No departmental exam, no degree, no typing yet top position in seniority list!

 PMC Employees Promotion |  The Pune Municipal Corporation (PMC) administration has released the draft seniority list for promotion to senior clerks and employees of various cadres. Suggestions and objections have been invited.  Strong objections have been raised regarding the employees who came to the municipal corporation from the included villages and were recruited from the education board. There is no departmental exam, no degree, no typing, but they were given top position in the seniority list.  The original employees have raised the question that what and when the date of birth, service period, qualification of the employees included in the above list was taken?  These employees have no typing, no degree, no departmental exam, yet given higher position.  Is the rule applicable only to the original employees of the municipal corporation?  This question has also been raised by the employees.  (Pune Municipal Corporation News)
 The employees have objected that the servants who have now joined the municipality after 2021, are drawing a lump sum salary, who have not yet been fixed the pay scale, have not even passed the departmental examination.  That is, not yet fully included, they are also given a higher position in the seniority list.
 Actually gram sevak is the highest officer of senior clerk rank in gram panchayat.  He has appointed Administrative Officers, Superintendents, Deputy Superintendents with the approval of Sarpanch.  There is no promotion committee, roster point list, designation, departmental examination, qualification approval as per government rules.  These people are appointed and promoted to senior posts only by village panchayat resolution in 1 to 5 years.  Despite this, the administration is in a position to accommodate them directly in the position they have.  The employees have strongly objected to this.
 It takes 10-12 years from a junior clerk to become a senior employee of Pune Municipal Corporation.  Various trainings and exams are required.  Even knowing all these facts, the speculation of taking these gram panchayat servants directly to senior posts is going to be a big deal.  Such a direct and serious allegation has been made by the employees.
 Only 3-4 clerks and below sevaks per one lakh population of Gram Panchayat are acceptable to Govt.G.R.  But here the backdated entries of promotion have been made at night by deciding the appointment of 30-30 clerk and above.  Some gram panchayats have total number of servants more than 150.  This number is illegal according to Govt. GR and proportional to the population of Pune city.  With all this confusion, how does the administration top the list?  This question has been raised by the employees.
 The employees expressed their intention to take maximum written objections in this regard.  Also, if General Administration Department and Additional Commissioner do not approve, this question will be raised before Municipal Commissioner.  Employees have taken such a role.
