 | हरकती सूचना मध्ये दुरुस्त्या करून आराखडा नगर रचना संचालकांकडे पाठवला जाणार  

Fursungi TP Scheme | फुरसुंगी (Fursungi) येथील सुमारे 238.50 हेक्टर जागेवरील नियोजीत टीपी स्किमचा प्रारुप आराखडा (PMC Draft plan of TP scheme)  प्रसिद्ध करण्यास सर्वसाधारण सभेने (PMC General Body Meeting) नुकतीच मान्यता दिली. यावर महापालिकेकडून हरकती सूचना (Suggestion and Objections) घेण्यात आल्या. जवळपास 191 हरकती नागरिकांनी दिल्या आहेत. त्यानुसार यामध्ये दुरुस्त्या करून आराखडा आता अंतिम मंजूरीसाठी राज्य सरकारकडे पाठवण्यात येणार आहे. याबाबतचा प्रस्ताव महापालिका प्रशासनाकडून शहर सुधारणा समिती (City Improvement Committee) समोर ठेवण्यात आला आहे. पुणे महापालिकेने उरूळी देवाची, फुरसंगी या नव्याने समाविष्ट गावांमधून जाणार्‍या ११० मी. व सुधारीत ६५ मी. रुंदीच्या बाह्य वळण मार्गाच्या दुतर्फा टीपी स्कीम राबविण्याचा निर्णय घेतला आहे. मार्च २०१९ मध्ये यासंदर्भात कार्यवाही करण्यासाठी सर्वसाधारण सभेने मान्यता दिली आहे. सुमारे ६५० हेक्टर क्षेत्रावर तीन टीपी स्किम (PMC TP scheme) राबविण्यात येणार आहेत. दरम्यानच्या काळातील लोकसभा व विधानसभा निवडणुकांच्या आचारसंहिता तसेच कोरोनामुळे प्रारुप आराखडा तयार करण्यास विलंब झाला होता. हा प्रारुप आराखडा तयार झाला असून त्यावर नागरिकांच्या हरकती व सूचना मागविण्यात आल्या होत्या. या हरकती व सूचनांवर सुनावणी घेउन योग्य त्या दुरूस्त्या केल्यानंतर सर्वसाधारण सभेच्या मान्यतेने राज्य शासनाकडे (Maharashtra Government) अंतिम मंजुरीसाठी पाठविण्यात आला. त्याला सरकारने मंजूरी दिली आहे. पालिका प्रशासनाने मागील तीन वर्षांच्या कालावधीत तीन टी. पी. स्कीमसाठी मे. डिझाईन पॉईंट कन्स्ल्टंट प्रा. लि. (Design Point Consultant Pvt. Ltd) यांची सल्लागार म्हणून नेमणूक केली. नगर रचना कायद्यातील तरतुदींनुसार टी. पी. स्किम क्षेत्रातील मिळकतधारकांसोबत बैठका घेउन स्किमचे महत्व व त्यातून मिळणार्‍या सोयी सुविधांची माहिती दिली. तसेच नागरिकांना आवश्यक कागदपत्रे गोळा करण्याबाबत मार्गदर्शनही करण्यात आले आहे. दरम्यानच्या काळात पीएमआरडीएचा विकास आराखडा तयार करताना येथील बाह्यवळण मार्गाची रुंदी ११० मी. वरून ६५ मी. पर्यंत कमी केली आहे. ही बाबही संबधित नागरिकांच्या निदर्शनास आणून देउन टी. पी. स्किमचा दुरूस्त आराखडा तयार केला होता. या आराखड्यावर नागरिकांच्या हरकती व सूचना मागविण्यासाठी तो प्रसिद्ध करण्याचा प्रस्ताव सर्वसाधारण सभेपुढे ठेवण्यात आला होता. त्यानुसार मुख्य सभेची मंजुरी घेऊन हा प्रारूप आराखडा मंजुरीसाठी राज्य सरकारकडे पाठवण्यात आला होता. यापैकी दोन टीपी स्कीम का राज्य सरकारने मंजूरी दिली.  यापैकी फुरसुंगी येथील टी. पी. एस. १० चा आराखडा नव्याने करण्याचे आदेश सरकारने दिले होते.  कारण यामध्ये काही भाग डीएसके विश्व ड्रीम सिटी मधील होता. मात्र तो भाग न्यायप्रविष्ट असल्याने तो भाग वगळण्यास सांगितले होते. त्यासाठी 31 मार्च पर्यंतची मुदत देण्यात आली होती. त्यानुसार महापालिका प्रशासनाने हा भाग वगळून नव्याने आराखडा तयार केला आहे. या प्रारूप आराखड्याला शहर सुधारणा समिती आणि मुख्य सभेने नुकतीच मंजूरी दिली आहे. यावर महापालिकेकडून हरकती सूचना घेण्यात आल्या. जवळपास 191 हरकती नागरिकांनी दिल्या आहेत. त्यानुसार यामध्ये दुरुस्त्या करून आराखडा आता अंतिम मंजूरीसाठी राज्य सरकारकडे तथा नगर रचना संचालक यांच्याकडे पाठवण्यात येणार आहे. याबाबतचा प्रस्ताव महापालिका प्रशासनाकडून शहर सुधारणा समिती समोर ठेवण्यात आला आहे. PMC Pune Town Planning Scheme | A nominal contribution of Rs 1  Pune Municipal Corporation is implementing 3 TP schemes in the villages of Fursungi and Uruli Devachi.  Betterment charges are collected from site owners or citizens in lieu of urban design.  The contribution of land owners in all these three schemes is almost 1067 crores.  But due to this amount, the owners of the place may be disappointed.  This may affect the scheme.  Therefore, the Municipal Corporation has decided to waive this contribution.  This will not cause any loss to the municipality.  Therefore, the municipal administration has put before the City Improvement Committee a proposal to collect only Rs 1 contribution from the land owner.
 Pune Municipal Corporation has constructed a 110 m.  And improved 65 m.  It has been decided to implement TP scheme on both sides of wide outer ring road.  In March 2019, the General Assembly has approved to take action in this regard.  Three TP schemes (PMC TP scheme) will be implemented on an area of ​​about 608 hectares.  Meanwhile, due to the code of conduct for Lok Sabha and Vidhan Sabha elections as well as Corona, there was a delay in preparing the draft plan.  This draft plan has been prepared and citizens’ objections and suggestions were invited.  After hearing these objections and suggestions and making appropriate corrections, it was sent to the State Government (Maharashtra Government) for final approval with the approval of the General Assembly.  It has been approved by the government.

It will be possible to meet the necessary expenses for infrastructure from the refund.  Draft Nagar Structure Plan no.  148.35 crores for 6 Uruli Devachi, Draft Nagar Design Scheme no.  449.5 crores for 9 Fursungi and Draft Nagar Design Scheme no.  469.9 crore for 10 fursungis with a total contribution of 1067.75 crore estimated.  The possibility of indifference on the part of the land owner regarding the implementation of the above-mentioned town planning scheme cannot be ruled out if the above action is taken.  Therefore, it will be appropriate to give exemption to the land owners in the mentioned contribution.  In this regard, section 100 of the Maharashtra Regional Planning and Town Planning Act, 1966 states about the increase or deduction in the contribution amount.
 Actually, the Pune Municipal Corporation has completed the process of preparing and revising the development plan from 1966 to 2017.  But the implementation of the development plan is only about 33% due to the lack of funds with the Pune Municipal Corporation.  Pune Municipal Corporation will need huge funds for the implementation of development plan after approval instead of city planning plan.  On the contrary, due to the implementation of Nagar Rachna Yojana, the total  40% of the urban development area will be acquired free of charge.
 After saving, roads and facilities will be taken over without delay.  Therefore, for effective and efficient implementation of the above-mentioned urban planning schemes, it will be advisable to take a sample contribution of Rs.1 from the land owner.  This will be discussed in the city improvement committee meeting.

महापालिकेच्या प्रस्तावावनुसार रस्त्यांच्या भूसंपादनासाठी आवश्यक खर्चाची नगर रचना योजनेच्या अंमलबजावणीमुळे बचत
होणार असल्याने पायाभूत सुविधांवरील खर्च विक्रीकरिता राखीव भूखंडाच्या मुल्यामधून मिळणाऱ्या
परताव्यामधून पायाभूत सुविधासाठी आवश्यक खर्च भागविणे शक्य होणार आहे. प्रारूप नगर रचना योजना क्र. ६ उरुळी देवाची साठी १४८.३५ कोटी, प्रारूप नगर रचना योजना क्र. ९ फुरसुंगी साठी ४४९.५ कोटी व प्रारूप नगर रचना योजना क्र. १० फुरसुंगी साठी ४६९.९ कोटी असे एकूण १०६७.७५ कोटी इतके अंशदान अंदाजित आहे. सदर प्रमाणे कार्यवाही केल्यास उपरोक्त नगर रचना योजनेच्या अंमलबजावणीबाबत जमीन मालकाकडून उदासीनता होण्याची शक्यता नाकारता येत नाही. त्यामुळे  नमूद अंशदान (Contribution) मध्ये जमीनमालकांना सूट देणे योग्य राहील. याबाबत महाराष्ट्र प्रादेशिक नियोजन व नगर रचना अधिनियम १९६६ चे कलम १०० मध्ये अंशदान (Contribution) रकमेत वाढ अथवा वजावट करणे बाबत नमूद आहे. वास्तविक पाहता पुणे महानगरपालिकेने सन १९६६ ते २०१७ पर्यंत विकास योजना आराखडा तयार करणे व त्याचे पुनर्विलोकन करणे हि कार्यवाही पूर्ण केलेली आहे. परंतु विकास आराखड्याची अंमलबजावणी पुणे महानगरपालिकेकडे असलेल्या निधी अभावी सुमारे ३३% इतकीच झालेली आहे. तेसच नगर रचना योजने ऐवजी विकास योजना आराखडा तयार करून मान्यतेनंतर अंमलबजावणीकरिता पुणे महानगरपालिकेस मोठा निधी लागणार आहे. याउलट नगर रचना योजनेच्या अंमलबजावणीमुळे एकूण
नगर रचना क्षेत्राच्या ४०% क्षेत्र विनामोबदला ताब्यात येणार आहे. सबब नगर रचना योजनेमुळे खर्चात बचत होऊन रस्ते व सोयीसुविधा क्षेत्र विनाविलंब ताब्यात येणार आहे. त्यामुळे उपरोक्त नगर रचना योजनांची कार्यवाही प्रभावीपणे, परिणामकारक अंमलबजावणी होणेसाठी जमीन मालकाकडून नमुना १ रु  अंशदान घेणे उचित होणार आहे. यावर शहर सुधारणा समितीच्या बैठकीत चर्चा होईल.
