The State Government should not accept the PMC administration’s proposal regarding the change in promotion of the post of PMC Assistant Commissioner

 PMC Assistant Commissioner Promotion |  In Pune Municipal Corporation (PMC), some rights are being taken away from the employees working in the clerical cadre. The municipal administration (Pune PMC) is changing the mutual service rules (PMC service rules).  The right promotions of municipal employees are being stopped. Changes are being made in the service entry rules by deviating from the municipal rules. Also the proposal to change the promotion of the post of assistant commissioner has been sent to the state government. The Pune Mahanagarpalika Backward Class Employees Association (Pune Mahanagarpalika Magasvargiy Karmchari Sanghatana) has objected to this.  This proposal should not be accepted and the administration officer should be promoted to the post of Assistant Commissioner, the president of the organization Rupesh Sonawane has demanded.(Pune Municipal Corporation Latest News)
 : Proposals in deviating from the rules put in place by the administration
 There are frequent changes in the eligibility and appointment method for the post of PMC Assistant Commissioner.  50% promotion of this post has been changed.  According to the prevailing system, 50% promotion was given on the basis of seniority.  But this was changed.  Accordingly, the employees in class 1, 2 and 3 through internal examination who hold the degree can also become Assistant Commissioner.  The proposal in this regard was recently approved by the PMC Pune General Body and this proposal was sent to the government.  But one more change has been made.  Now not only the degree holder but also the diploma holder will be able to become assistant commissioner by passing the examination.  However, it is seen that employees who aspire to become Assistant Municipal Commissioner (PMC Pune Assistant Commissioner) have been evicted from the clerical cadre.
 According to the Municipal Service Rules (PMC Pune Service Rules), the eligibility and appointment method for the post of Assistant Municipal Commissioner has been decided.  His chain was also made accordingly.  It consists of Superintendent, Administrative Officer, Assistant Commissioner, Deputy Commissioner and Additional Municipal Commissioner for the clerical cadre.  Whereas for technical posts, there are Branch Engineer, Deputy Engineer, Executive Engineer, Superintending Engineer and City Engineer.  (PMC pune news)

 Accordingly, the prevailing mode of appointment to the post of Assistant Commissioner (Sports, Encroachment, Solid Waste Management, Superintendent of Local Body Tax, Property and Management, Taxation and Tax Collection) in Administrative Service Category-1 was 25% nomination, 50% promotion and 25% deputation.  50% promotions were also done from municipal employees on the basis of seniority.  But now the exam will be conducted for this.  What is special is that not only the degree, but the employee of any cadre holding a diploma will be able to become an assistant commissioner by passing the exam.  The administration has made this change in the service rules.  Therefore, employees who have worked in the clerical cadre for the past 20-25 years and have good experience in administrative work are getting evicted due to this rule.  Each cadre is assigned a chain.  But during the change, the chain of writing staff has been changed.  (Pune Municipal Corporation)

 – Syllabus inconsistent from administration
 The administration had kept a subject paper to change the promotion.  But there was a discrepancy.  The subject paper states that technical posts cannot be promoted to non-technical cadre.  On the one hand it was said that and on the other hand it was said that an employee of any cadre can become an Assistant Commissioner by passing the exam.  This shows an inconsistency.  It is being said that this is an injustice to the writing staff.
 Because many employees have been in service for more than 15-20 years.  He has worked in many departments from tax collection, general administration.  According to seniority they should get the post of Assistant Commissioner.  But the ways of such employees to become class one are closed.  It is said that forcing him to take the exam again after doing so much work is illegal.  Basically the officer to be Assistant Commissioner must be very experienced.  A man with only 5 years of service will not be able to do justice to that post.  Therefore, it has been demanded to keep the same as before the promotion.
