Green Hydrogen Policy | PMC Pune | हरित हायड्रोजन धोरणा बाबत राज्य सरकारने पुणे महापालिकेकडून मागवला अभिप्राय!

PMC Pune – Green Hydrogen Policy – (The Karbhari News Service) – राज्य सरकारने महाराष्ट्र हरित हायड्रोजन धोरण – 2023 (Maharashtra Green Hydrogen Policy 2023) तयार केले आहे. त्यानुसार कार्यपद्धती देखील तयार केली आहे. यामध्ये स्थानिक स्वराज्य संस्थांची (Local Bodies) भूमिका महत्वाची ठरणार आहे. कारण प्रकल्पासाठी आवश्यक मान्यता या महापालिका आणि नगरपरिषद यांच्याकडून देण्यात येणार आहेत. त्यामुळे धोरणाच्या कार्यपद्धतीत काही सुधारणा आवश्यक असतील तर त्याचा स्पष्ट अभिप्राय द्यावा. असे आदेश राज्य सरकारने पुणे महापालिकेला (Pune Municipal Corporation (PMC) दिले आहेत. राज्याला हरित हायड्रोजन आणि त्याची तत्सम उत्पादने (Derivatives) आणि त्यांच्या वापराचे केंद्र बनविणे, हरित हायड्रोजनच्या वापरासाठी नवीन क्षेत्रे खुली करण्यास मदत करणे, संशोधन आणि विकास व तांत्रिक भागीदारीद्वारे या क्षेत्रातील तांत्रिक प्रगतीला प्रोत्साहन देणे आणि हरित इंधनाची निर्यात सुलभ करणे याकरीता  शासन निर्णयान्वये “महाराष्ट्र हरित हायड्रोजन धोरण – २०२३” तयार करण्यात आले आहे.  या धोरणांतर्गत कार्यपध्दती (प्रकल्प नोंदणी) तयार करण्यात आली आहे. यामध्ये नगर विकास विभागांतर्गत मनपा/नप यांचेकडून खालील मान्यता / परवानगीची आवश्यकता आहे.

1. ग्रीन हायड्रोजन उत्पादनासाठी कंपन्यांना जमीन संपादन करण्यासाठी स्थानिक प्राधिकरणांकडून (आवश्यक असल्यास) NOC
 2. प्रकल्पासाठी पाण्याच्या उपलब्धतेबाबत स्थानिक स्वराज्य संस्थांची परवानगी
 ३.  बिल्डिंग प्लॅनची ​​मंजुरी (प्लॅन मंजुरीसह, तात्पुरती फायर एनओसी, तात्पुरते पाणी  कनेक्शन, ड्रेनेज प्लॅन मंजूरी)
 ४.  स्थानिक संस्थेकडून बांधकाम प्रमाणपत्र
 ५.  इमारत पूर्णत्व आणि भोगवटा प्रमाणपत्र
 ६.  अग्निशमन विभागाकडून एनओसी
शासनाचा हरित हायड्रोजन हा प्रकल्प आस्थापित करण्यासाठी व हरित हायड्रोजनच्या उत्पादनास
प्रोत्साहन देण्याकरिता या धोरणांतर्गत कार्यपध्दतीचा भाग-१ (प्रकल्प नोंदणी) अन्वये नगर विकास विभागांतर्गत संबंधित मान्यता/परवानगी/नोंदणी तातडीने मिळण्याच्या दृष्टीने सद्यस्थितीत असलेली कार्यपध्दती/ मार्गदर्शक सूचनांमधील तरतूदी पूरेशा नसल्यास सदर कार्यपध्दती / मार्गदर्शक सूचनांमध्ये करावयाच्या सुधारणांबाबत स्वयंस्पष्ट मत/ अभिप्राय आवश्यक त्या कागदपत्रासह शासनास व संचालनालयास सादर करावा. असे सरकारने म्हटले आहे.

– पुणे महापालिका देखील निर्माण करणार ग्रीन हायड्रोजन!

हायड्रोजन निर्मिती बाबत पुणे महापालिकेने (Pune Municipal Corporation (PMC) एक पाऊल पुढे टाकले आहे. प्रायोगिक तत्त्वावर 0.6 टन हायड्रोजन ची निर्मिती (Pilot project of Hydrogen plant in Pune) केली जाणार आहे. प्रायोगिक तत्त्वावर तयार होणारा हायड्रोजन पीएमपी बससाठी (PMPML Bus) इंधन म्हणून वापरला जाणार आहे. दरम्यान हा प्रकल्प देशातील किंवा जगातील पहिलाच आहे.  (First waste to Hydrogen plant in India)

पुणे महापालिका, वेरियट पुणे वेस्ट टू एनर्जी प्रायव्हेट लिमिटेड आणि द ग्रीन बिलियन्स लिमिटेड या कंपनीच्या माध्यमातून रामटेकडी येथील महापालिकेच्या जागेत भारतातील पहिला हायड्रोजन गॅस निर्मिती प्रकल्प (Where is PMC Setting up India’s first waste-to-hydrogen plant in Pune?) उभारला जाणार आहे. महाराष्ट्र प्रदूषण नियंत्रण महामंडळाने (MPCB) हा प्रकल्प उभारण्यास परवानगी दिली आहे. शिवाय निरी,मुंबईच्या IIM सारख्या संस्थांनी याबाबत positive Reports दिले आहेत.
यासाठी यंदाच्या बजेटमध्ये देखील तरतूद केली आहे.

According to that, for the communication of the Bharari team and to carry out punitive action more effectively, 4 special scud vehicles have been deployed through the solid waste management department. At present, the servants have to go to their two-wheelers to carry out operations so that operations are not carried out effectively and the head office also does not have vehicles available for carrying out large operations.

A total of 18 vehicles, one for each regional office and three for the main department, will be purchased for taking action and it will be possible to effectively carry out various activities related to solid waste management at different levels in Pune city. In the Swachh Bharat Abhiyan implemented by the central government, help will also be provided under this initiative to increase the rating of Pune city. Also, if the vehicles are provided to the servants for action, their morale will increase and it will help the action to be carried out effectively and it will have positive results. So the cars have been purchased.

In the first phase, 4 trains were taken through the solid waste management department of the Pune Municipal Corporation to carry out the penal action more effectively. Now 4 more trains will be taken in the second phase. As per Municipal Act 5 2 (2) Mahindra & Mahindra Ltd. These cars will be taken from this company. For this, each car will cost 8 lakh 70 thousand and the total cost is 34 lakh 83 thousand. The proposal was recently approved by the Standing Committee.

Pune – (The Karbhari News Service) – PMC Solid Waste Management Special Scod  Vehicle  | पुणे महापालिका (Pune Municipal Corporation (PMC) हद्दी मध्ये घनकचरा व्यवस्थापन नियमावली (PMC Solid Waste Management Bylaws) लागू करण्यात आली आहे. त्या अनुषंगाने विविध कारवाई करणेकरिता भरारी पथकाच्या दळणवळण साठी व दंडात्मक कारवाई अधिक प्रभावीपणे करण्यासाठी घनकचरा व्यवस्थापन विभागामार्फत 4 स्पेशल स्कॉड व्हेईकल (Special Scod vehicle) ची खरेदी करण्यात आली आहे. त्यानंतर अजून 4 गाड्या घेण्यास स्थायी समितीने नुकतीच मान्यता दिली आहे. यासाठी 34 लाख 83 हजारांचा खर्च येणार आहे.  आगामी काळात अजून 10 गाड्या खरेदी करण्यात येणार आहेत. असे प्रशासनाकडून सांगण्यात आले.
पूर्वी घेतलेल्या 4 गाड्या दंडात्मक कारवाई प्रभावीपणे करणाऱ्या ४ क्षेत्रीय कार्यालय म्हणजे हडपसर-मुंडवा क्षेत्रीय कार्यालय (PMC Hadapsar Mundhva Ward office), कोथरूड-बावधन क्षेत्रीय कार्यालय (PMC Kothrud Bavdhan Ward office),  नगररोड- वडगावशेरी क्षेत्रीय कार्यालय (PMC Nagarrod Vadgaonsheri Ward office) आणि  प्लास्टिक स्कॉड मुख्य मनपा भवन (Plastic Scod PMC bhavan) कार्यालय यांना देण्यात आल्या आहेत. पुणे शहरात दैनंदिन कचरा निर्मिती (PMC Garbage Collection) २२०० ते २३०० मे. टन पर्यंत होत आहे. दैनंदिन निर्माण होणाऱ्या घनकचऱ्याचे व्यवस्थापन करणेकरिता केंद्र ल शासनामार्फत घनकचरा हाताळणी नियमावली २०१६ (PMC Solid Waste Management Bylaws 2026) निर्गमित केले आहे. नियमावली नुसार घनकचरा व्यवस्थापन निगडीत विविध नियमांचे पालन करणेकरिता क्षेत्रीय कार्यालय स्तरावर वेळोवेळी कारवाई करणे अनिवार्य आहे. यामध्ये प्रामुख्याने प्लास्टिक बॅन, क्रॉनिक स्पॉट, अॅटी स्पिटिंग, ओपन डम्पिंग, वेस्ट बर्निंग इ स्वरूपाच्या विविध कारवाईचा समावेश आहे. तसेच नव्याने समाविष्ठ ३४ गावांमध्ये घनकचरा व्यवस्थापन नियमावली २०१६ ची अंमलबजावणी करणे आवश्यक आहे. विविध कारवाई करणेकरिता दैनंदिन स्थळ पाहणी करणे आवश्यक आहे. या करिता क्षेत्रीय कार्यालय स्तरावर दळणवळण करिता पुरेशी यंत्रणा उपलब्ध नाही. सद्यस्थितीत सेवकांना त्यांचेकडील दुचाकी वाहनावर जाऊन कारवाई करावी लागते जेणेकरून कारवाई प्रभावी रित्या होत नाही तसेच मुख्य खात्याकडे देखील मोठ्या कारवाया करणेकरिता वाहन उपलब्ध होत नाही.

 कारवाई करणेकरिता प्रत्येक क्षेत्रीय कार्यालयास एक व मुख्य खात्यास तीन असे एकूण १८ वाहन खरेदी करण्यात येणार असून पुणे शहरामध्ये विविध स्तरावर घनकचरा व्यवस्थापनाशी निगडीत विविध कारवाया प्रभावीपणे करणे शक्य होणार आहे. केंद्र शासनामार्फत राबविण्यात येणाऱ्या स्वच्छ भारत अभियान मध्ये देखील पुणे शहराचे मानांकन वाढविणे करिता या उपक्रमअंतर्गत मदत होणार आहे. तसेच सेवकांना कारवाई करिता वाहने उपलब्ध करून दिल्यास त्यांचे मनोबल वाढून कारवाई प्रभावी रित्या होणेस मदत होईल व त्याचे दुरोगामी चांगले परिणाम होतील. त्यामुळे गाड्यांची खरेदी करण्यात आली आहे.
दंडात्मक कारवाई अधिक प्रभावीपणे करणे करिता पुणे महानगरपालिकेच्या घनकचरा व्यवस्थापन विभागामार्फत पहिल्या टप्यात ४ गाड्या घेण्यात आल्या. आता दुसऱ्या टप्यात अजून 4 गाड्या घेण्यात येतील. महापालिका अधिनियम 5 2 (2) नुसार महिंद्रा अँड महिंद्रा लि. या कंपनी कडून या गाड्या घेण्यात येणार आहेत. यासाठी प्रत्येक गाडीला 8 लाख 70 हजार असा खर्च येणार असून एकूण खर्च हा 34 लाख 83 हजार इतका आहे. या प्रस्तावाला स्थायी समितीने नुकतीच मान्यता दिली आहे.

 PMC Solid Waste Management |  The Pune Municipal Corporation has received the Swachhta Award only because of the employees who work daily within the boundaries of all the zonal offices.  In the near future, the Municipal Corporation will rank among the first three in India in the Cleanliness Survey.  Municipal Commissioner Vikram Kumar (Vikram Kumar PMC Commissioner) expressed this belief.  Also, the commissioner assured to provide the necessary system/facilities on priority basis if necessary.  (Pune Municipal Corporation Solid Waste Management Department)
 Pune Municipal Corporation, Solid Waste Management Office organized a “Workshop on Cleanliness and felicitation”.  Commissioner was speaking at this time.
 In the competition organized under Swachh Survekshan 2023, Pune city has more than one lakh population
 It has been ranked 10th in India among the cities with population and 9th among the cities with a population of more than 1 million.  Similarly, Hardeep Singh Puri, Cabinet Minister MoHUA and Manoj Joshi, Secretary, MoHUA were honored with 5 star rating under Garbage Free City (GFC).
 On behalf of Pune Municipal Corporation, Municipal Commissioner, Vikram Kumar, Additional Municipal Commissioner (E), Dr.  Kunal Khemnar and Head of Solid Waste Management, Deputy Commissioner, Sandeep Kadam accepted the award.
 This honor has been achieved due to the tireless work done by all the officers and employees of the Municipal Corporation, the positive response given by the citizens and the cooperative efforts of all the NGOs and the involvement of the innovative project.  Mr. Vikram Kumar, Commissioner, Pune opined that the Municipal Corporation will make more efforts for cleanliness through public participation in the future

 According to this, under Clean Survey 2023, on Wednesday  From 11:00 am to 04:00 pm, a workshop on cleanliness and felicitation ceremony was organized at Krantijyoti Savitribai Phule Memorial, Ganjpeth, Pune.

PMC Solid Waste Management | सर्व क्षेत्रीय कार्यालयामधील हद्दीत दैनंदिन काम करणाऱ्या कर्मचाऱ्यांमुळेच स्वच्छता पुरस्कार महापालिकेला मिळाला आहे. पुढील काळामध्ये महापालिका स्वच्छ सर्वेक्षण मध्ये भारतात प्रथम तीन क्रमांकामध्ये येईल. असा विश्वास महापालिका आयुक्त विक्रम कुमार (Vikram Kumar PMC Commissioner) यांनी व्यक्त केला.
तसेच त्यासाठी लागणारी यंत्रणा/सुविधा आवश्यक असल्यास प्राधान्याने उपलब्ध करून देणेबाबत आयुक्तांनी आश्वासित केले. (Pune Municipal Corporation Solid Waste Management Department)

स्वच्छ सर्वेक्षण २०२३ अंतर्गत आयोजित स्पर्धेमध्ये पुणे शहराला लाख लोकसंख्येपेक्षा जास्त लोकसंख्या असलेल्या शहरांमध्ये भारतात १० क्रमांकाचे मानांकन व १० लाख लोकसंख्येपेक्षा जास्त लोकसंख्या असलेल्या शहरांमध्ये ९ क्रमांकाचे मानांकन प्राप्त झाले आहे. त्याचप्रमाणे Garbage Free City (GFC) अंतर्गत ५ स्टार मानांकनाने हरदीप सिंग पुरी, कॅबिनेट मंत्री MoHUA व मनोज जोशी, सचिव, MoHUA यांच्या हस्ते गौरविण्यात आले.
पुणे महानगरपालिकेच्या वतीने महापालिका आयुक्त,  विक्रम कुमार, मअतिरिक्त महापालिका आयुक्त (इ), डॉ. कुणाल खेमनार व घनकचरा व्यवस्थापन विभागप्रमुख, उप आयुक्त, संदिप कदम यांनी पुरस्कार स्वीकारला.
महापालिकेचे सर्व अधिकारी, कर्मचारी यांनी केलेले अथक परिश्रम, नागरिकांनी दिलेला सकारात्मक प्रतिसाद व स्वयंसेवी संस्था या सर्वांचे सांधिक प्रयत्न व नाविन्यपूर्ण प्रकल्पाच्या अंतर्भाव, या मुळे हा सन्मान प्राप्त झाला आहे. पुढील काळात लोकसहभागातून स्वच्छतेसाठी महापालिका आणखी प्रयत्न करेल असे मत त्यावेळी श्री विक्रम कुमार, आयुक्त, पुणे

या अनुषंगाने स्वच्छ सर्वेक्षण २०२३ अंतर्गत बुधवार रोजी स. ११:०० ते सायं ०४:०० या वेळेत क्रांतीज्योती सावित्रीबाई फुले स्मारक, गंजपेठ, पुणे या ठिकाणी स्वच्छता विषयक कार्यशाळा व सत्कार समारोह चे आयोजन करण्यात आले होते.
या कार्यशाळेस मा. महापालिका आयुक्त, श्री. विक्रम कुमार व मा. अतिरिक्त महापालिका आयुक्त (इ), डॉ. कुणाल खेमनार, मा. अतिरिक्त महापालिका आयुक्त (वि), श्री. विकास ढाकणे, उप आयुक्त, घनकचरा व्यवस्थापन श्री. संदीप कदम व तसेच माजी अतिरिक्त महापालिका आयुक्त, श्री. सुरेश जगताप आणि श्री. ज्ञानेश्वर मोळक देखील उपस्थित होते. स्वच्छ सर्वेक्षण चे ब्रँड अॅम्बॅसडर, टेनिसपटू ऋतुजा भोसले देखील उपस्थित होते.
या प्रसंगी घनकचरा व्यवस्थापन विभागाचे उप आयुक्त, श्री. संदीप कदम यांनी प्रास्ताविक केले. मा. महापालिका आयुक्त, श्री. विक्रम कुमार यांनी सर्व अधिकाऱ्यांचे / कर्मचाऱ्यांचे अभिनंदन केले.
मा. अतिरिक्त महापालिका आयुक्त (इ), डॉ. कुणाल खेमनार, माजी अतिरिक्त महापालिका आयुक्त, श्री. सुरेश जगताप आणि श्री. ज्ञानेश्वर मोळक यांनी देखील आपले मनोगत व्यक्त करून कर्मचाऱ्यांना प्रोत्साहन दिले.
तसेच “मनाची अमर्याद शक्ती व तणावमुक्ती” या विषयावर डॉ. दत्ता कोहिनकर माईड पॉवर ट्रेनर यांनी व्याख्यान दिले.
तसेच स्वच्छताविषयक कामकाज करणारे अधिकारी / कर्मचाऱ्यांचा / क्षेत्रीय कार्यालय / मुख्य विभाग यांना महापालिका आयुक्त यांच्या हस्ते गौरव चिन्ह व प्रशस्तीपत्र देऊन सत्कार करण्यात आला.

 Daily Garbage Collection in Pune City (PMC Garbage Collection) 2200 to 2300 May.  Up to tons.  PMC Solid Waste Management Bylaws 2026 (PMC Solid Waste Management Bylaws 2026) has been issued by the central government to manage the solid waste generated on a daily basis.  As per the rules, it is mandatory to take action periodically at the regional office level to comply with various rules related to solid waste management.  This mainly includes various actions like plastic ban, chronic spot, atty spitting, open dumping, waste burning etc.  It is also necessary to implement Solid Waste Management Rules 2016 in newly included 34 villages.  (Pune PMC News)
  Daily site inspection is required for taking various actions.  For this there is not enough communication system available at field office level.  At present, servants have to go on their two-wheeler to take action.  So that the action does not take place effectively.
 There are four to five people in a car.  The Divisional Inspector of the concerned field office has been made the team leader of this train.  Two shifts have been made for this.  First shift is from 6:30 am to 2:30 am and second shift is from 2:30 am to 10:30 am.  According to this, the municipal employees park their cars at crowded or market places and give messages on public awareness.  This has affected business people.  Moreover, citizens also seem to follow the rules.  This positive result is appreciating this concept of solid waste department.

 The morale of the employees has increased with the arrival of our own cars.  Interestingly, citizens are also responding positively.  So public awareness is being done in a good way.  At some places our employees are doing Gandhigiri.  A positive result is also seen.  This concept will be further strengthened.

 The administration has really boosted our morale by giving us a four-wheeler bolero car to take punitive action, giving us a pat of appreciation and handing over the cars to keep the Pune city clean.  While working in solid waste management department we have to face numerous problems.  But with the arrival of these cars, our work has become easier.  There is a growing demand among the citizens whether the police officers have come for action or not.  We are also honoring the citizens who give good response by giving flowers.  The healthy morale of the officers and employees working in garbage and dirt has been increased and there is no doubt that Pune city will be number one in the clean competition in the coming period.

 The arrival of trains has increased the speed of our work.  The reason for this is that the administration has worked to raise our morale.  It is empowered to take punitive action.  Moreover, our positive pressure has increased among the citizens.  Due to this, the amount of garbage thrown on the road has started to decrease.  Also, the businessmen who store and sell plastic have also started to be curbed.  Without the cars, the action was not so effective.  Also, since we have a car, we are also doing public awareness in a very good way.

 Since the administration has given us the cars, our employees are working wholeheartedly.  The basic purpose of providing cars is to keep the city clean.  We seem to be succeeding in that.  Because we are doing public awareness in a good way along with punitive action.  We are also getting good response from people.  The train has definitely boosted our morale.

 PMC Solid Waste Management Special Scod  Vehicle  | पुणे महापालिका (Pune Municipal Corporation (PMC) हद्दी मध्ये घनकचरा व्यवस्थापन नियमावली (PMC Solid Waste Management Bylaws) लागू करण्यात आली आहे. त्या अनुषंगाने विविध कारवाई करणेकरिता भरारी पथकाच्या दळणवळण साठी व दंडात्मक कारवाई अधिक प्रभावीपणे करण्यासाठी घनकचरा व्यवस्थापन विभागामार्फत 4 स्पेशल स्कॉड व्हेईकल (Special Scod vehicle) ची खरेदी करण्यात आली आहे. त्याचे वितरण क्षेत्रीय कार्यालयांना महापालिका आयुक्तांच्या (Pune Municipal Corporation commissioner) हस्ते करण्यात आले. या गाड्यांचा महापालिकेला दुहेरी फायदा होताना दिसतोय. कारण यामुळे घनकचरा विभागातील कर्मचाऱ्यांचे मनोबल वाढले आहे. यामुळे दंडात्मक कारवाईला बळ मिळाले आहे. तर कचरा आणि प्लास्टिक निर्मूलन बाबत नागरिकांमध्ये जनजागृती होत आहे. त्यामुळे शहर स्वच्छ राहण्यास देखील मदत होत आहे. या कारणाने सर्वच क्षेत्रीय कार्यालय या गाड्यांची मागणी करत आहेत.
आगामी काळात अजून 14 गाड्या खरेदी करण्यात येणार आहेत. दरम्यान या नुकत्याच घेतलेल्या 4 गाड्या दंडात्मक कारवाई प्रभावीपणे करणाऱ्या ४ क्षेत्रीय कार्यालय म्हणजे हडपसर-मुंडवा क्षेत्रीय कार्यालय (PMC Hadapsar Mundhva Ward office), कोथरूड-बावधन क्षेत्रीय कार्यालय (PMC Kothrud Bavdhan Ward office),  नगररोड- वडगावशेरी क्षेत्रीय कार्यालय (PMC Nagarrod Vadgaonsheri Ward office) आणि  प्लास्टिक स्कॉड मुख्य मनपा भवन (Plastic Scod PMC bhavan) कार्यालय यांना देण्यात आल्या आहेत.

पुणे शहरात दैनंदिन कचरा निर्मिती (PMC Garbage Collection) २२०० ते २३०० मे. टन पर्यंत होत आहे. दैनंदिन निर्माण होणाऱ्या घनकचऱ्याचे व्यवस्थापन करणेकरिता केंद्र ल शासनामार्फत घनकचरा हाताळणी नियमावली २०१६ (PMC Solid Waste Management Bylaws 2026) निर्गमित केले आहे. नियमावली नुसार घनकचरा व्यवस्थापन निगडीत विविध नियमांचे पालन करणेकरिता क्षेत्रीय कार्यालय स्तरावर वेळोवेळी कारवाई करणे अनिवार्य आहे. यामध्ये प्रामुख्याने प्लास्टिक बॅन, क्रॉनिक स्पॉट, अॅटी स्पिटिंग, ओपन डम्पिंग, वेस्ट बर्निंग इ स्वरूपाच्या विविध कारवाईचा समावेश आहे. तसेच नव्याने समाविष्ठ ३४ गावांमध्ये घनकचरा व्यवस्थापन नियमावली २०१६ ची अंमलबजावणी करणे आवश्यक आहे. विविध कारवाई करणेकरिता दैनंदिन स्थळ पाहणी करणे आवश्यक आहे. या करिता क्षेत्रीय कार्यालय स्तरावर दळणवळण करिता पुरेशी यंत्रणा उपलब्ध नाही. सद्यस्थितीत सेवकांना त्यांचेकडील दुचाकी वाहनावर जाऊन कारवाई करावी लागते. जेणेकरून कारवाई प्रभावी रित्या होत नाही. तसेच मुख्य खात्याकडे देखील मोठ्या कारवाया करणेकरिता वाहन उपलब्ध होत नाही. सेवकांना कारवाई करिता वाहने उपलब्ध करून दिल्यास त्यांचे मनोबल वाढून कारवाई प्रभावी रित्या होणेस मदत होईल व त्याचे दुरोगामी चांगले परिणाम होतील. त्यामुळे गाड्यांची खरेदी करण्यात आली आहे. त्याचा फायदा होताना दिसतो आहे.
एका गाडीत चार ते पाच लोक असतात. संबंधित क्षेत्रीय कार्यालयातील विभागीय निरीक्षक यांना या गाडीचे टीम लीडर बनवण्यात आले आहे. यासाठी दोन शिफ्ट करण्यात आल्या आहेत. पहिली शिफ्ट ही सकाळी 6:30 ते 2:30 आणि दुसरी शिफ्ट ही 2:30 ते 10:30 अशी आहे. त्यानुसार महापालिकेचे कर्मचारी गर्दी किंवा मार्केट च्या ठिकाणी आपली गाडी लावतात आणि जनजागृती पर संदेश देतात. यामुळे व्यावसायिक लोकांवर चांगला वचक बसला आहे. शिवाय नागरिक देखील नियमांचे पालन करतात दिसतात. या सकारात्मक परिणामाने घनकचरा विभागाच्या या संकल्पनेचे कौतुक होत आहे.

प्रशासनाने आम्हांला दंडात्मक कारवाई करण्यासाठी चारचाकी बोलेरोगाडी देऊन आम्हांला सन्मानित करून कौतुकाची थाप देऊन पुणे शहरअधिकाअधिक स्वच्छ ठेवण्यासाठी गाड्या सुपूर्द करून आमचे खरोखरच मनोबल वाढवलेले आहे. घनकचरा व्यवस्थापन विभागामध्ये काम करत असताना आम्हाला असंख्य अडचणींना सामोर जावे लागते. मात्र या गाड्या आल्याने आमचे काम सोपे झाले आहे. पोलिस अधिकारी कारवाईसाठी आलेत की काय असा नागरिकांमध्ये  आमचा दरारा वाढत आहे. चांगला प्रतिसाद देणाऱ्या नागरिकांचा आम्ही गुलाब पुष्प देऊन सन्मान देखील करतोय. कचरा आणि  घाणीमध्ये काम करणाऱ्या अधिकारी, कर्मचारी यांचे आरोग्यदायी मनोबल वाढवलेले असून येणाऱ्या कालावधीमध्ये स्वच्छ स्पर्धेत पुणे शहराचा पहिला नंबर असेल यात किंचितही शंका वाटत नाही.

गाड्या आल्याने आमची काम करण्याची गती वाढली आहे. याला कारण म्हणजे आमचे मनोधैर्य उंचावण्याचे काम प्रशासनाने केले आहे. दंडात्मक कारवाई करण्यास बळ मिळाले आहे. शिवाय नागरिकांमध्ये आमचा सकारात्मक दबाव वाढला आहे. त्यामुळे कचरा रस्त्यावर फेकण्याचे प्रमाण कमी होऊ लागले आहे. तसेच प्लास्टिक साठवण आणि विक्री करणाऱ्या व्यावसायिकांवर देखील आळा बसू लागला आहे. गाड्या नसताना तेवढी प्रभावीपणे कारवाई होत नव्हती. शिवाय गाडी असल्याने आम्ही जनजागृती देखील खूप चांगल्या पद्धतीने करत आहोत.

 |  According to NEERIs report, one step will go ahead

 First waste to Hydrogen plant in India | Pune Municipal Corporation (PMC) has taken a step forward regarding hydrogen production. Pilot project of Hydrogen plant in Pune will produce 0.6 tons of hydrogen.  Meanwhile, even if this project is the first in the country or in the world, the municipality will take care to ensure that there is no financial burden on it.  India’s first hydrogen gas production plant (Where is PMC Setting up India’s first waste-to-hydrogen plant in Pune?) is going to be set up in the municipal premises at Ramtekdi through Pune Municipal Corporation, Veriot Pune Waste to Energy Private Limited and The Green Billions Limited.  The Maharashtra Pollution Control Corporation (MPCB) has given permission to set up the project.  Apart from this, institutes like Niri, IIM Mumbai have given positive reports in this regard.  But this project did not seem to go ahead.  Because the Municipal Corporation expects that it will get funds from the Central Government.  Central and state governments have formulated green hydrogen policies.  According to the municipal corporation regarding getting funds  Correspondence has been done with both Govt.  Meanwhile, a meeting of the Financial Technical Analysis Committee was called on behalf of the Municipal Corporation to go one step further and check the financial matters.  There was a positive discussion about the project.  (waste to Hydrogen plant in Pune)
 In this regard, Dr. Khemnar said that in this project we are going to move forward one step at a time according to Niri’s report.  Accordingly, the first phase will be on an experimental basis.  It will produce 0.6 ton of hydrogen.  That means 10 tons of waste will be processed.  After success in that, 200 ton and finally 350 ton project will be done.  For that first we are going to put this proposal before Municipal Commissioner for approval.  Dr. Khemnar further said that the hydrogen produced in the project at Ramtekdi will be given to PMP.  How much fuel will be saved by its use, how the cost will be saved will be taken.  We will also submit a proposal to the PMP in this regard.  Because PMP can go ahead only if hydrogen becomes cheaper than CNG.

 Even if the municipal hydrogen project is the first project in the country or in the world, we will not allow any financial burden on the municipal corporation.  Therefore, we will make an agreement with the relevant company regarding the revenue model.  Also, we will proceed with a bank guarantee for the project that we are going to invest.

First waste to Hydrogen plant in India | हायड्रोजन निर्मिती बाबत पुणे महापालिकेने (Pune Municipal Corporation (PMC) एक पाऊल पुढे टाकले आहे. प्रायोगिक तत्त्वावर ०.६ टन हायड्रोजन ची निर्मिती (Pilot project of Hydrogen plant in Pune) केली जाणार आहे. प्रायोगिक तत्त्वावर तयार होणारा हायड्रोजन पीएमपी बससाठी (PMPML Bus) इंधन म्हणून वापरला जाणार आहे. दरम्यान हा प्रकल्प देशातील किंवा जगातील पहिलाच असला तरीही महापालिका आपल्यावर आर्थिक बोजा येऊ नये, यासाठी दक्षता घेणार आहे. अशी माहिती महापालिकेचे अतिरिक्त आयुक्त डॉ कुणाल खेमणार (Dr Kunal Khemnar IAS) यांनी दिली. पुणे महापालिका, वेरियट पुणे वेस्ट टू एनर्जी प्रायव्हेट लिमिटेड आणि द ग्रीन बिलियन्स लिमिटेड या कंपनीच्या माध्यमातून रामटेकडी येथील महापालिकेच्या जागेत भारतातील पहिला हायड्रोजन गॅस निर्मिती प्रकल्प (Where is PMC Setting up India’s first waste-to-hydrogen plant in Pune?) उभारला जाणार आहे. महाराष्ट्र प्रदूषण नियंत्रण महामंडळाने (MPCB) हा प्रकल्प उभारण्यास परवानगी दिली आहे. शिवाय निरी,मुंबईच्या IIM सारख्या संस्थांनी याबाबत positive Reports दिले आहेत. मात्र हा प्रकल्प पुढे जाताना दिसत नव्हता. कारण महापालिकेला अपेक्षा आहे कि याबाबत केंद्र सरकारचा निधी मिळेल. केंद्र आणि राज्य सरकारने ग्रीन हायड्रोजन धोरण तयार केले आहे. त्यानुसार निधी मिळण्याबाबत महापालिकेने दोन्ही सरकारशी पत्रव्यवहार केला आहे. दरम्यान याबाबत अजून एक पाऊल पुढे जाण्यासाठी आणि आर्थिक बाबी तपासून पाहण्यासाठी महापालिकेच्या वतीने आर्थिक तांत्रिक विश्लेषण समितीची बैठक बोलावली होती. यात प्रकल्पाबाबत सकारात्मक चर्चा झाली. याबाबत डॉ खेमणार यांनी सांगितले कि या प्रकल्पात आम्ही निरी च्या अहवालानुसार एक एक टप्पा पुढे जाणार आहोत. त्यानुसार पहिला टप्पा हा प्रायोगिक तत्वावर असणार आहे. त्यात ०.६ टन हायड्रोजन निर्माण केला जाणार आहे. त्यात यशस्वी झाल्यावर 200 टन आणि शेवटी 350 टन चा प्रकल्प केला जाणार आहे. त्यासाठी आधी आम्ही हा प्रस्ताव मंजूरीसाठी महापालिका आयुक्त यांच्यासमोर ठेवणार आहोत. डॉ खेमणार यांनी पुढे सांगितले कि, रामटेकडी येथील प्रकल्पात तयार होणारा हायड्रोजन पीएमपीसाठी दिला जाणार आहे. त्याच्या वापराने इंधनाची किती बचत होईल, खर्च कसा वाचेल याची माहिती घेतली जाणार आहे. याबाबत आम्ही पीएमपीला देखील प्रस्ताव सादर करणार आहोत. कारण पीएमपीला सीएनजी पेक्षा हायड्रोजन स्वस्त पडला तरच पुढे जाता येणार आहे.

महापालिकेचा हायड्रोजन प्रकल्प हा देशातील किंवा जगातील पहिलाच प्रकल्प असला तरीही आम्ही महापालिकेवर कुठलाही आर्थिक बोजा येऊ देणार नाही. त्यामुळे महसूल मॉडेल बाबत (Revenue Model) आम्ही संबंधित कंपनीसोबत करार (Agreement) करू. तसेच आम्ही जे प्रकल्पात पैसे गुंतवणार आहोत, त्याची बँक ग्यारंटी (Bank Guarantee) घेऊनच आम्ही पुढे जाऊ.

Order of PMC Deputy Commissioner to enforce fine of Rs.500

 |  Instructions to all Field Offices and Circles to take action

 PMC Solid Waste Management Bylaws |  Pune Municipal Solid Waste Management Department levies fines for littering and littering in public places as well as on roads or paths.  The fine from Rs 180 has been increased to Rs 500.  The Standing Committee has recently approved it.  This requires the approval of the main assembly as well as the state government.  However, the implementation of the new penalty has been started on the hope that the main assembly and the government will approve it.  Deputy Commissioner of Solid Waste Department Sandeep Kadam has given orders in this regard to all field offices and circles.  (Pune Municipal Corporation (PMC)
 Municipal Councils / Nagar Panchayats have been empowered to impose fines on individuals and organizations who do not comply with the provisions of PMC Solid Waste Management Bylaws 2016 as per the government decision.  Accordingly, a penalty of 180/- has been provided for untidy public places/roads/routes under Pune Municipal Corporation, Solid Waste Management Office.  The expansion of the city of Pune is increasing and the increasing population requires the active participation of the citizens of the city to manage the various types of daily waste generated by it, to implement it and to make it effective according to the PMC Solid Waste Management Bylaws 2016.  In the old city limits and in the newly included villages, the citizens throw their garbage in the open.  This creates a chronic spot and unhealthy conditions and the Municipal Corporation has to bear the financial burden for the extra manpower, transport costs and processing of mixed waste to pick up the garbage lying at the said place.  Due to the fact that the provision of fines for littering in public places as well as on the roads is minimal, citizens are showing disinterest in following solid waste management rules.  Therefore, if the fine is increased to 500/- instead of 180/-, according to the theory of deterrence, there will be an expected change in the citizens and the amount of littering in the open will decrease.  Accordingly, the proposal was placed before the Standing Committee.  (Pune PMC News)
 The Standing Committee has recently approved the proposal.  The power to take such policy decisions rests with the General Assembly.  It also requires the approval of the government.  However, orders have been issued to impose a fine of Rs 500 on the hope that the main assembly and the government will approve.  Deputy Commissioner Sandeep Kadam has given instructions in this regard to all field offices and circles yesterday.  Accordingly, the fine will be collected now.
