 कोटींची वसूली केली आहे. तर 212 कोटी वसूल करण्याचे उद्दिष्ट ठेवण्यात आले आहे. दरम्यान मागील आर्थिक वर्षात विभागाने 150 कोटी वसूल केले होते. असेही जगताप यांनी सांगितले.

– पाणीपुरवठा विभागाचे आवाहन

पुणे मनपाच्या (PMC Pune) जाहीर आवाहनानुसार पुणे महानगरपालिका हद्दीतील सर्व व्यावसायिक व काही निवासी ग्राहकांना यापूर्वीपासून मीटरद्वारे बिलाची आकारणी होत आहे. तसेच खडकी कॅन्टोन्मेंट बोर्ड व पुणे कॅन्टोन्मेंट बोर्ड क्षेत्रांमधील सर्व ग्राहकांना पाण्याच्या वापरानुसार मीटरद्वारे बिल आकारणी करुन पाणीपुरवठा करण्यात येत आहे. पाण्याच्या थकित बिलावर कोणतीही व्याजाची आकारणी करण्यात येत नसल्याने मोठ्या प्रमाणावर बिलाच्या रकमेची थकबाकी वाढत असल्याचे पुणे महानगरपालिकेच्या निदर्शनास आले आहे. यास्तव मीटर बिलाच्या दिनांकापासून ६० दिवसांत बिल न भरल्यास महाराष्ट्र महानगरपालिका अधिनियम, १९४९ चे प्रकरण आठ, कराधान नियम यातील नियम
४१ नुसार थकबाकी रकमेवर प्रतिमहा १% दराने दंडात्मक व्याज आकारण्याचा पुणे महानगरपालिकेने निर्णय घेतला आहे.  निर्णय हा नव्याने घेण्यात आला असल्याने दिनांक ३१ जानेवारी 2025 रोजीची थकबाकी भरणेस दिनांक ३१ मार्च अखेर ६० दिवसांची मुदत देण्यात येत आहे. 1 एप्रिल पासून थकबाकी रकमेवर व त्यानंतरच्या कोणत्याही थकित रकमेवर १% प्रतिमहा दंडात्मक व्याज आकारण्यात येणार आहे याची सर्व ग्राहकांनी नोंद घ्यावी. असे आवाहनात म्हटले आहे.
मीटरद्वारे पाणीपुरवठा होणाऱ्या सर्व ग्राहकांना बिले पुणे मनपाकडून देण्याची व्यवस्था केली आहे. तथापि, ग्राहकांना बिले न मिळाल्यास त्यांचे 31 जानेवारी 2024 पर्यंतचे पाण्याचे मीटर बिल लष्कर पाणीपुरवठा विभाग/स्वारगेट पाणीपुरवठा विभाग/एसएनडीटी-चतुश्रुंगी पाणीपुरवठा विभाग येथून प्राप्त करुन घ्यावे व 31 मार्च पूर्वी थकबाकी रकमेचा भरणा करावा. असे आवाहन जगताप यांनी केले आहे.

– वसुली बाबत उद्या आढावा बैठक

दरम्यान थकीत पाणीपट्टी बाबत आढावा घेण्यासाठी महापालिका अतिरिक्त आयुक्त रविंद्र बिनवडे यांनी पाणीपुरवठा अधिकाऱ्यांची बैठक बोलावली आहे. यामध्ये जास्तीत जास्त वसुली करण्यासाठी काय उपाय योजना करायला हव्यात. याबाबत चर्चा होईल. असे प्रशासनाकडून सांगण्यात आले.

 |  According to NEERIs report, one step will go ahead

 First waste to Hydrogen plant in India | Pune Municipal Corporation (PMC) has taken a step forward regarding hydrogen production. Pilot project of Hydrogen plant in Pune will produce 0.6 tons of hydrogen.  Meanwhile, even if this project is the first in the country or in the world, the municipality will take care to ensure that there is no financial burden on it.  India’s first hydrogen gas production plant (Where is PMC Setting up India’s first waste-to-hydrogen plant in Pune?) is going to be set up in the municipal premises at Ramtekdi through Pune Municipal Corporation, Veriot Pune Waste to Energy Private Limited and The Green Billions Limited.  The Maharashtra Pollution Control Corporation (MPCB) has given permission to set up the project.  Apart from this, institutes like Niri, IIM Mumbai have given positive reports in this regard.  But this project did not seem to go ahead.  Because the Municipal Corporation expects that it will get funds from the Central Government.  Central and state governments have formulated green hydrogen policies.  According to the municipal corporation regarding getting funds  Correspondence has been done with both Govt.  Meanwhile, a meeting of the Financial Technical Analysis Committee was called on behalf of the Municipal Corporation to go one step further and check the financial matters.  There was a positive discussion about the project.  (waste to Hydrogen plant in Pune)
 In this regard, Dr. Khemnar said that in this project we are going to move forward one step at a time according to Niri’s report.  Accordingly, the first phase will be on an experimental basis.  It will produce 0.6 ton of hydrogen.  That means 10 tons of waste will be processed.  After success in that, 200 ton and finally 350 ton project will be done.  For that first we are going to put this proposal before Municipal Commissioner for approval.  Dr. Khemnar further said that the hydrogen produced in the project at Ramtekdi will be given to PMP.  How much fuel will be saved by its use, how the cost will be saved will be taken.  We will also submit a proposal to the PMP in this regard.  Because PMP can go ahead only if hydrogen becomes cheaper than CNG.

 Even if the municipal hydrogen project is the first project in the country or in the world, we will not allow any financial burden on the municipal corporation.  Therefore, we will make an agreement with the relevant company regarding the revenue model.  Also, we will proceed with a bank guarantee for the project that we are going to invest.

याबाबत डॉ खेमणार यांनी सांगितले कि या प्रकल्पात आम्ही निरी च्या अहवालानुसार एक एक टप्पा पुढे जाणार आहोत. त्यानुसार पहिला टप्पा हा प्रायोगिक तत्वावर असणार आहे. त्यात ०.६ टन हायड्रोजन निर्माण केला जाणार आहे. त्यात यशस्वी झाल्यावर 200 टन आणि शेवटी 350 टन चा प्रकल्प केला जाणार आहे. त्यासाठी आधी आम्ही हा प्रस्ताव मंजूरीसाठी महापालिका आयुक्त यांच्यासमोर ठेवणार आहोत. डॉ खेमणार यांनी पुढे सांगितले कि, रामटेकडी येथील प्रकल्पात तयार होणारा हायड्रोजन पीएमपीसाठी दिला जाणार आहे. त्याच्या वापराने इंधनाची किती बचत होईल, खर्च कसा वाचेल याची माहिती घेतली जाणार आहे. याबाबत आम्ही पीएमपीला देखील प्रस्ताव सादर करणार आहोत. कारण पीएमपीला सीएनजी पेक्षा हायड्रोजन स्वस्त पडला तरच पुढे जाता येणार आहे.

महापालिकेचा हायड्रोजन प्रकल्प हा देशातील किंवा जगातील पहिलाच प्रकल्प असला तरीही आम्ही महापालिकेवर कुठलाही आर्थिक बोजा येऊ देणार नाही. त्यामुळे महसूल मॉडेल बाबत (Revenue Model) आम्ही संबंधित कंपनीसोबत करार (Agreement) करू. तसेच आम्ही जे प्रकल्पात पैसे गुंतवणार आहोत, त्याची बँक ग्यारंटी (Bank Guarantee) घेऊनच आम्ही पुढे जाऊ.

Pune Municipal Corporation (PMC) | पुणे महानगरपालिका शाळेतील (PMC Pune Schools) विद्यार्थिनींना सॅनिटरी नॅपकिन (Sanitory Napkins) मिळावेत, अशी मागणी करत आम आदमी पक्षाच्या (AAP Pune) वतीने महापालिकेत आंदोलन (Agitation in PMC) करण्यात आले. मात्र कार्यकर्त्यांच्या वर्तणुकीबाबत महापालिका प्रशासनाने आक्षेप घेत त्यांच्या विरोधात शिवाजी नगर पोलिसात (Shivaji Nagar Police Station) गुन्हा दाखल केला आहे. पुणे महानगरपालिका शाळेतील विद्यार्थिनींना मागच्या एक वर्षा सॅनिटरी नॅपकिन मिळत नाहीत म्हणून आम आदमी पक्षातर्फे आंदोलन करण्यात आलं. यावेळी त्यांनी घोषणाबाजी करत सॅनिटरी नॅपकिनच्या वाटपाची मागणी केली. मात्र हे आंदोलन करताना पक्ष आणि त्यांच्या कार्यकर्त्यानी कुठलीही परवानगी घेतली नाही. असा आक्षेप महापालिकेचे सुरक्षा अधिकारी राकेश विटकर (PMC Security officer Rakesh Vitkar) यांनी घेतला आहे. याबाबत विटकर यांनी सांगितले कि, सर्वांनाच लोकशाही मार्गाने आंदोलन करण्याचा अधिकार आहे. मात्र आप पक्षाने अशी कुठलीही परवानगी घेतली नव्हती. पुणे शहरात 144 कलम लागू आहे. तसेच छत्रपती शिवाजी महाराजांच्या पुतळ्यापासून ठराविक अंतरावर आंदोलन करण्यास मनाई आहे. तसेच पार्टीच्या कार्यकर्त्यांनी  महापालिका आयुक्त यांच्या गाडीवर सॅनिटरी नॅपकिन चिटकवले. हे सरकारी मालमत्तेचे  विद्रुपीकरण आहे. तसेच महापालिकेच्या आवारात  घोषणा, आंदोलन, सभा घेण्यास परवानगी नाही. असे असतानाही पार्टीच्या कार्यकर्त्यांनी आंदोलन केले आणि आंदोलन करताना महापालिका आयुक्त यांच्या विरोधात अर्वाच्च भाषा वापरली. त्यामुळे आगामी काळात असे प्रकार घडू नयेत म्हणून आम्ही आप पार्टीच्या 15-20 कार्यकर्त्या विरोधात शिवाजीनगर पोलिसांत गुन्हा दाखल केला आहे. असे विटकर यांनी सांगितले.

First Waste to hydrogen plant in India |  शहर में उत्पन्न होने वाले कचरे (PMC Waste Collection) का वैज्ञानिक तरीके से निपटान करने के लिए, पुणे नगर निगम (PMC) जल्द ही उत्पन्न होने वाले बायोडिग्रेडेबल और गैर-बायोडिग्रेडेबल कचरे से हाइड्रोजन गैस का उत्पादन करेगा, जो जैविक ईंधन का एक नया विकल्प है।   इस बीच, यह भारत का पहला प्रोजेक्ट (First-waste-to-Hydrogen plant in India) है।  लेकिन एनईईआरआई, महाराष्ट्र प्रदूषण नियंत्रण बोर्ड (एमपीसीबी), आईआईएम, एनसीएल, पीएनबी जैसे संगठनों की सकारात्मक रिपोर्ट के बावजूद परियोजना आगे नहीं बढ़ पाई।  पीएमसी भी इस प्रोजेक्ट को लेकर सकारात्मक है.  लेकिन नगर पालिका शासन से अनुदान का इंतजार कर रही है।  पुणे नगर निगम को पहल करनी चाहिए और सब्सिडी की प्रतीक्षा किए बिना परियोजना को पूरा करने के लिए कदम उठाना चाहिए।  ऐसी मांग शहर से की जा रही है.  (Where is PMC Setting up India’s first Waste to hydrogen plant In Pune?)
  भारत का पहला हाइड्रोजन गैस उत्पादन संयंत्र (Which PMC Set up India’s first plant for extraction of green hydrogen from Waste?) पुणे नगर निगम, वेरियट पुणे वेस्ट टू एनर्जी प्राइवेट लिमिटेड और द के माध्यम से रामटेकडी में नगरपालिका परिसर में स्थापित किया जा रहा है।  ग्रीन बिलियन लिमिटेड।  यह प्रोजेक्ट डीबूट विधि से क्रियान्वित किया जाएगा।  इस पर 428 करोड़ रुपये आयेंगे.  परियोजना के माध्यम से प्रतिदिन लगभग 350 टन कचरे का प्रसंस्करण किया जाएगा और इसके माध्यम से 150 टन आरडीएफ और 9 मीट्रिक टन हाइड्रोजन का उत्पादन किया जाएगा।  साथ ही महाराष्ट्र प्रदूषण नियंत्रण निगम (एमपीसीबी) ने भी इस प्रोजेक्ट को लगाने की अनुमति दे दी है.  इसके अलावा निरी, मुंबई के आईआईएम, एनसीएल, पीएनबी जैसे संस्थानों ने इस संबंध में सकारात्मक रिपोर्ट दी है।  लेकिन ये प्रोजेक्ट आगे बढ़ता नहीं दिख रहा है.  क्योंकि नगर निगम को उम्मीद है कि उसे केंद्र सरकार से फंड मिलेगा.  केंद्र और राज्य सरकारों ने हरित हाइड्रोजन नीतियां बनाई हैं।  इसी के तहत नगर निगम ने दोनों सरकारों से फंड दिलाने को लेकर पत्राचार किया है।  लेकिन अभी तक कोई जवाब नहीं मिला है.

   नगर निगम को सरकारी सब्सिडी मिलेगी तो प्रोजेक्ट को आगे बढ़ाने में आसानी होगी।  हमने इस संबंध में केंद्र और राज्य दोनों सरकारों से पत्राचार किया है।’  इसका पालन भी किया जा रहा है.  इस बीच, इसकी योजना बनाने के लिए आगामी सप्ताह में परियोजना की वित्तीय तकनीकी विश्लेषण समिति (फाइनेंशियल टेक्निकल एनालिसिस कमेटी) की बैठक आयोजित की गई है।

First Waste-to-Hydrogen Plant in India |  In order to scientifically dispose of the waste generated in the city (PMC Waste Management ), the Pune Municipal Corporation (PMC) will soon produce hydrogen gas, which is a new alternative to biological fuel, from the biodegradable and non-biodegradable waste generated in the city.  Meanwhile, this is the first project in India (First waste-to-Hydrogen plant in India).  But despite positive reports from organizations like NEERI, Maharashtra Pollution Control Board (MPCB), IIM, NCL, PNB, the project did not go ahead.  The PMC is also positive about this project.  But the municipality is waiting for the grant from the government.  The pune Municipal Corporation should take initiative and take steps to complete the project without waiting for subsidy.  Such a demand is being made from the city.  (Where is PMC Setting up India’s first waste-to-hydrogen plant in Pune?)
 India’s first hydrogen gas production plant (Where is PMC Setting up India’s first waste-to-hydrogen plant in Pune?) is going to be set up in the municipal premises at Ramtekdi through Pune Municipal Corporation, Veriot Pune Waste to Energy Private Limited and The Green Billions Limited.  This project is going to be implemented in Deboot method.  428 crores will come for this.  Around 350 tonnes of waste per day will be processed through the project, and through this, 150 tonnes of RDF and 9 metric tonnes of hydrogen will be produced.  Also Maharashtra Pollution Control Corporation (MPCB) has given permission to set up this project.  Moreover, institutes like Niri, Mumbai’s IIM, NCL, PNB have given positive reports in this regard.  But this project does not seem to be going ahead.  Because the Municipal Corporation expects that it will get funds from the Central Government.  Central and state governments have formulated green hydrogen policies.  Accordingly, the Municipal Corporation has corresponded with both the governments regarding getting funds.  But no response has been received yet.

  If the municipal corporation gets government subsidy, it will be easier to take the project forward.  We have corresponded with both central and state governments regarding this.  It is also being followed up.  Meanwhile, a meeting of the Financial Technical Analysis Committee (Financial Technical Analysis Committee) of the project has been organized in the coming week to plan for this.
