PMC Kayakalp Project- (The Karbhari News Service) – पुणे महानगरपालिकेच्या आरोग्य विभागांतर्गत (Pune Municipal Corporation (PMC) राष्ट्रीय शहरी आरोग्य अभियानाच्या (NUHM) माध्यमातून विविध आरोग्य विषयक राष्ट्रीय कार्यक्रम राबविण्यात येतात. यामध्ये स्वच्छ भारत अभियानाचा एक भाग म्हणून आर्थिक वर्ष २०२२-२३ मध्ये पुणे महानगरपालिकेच्या सर्व आरोग्य संस्थांमध्ये कायाकल्प कार्यक्रम (Kayakalp Project) राबविण्यात आला होता. यात पुणे महापालिकेच्या प्राथमिक आरोग्य केंद्रांनी (PMC Primary Health Centers) बाजी मारली आहे. अशी माहिती आरोग्य प्रमुख डॉ भगवान पवार (Dr Bhagwan Pawar PMC) यांनी दिली. “कायाकल्प कार्यक्रमांतर्गत आरोग्य संस्थांमार्फत देण्यात येणाऱ्या गुणवत्ता पूर्ण सेवांसोबतच रुग्णालयाची स्वच्छता, संसर्ग नियंत्रण इ. बाबींवर मुख्यतः काम करण्यात येते. या कार्यक्रमाच्या अंमलबजावणी दरम्यान प्रत्येक संस्थांचे संस्थास्तरीय परीक्षण समिती मार्फत करण्यात येते. अंतिम परीक्षण पार पाडल्यानंतर प्राथमिक आरोग्य संस्था आणि प्रसुतीगृहांना, महानगरपालिका तसेच राज्य स्तरावर उत्कृष्ट काम केलेल्या आरोग्य संस्थांना बक्षीस देण्यात येतात.

आर्थिक वर्ष २०२२-२३ मध्ये सदर कार्यक्रमांतर्गत पुणे महानगरपालिकेमधील १८ नागरी प्राथमिक आरोग्य केंद्रे यांनी रक्कम रुपये १२.०० लक्ष (अक्षरी रुपये बारा लाख रुपये) चे बक्षीस मिळवले असून त्यापैकी कै. प्रेमचंद ओखाल नागरी प्राथमिक आरोग्य केंद्रास प्रथम क्रमांकाचे बक्षीस रक्कम रुपये २,००,०००/- लक्ष (अक्षरी रुपये दोन लाख रुपये) राज्यसरकारकडून घोषित झाले आहे. याकरिता मा. प्रशासक तथा आयुक्त पुणे महानगरपालिका, मा. अति.आयुक्त श्री. रवींद्र बिनवडे, आरोग्य अधिकारी, मा. डॉ. भगवान पवार. सहा. आरोग्य अधिकारी, डॉ. वैशाली जाधव. नोडल अधिकारी डॉ. ज्ञानेश्वर चकोर पुणे महानगरपालिका यांच्या मार्गदर्शनाखाली सार्वजनिक आरोग्य व्यवस्थापक, डॉ. दिपाली क्षीरसागर व शहर गुणवत्ता आश्वासन समन्वयक, डॉ. विणाक्षी वैद्य पुणे महानगरपालिका तसेच संबंधित प्राथमिक नागरी आरोग्य केंद्राकडील वैद्यकीय अधिकारी व कर्मचारी यांनी अथक परिश्रम घेतले आहेत.

Pune Municipal Corporation (PMC) will start ‘Aapla Dawakhana’ scheme at 58 locations

 |  The service will be provided at 45 locations in the first phase

 Aapla Dawakhana Yojana PMC Pune |  Eknath Shinde Government has started the scheme ‘Balasaheb Thackeray Aapla Dawakhana’ across the state including Mumbai.  Under this scheme, 700 clinics will be started in Maharashtra.  On the same lines, clinics are going to be started at 58 places in Pune city.  In the first phase, 45 places have been fixed by the Health Department (PMC Health Department).  This information was given by Assistant Health Officer Dr Vaishali Jadhav (Dr Vaishali Jadhav PMC).
 Prime Minister Narendra Modi inaugurated 20 such hospitals in Mumbai on January 19.  Earlier, in October 2022, health services under ‘Aapla Dawakhana’ have been started at a total of 52 places in Mumbai.  (Pune PMC News)
 What is the ‘Aapla Dawkhana’ scheme?
 ‘BalaSaheb Thackeray Aapla Dawakhana’ is a new health scheme of Mumbai Municipal Corporation and Shinde Government.  At present, health facilities are being provided under Aapla Dawakhana in Thane and Mumbai cities.
 The Shinde government has promised that 700 such clinics will be started across the state in the coming period.
 Municipal and government hospitals across the state, including Mumbai, see huge rush of patients.  Even for diseases like fever and cold, patients have to go to the hospital away from home for treatment and medical tests.
 As a solution to this, the target is to have ‘Aapla Dawkhana’ for every 25 to 30 thousand settlements.
 – 45 places fixed by Pune Municipal Corporation (PMC) 
 58 clinics are going to be set up in the old and new boundaries of Pune city.  The government has asked to take the space on rent basis.  It also includes private spaces.  A clinical surgeon will be provided by the government in this hospital.  Other employees will have to be appointed by the Pune Municipal Corporation.  Accordingly, the health department has found 45 places and submitted the proposal to the PMC property management department.  The property management department will decide its rent.  However, due to some technical difficulties arising from renting private space, the proposal could not go ahead.

 As per the guidelines of the state government we have fixed 45 places in the first phase.  We have put a proposal in this regard before the PMC property management department.

 Aapla Dawakhana scheme will be well implemented in the city.  A meeting will be held between the Health Department and the Property Management Department to resolve the technical issues.  This plan will be implemented soon.

Aapla Dawakhana Yojana PMC Pune | एकनाथ शिंदे सरकारने (Eknath Shinde Government) मुंबईसह राज्यभरात ‘बाळासाहेब ठाकरे आपला दवाखाना’ (Balasaheb Thackeray Aapla Dawakhana) ही योजना सुरू केली आहे. या योजनेअंतर्गत महाराष्ट्रात 700 दवाखाने सुरू केले जाणार आहेत. त्याच धर्तीवर पुणे शहरात 58 ठिकाणी दवाखाने सुरु केली जाणार आहेत. त्यापैकी पहिल्या टप्प्यात 45 ठिकाणे आरोग्य विभागाकडून (PMC Health Department) निश्चित करण्यात आली आहेत. अशी माहिती सहायक आरोग्य अधिकारी डॉ वैशाली जाधव (Dr Vaishali Jadhav PMC) यांनी दिली. पंतप्रधान नरेंद्र मोदी यांच्या हस्ते 19 जानेवारीला मुंबईत अशा 20 दवाखान्यांचं लोकार्पण करण्यात आलं. यापूर्वी ऑक्टोबर 2022 मध्ये मुंबईत एकूण 52 ठिकाणी ‘आपला दवाखाना’ अंतर्गत आरोग्य सेवा सुरू करण्यात आली आहे. (Pune PMC News)

काय आहे ‘आपला दवाखाना’ योजना?

 

‘बाळासाहेब ठाकरे आपला दवाखाना’ ही मुंबई महानगरपालिका आणि शिंदे सरकारची नवीन आरोग्य योजना आहे. सध्यातरी ठाणे आणि मुंबई शहरात आपला दवाखाना अंतर्गत आरोग्य सुविधा दिल्या जात आहेत.

आगामी काळात राज्यभरात असे 700 दवाखाने सुरू करण्यात येतील असं आश्वासन शिंदे सरकारने दिलं आहे.

मुंबईसह राज्यभरातील महापालिका आणि सरकारी हॉस्पिटलमध्ये रुग्णांची प्रचंड गर्दी दिसून येते. अगदी ताप,सर्दी अशा आजारांसाठीही रुग्णांना उपचार आणि वैद्यकीय टेस्ट करण्यासाठी घरापासून दूर हॉस्पिटल गाठावे लागते.

यावर उपाय म्हणून दर 25 ते 30 हजार वस्तीनजीक ‘आपला दवाखाना’ असावा असं लक्ष्य आहे.

पुणे शहर जुनी आणि नवी हद्द मिळून 58 दवाखाने उभारले जाणार आहेत. सरकारने यासाठी जागा भाडे तत्वावर घेण्यास सांगितले आहे. यात खाजगी जागांचा देखील समावेश आहे. या दवाखान्यात सरकारकडून एक क्लिनिकल सर्जन दिला जाणार आहे. इतर कर्मचारी हे महापालिकेला नेमावे लागतील. त्यानुसार आरोग्य विभागाने 45 जागा शोधून त्याबाबतचा प्रस्ताव मालमत्ता विभागाकडे ठेवला आहे. मालमत्ता विभाग त्याचे भाडे ठरवून देणार आहे. मात्र खाजगी जागा भाड्याने घेण्यावरून काही तांत्रिक अडचणी निर्माण होत आहेत त्यामुळे हा प्रस्ताव पुढे जाऊ शकला नाही.

राज्य सरकारच्या मार्गदर्शनानुसार आम्ही पहिल्या टप्प्यात जागा 45 निश्चित केल्या आहेत. याबाबतचा प्रस्ताव आम्ही मालमत्ता व्यवस्थापन विभागासमोर ठेवला आहे.

आपला दवाखाना योजना शहरात चांगल्या पद्धतीने राबवली जाईल. यातील तांत्रिक अडचणी सोडवण्यासाठी आरोग्य विभाग आणि मालमत्ता व्यवस्थापन विभागाची बैठक घेतली जाणार आहे. लवकरच ही योजना कार्यान्वित होईल.

| Facilities in 8 major hospitals and maternity homes of the Pune Municipal Corporation

PMC Maternity Homes | Pune | Janani Shishu Suraksha (JSSK) program of central government is being implemented in the city on behalf of Pune Municipal Corporation. A free diet plan (Diet Plan for New Mothers) has been started by the Municipal Corporation for the mothers who have given birth under this scheme. At the same time, drop back means mothers are being taken to their homes in an ambulance. Recently this has been started on behalf of the Municipal Corporation. There are four major components of the Janani Shishu Safety Program. These include free food, taking women home, medicines and various check-ups. Only medicines and tests were being done by the Municipal Corporation. But now arrangements have been made for feeding and home discharge. Assistant Health Officer Dr Jadhav has initiated these two things. Women are being left at home since last month. A work order of diet plan has also been given.

According to Dr. Jadhav, a diet plan has been started in 8 major hospitals and maternity homes of the Municipal Corporation. A tender process was conducted for this. 1 crore 11 lakhs will be spent for this year. In this, mothers will be given two times tea, one time breakfast and two times lunch. If the delivery of the concerned mother is normal, she will be fed for three days and if there is a cesarean, she will be fed for 7 days. Meanwhile, this facility has now been made available in all maternity homes of the municipality.

PMC Maternity Homes | पुणे | पुणे महापालिकेच्या (Pune Municipal Corporation) वतीने शहरात केंद्र सरकारचा जननी शिशु सुरक्षा (JSSK) कार्यक्रम राबवण्यात येत आहे. या अंतर्गत प्रसूत झालेल्या मातांसाठी महापालिकेच्या वतीने मोफत डायट प्लान (Diet Plan for New Mothers) सुरु केला आहे. त्याचबरोबर ड्रॉप बॅक (Drop Back) अर्थात मातांना ऍम्ब्युलन्स मधून त्यांच्या घरी नेऊन देखील सोडले जात आहे. नुकतीच याची सुरुवात महापालिकेच्या वतीने करण्यात आली आहे. अशी माहिती महापालिकेच्या सहायक आरोग्य अधिकारी डॉ वैशाली जाधव (Dr Vaishali Jadhav PMC) यांनी दिली. जननी शिशु सुरक्षा कार्यक्रमाचे चार प्रमुख घटक आहेत. यामध्ये मोफत आहार, महिलांना घरी नेऊन सोडणे, औषधे आणि त्यांच्या विविध तपासण्या करणे, यांचा समावेश आहे. महापालिकेच्या वतीने फक्त औषधे आणि तपासण्या केल्या जात होत्या. मात्र आता आहार आणि घरी सोडण्याची व्यवस्था देखील करण्यात आली आहे. सहायक आरोग्य अधिकारी डॉ जाधव यांनी यात पुढाकार घेऊन या दोन गोष्टी सुरु केल्या आहेत. गेल्या महिन्या भरपासून महिलांना घरी सोडण्यात येत आहे. तर डाएट प्लॅन ची वर्क ऑर्डर देखील देण्यात आली आहे.
डॉ जाधव यांच्या माहितीनुसार महापालिकेच्या प्रमुख 8 दवाखाने आणि प्रसूती गृहामध्ये डायट प्लान सुरु करण्यात आला आहे. यासाठी टेंडर प्रक्रिया राबवण्यात आली. यासाठी वर्षभरासाठी 1 कोटी 11 लाखांचा खर्च होणार आहे. यामध्ये मातांना दोन वेळा चहा, एक वेळ नाष्टा आणि दोन वेळा जेवण देण्यात येणार आहे. संबंधित मातेची प्रसूती ही नॉर्मल असेल तर तिला तीन दिवस आहार दिला जाणार आहे आणि सीझर झाले असेल तर 7 दिवस आहार दिला जाणार आहे. दरम्यान महापालिकेच्या सर्वच प्रसूती गृहामध्ये ही सुविधा आता उपलब्ध करून देण्यात आली आहे.

| Improvement in ranking due to efforts of health department

PMC Ranking | PMC Pune Health Schemes | Central and State governments health schemes are implemented on behalf of the Pune Municipal Corporation to provide benefits to the people of Pune. The implementation of this scheme has been started from the year 2006-2007. From then till 2022, the ranking of Pune Municipal Corporation was always below (Low Ranking) in the state. This ranking used to be in the last 5. But in the year 2022, due to the initiative implemented by the Pune Municipal Corporation (PMC Pune) and the efforts of Assistant Health Officer Dr. Vaishali Jadhav, this ranking improved and came to the 4th position. After that, in 2023, this ranking has improved to the 3rd position. The state government has also appreciated the Pune Municipal Corporation in this regard. On behalf of Pune Municipal Corporation (Pune Municipal Corporation), central and state government health schemes are implemented. It includes various health related programs. These include RCH (Reproductive And Child Health) and NUHM (National Urban Health Mission) schemes in particular. In this RCH was started from 2006-07 and NUHM from 2016. However, the Municipal Health Department (PMC Pune Health Department) appeared apathetic about the implementation of this plan. Therefore, the ranking of the municipal corporation in the state always remained in the last five ranks. But when the responsibility of implementing this program came to the Assistant Health Officer Dr. Vaishali Jadhav, the implementation of the plan gained momentum. In 2023, the municipality is in the top 5 and the ranking is at the third position. The first place is Navi Mumbai, the second is Kolhapur and the third place is the city of Pune.

In this regard, Assistant Health Officer Dr. Vaishali Jadhav said that we have put in a lot of effort in conveying this scheme to the people and giving them the benefits. Vacancies were filled in this. Appointed Asha Worker. Operation theaters and maternity wards were started. Male sterilization programs were implemented to create awareness about family planning. Also, by appointing nurses on vacant posts, a door-to-door survey was conducted in the city. Dr. Jadhav further said that many works being done under the scheme were closed. We started it anew. In this, the work of Patient Welfare Committee, Women Health Committee was appointed. which was closed for some time. Funds come from the government for this. Funds were used to improve these. How much funding is provided by the government for health schemes?

Dr Jadhav said that the two schemes namely Nuhm and rch get about 29 crores of funds every year. Its utilization has gone beyond 85%. Previously, Municipal Medical Officers and Circle Medical Officers were not involved in these schemes. We participated in them. Increased supervision. Nurses provided for Zonal Ward. Dr Jadhav said that patients were not coming to the municipal hospital due to inadequate facilities. Those who come leave in the hospital like Sassoon. The proportion of pregnant women was high in this. Then we found the reasons for this. Such facilities were started in municipal hospitals. Recently we have started giving sattvic diet to pregnant women. Due to this, patients’ preference for Pune Municipal Hospitals has increased. Also, examination of pregnant mothers by expert doctors has been taken into consideration by the government. Therefore, the ranking of the municipality has improved.

PMC Ranking | PMC Pune Health Schemes |  केंद्र आणि राज्य सरकारच्या आरोग्य योजनांचा (Central and State governments health schemes) पुणेकरांना लाभ देण्यासाठी पुणे महापालिकेच्या (Pune Municipal Corporation) वतीने या योजनांची अंमलबजावणी केली जाते. 2006- 2007 सालापासून या योजना राबवण्यास सुरुवात करण्यात आली आहे. तेव्हापासून 2022 पर्यंत  राज्यात नेहमी पुणे महापालिकेची रँकिंग (Low Ranking) खाली होती. ही रँकिंग शेवटच्या 5 क्रमांकात असायची. मात्र 2022 सालात पुणे महापालिकेने (PMC Pune) योजना राबवण्यात घेतलेल्या आघाडीने आणि सहायक आरोग्य अधिकारी डॉ वैशाली जाधव यांच्या प्रयत्नाने या रँकिंग मध्ये सुधारणा होऊन 4 थ्या क्रमांकावर रँकिंग आली. त्यानंतर आता 2023 मध्ये यात अजून सुधारणा होऊन ही रँकिंग 3 ऱ्या स्थानावर आली आहे. याबाबत राज्य सरकारनेही पुणे महापालिकेचे कौतुक केले आहे. अशी माहिती आरोग्य विभागाच्या सहायक आरोग्य अधिकारी डॉ वैशाली जाधव (Assistant Health officer Dr Vaishali Jadhav) यांनी दिली. पुणे महापालिकेच्या वतीने (Pune Municipal Corporation) केंद्र आणि राज्य सरकारच्या आरोग्य विषयक योजना राबवण्यात येतात. यात विविध आरोग्य विषयक कार्यक्रमांचा समावेश असतो. यामध्ये खासकरून RCH (Reproductive And Child Health) आणि NUHM (National Urban Health Mission) योजनांचा समावेश आहे. यामध्ये RCH हे 2006-07 पासून तर NUHM हे 2016 पासून राबवण्यास सुरुवात करण्यात आली. मात्र या योजना राबवण्याबाबत महापालिकेचा आरोग्य विभाग (PMC Pune Health Department) उदासीन दिसून आला. त्यामुळे महापालिकेची राज्यात रँकिंग ही नेहमी शेवटच्या पाच क्रमांकामधे राहिली. मात्र  हा कार्यक्रम राबवण्याची जबाबदारी जेव्हा सहायक आरोग्य अधिकारी डॉ वैशाली जाधव यांच्याकडे आली तेव्हा योजना अंमलबजावणी बाबत गती आली. शिवाय महापालिकेची रँकिंग देखील वाढली. 2023 मध्ये महापालिका पहिल्या 5 मध्ये असून रँकिंग तिसऱ्या स्थानावर आहे. पहिले स्थान नवी मुंबई, दुसरे कोल्हापूर तर तिसरे स्थान हे पुणे शहराचे आहे.
याबाबत सहायक आरोग्य अधिकारी डॉ वैशाली जाधव यांनी सांगितले कि, या योजना लोकांपर्यंत पोचवण्यात आणि त्यांना याचा लाभ देण्यासाठी आम्ही खूप प्रयत्न केले. यामध्ये रिक्त पदे भरण्यात आली. आशा वर्कर ची नियुक्ती केली. ऑपरेशन थिएटर आणि प्रसूतिगृहे सुरु केली. कुटुंब नियोजनाबाबत जनजागृती करत पुरुष नसबंदी चे कार्यक्रम राबवण्यात आले. तसेच रिक्त पदावरील नर्सेस ची नियुक्ती करून शहरात घरोघरी जाऊन सर्वेक्षण केले. डॉ जाधव यांनी पुढे सांगितले कि, योजनेअंतर्गत केली जाणारे बरीच कामे बंद होती. ती आम्ही नव्याने सुरु केली. यामध्ये रुग्ण कल्याण समिती, महिला आरोग्य समितीची नियुक्ती करून यांचे काम सुरु केले.  जे काही काळापासून बंद होते. यासाठी सरकार कडून फंड येतात. यामध्ये सुधारणा करण्यासाठी फंड चा वापर केला. डॉ जाधव यांनी सांगितले कि Nuhm आणि rch अशा दोन योजनांसाठी दरवर्षी जवळपास 29 कोटी निधी येतो. त्याचा विनियोग 85% च्या पुढे गेला आहे. या योजनांमध्ये पूर्वी महापालिकेच्या क्षेत्रीय वैद्यकीय अधिकारी आणि परिमंडळ वैद्यकीय अधिकारी यांचा सहभाग नव्हता. त्यांनी आम्ही सहभाग केले. Supervision वाढवले. Zonal  वॉर्ड साठी नर्सेस दिल्या. कामाचे सर्व स्तरावर विकेंद्रीकरण करून कामाला गती दिली. तसेच कर्मचारी आणि नर्स सोबत दर महिन्याला मिटिंग घेतली जाते. त्यांना प्रशिक्षण दिले जाते. डॉ जाधव यांनी सांगितले कि अपुऱ्या सुविधेमुळे महापालिका रुग्णालयात रुग्ण येत नसत. जे येत ते ही ससून सारख्या रुग्णालयात निघून जात. यामध्ये गरोदर स्त्रियांचे प्रमाण जास्त होते. मग याची आम्ही कारणे शोधली. तशा सुविधा महापालिका दवाखान्यात देण्यास सुरुवात केली. नुकताच आम्ही गरोदर बायकांना सात्विक आहार देण्यास सुरुवात केली आहे. त्यामुळे पुणे महापालिकेच्या दवाखान्यांना रुग्णांची पसंती वाढली आहे. तसेच गरोदर मातांची तपासणी तज्ञ् डॉक्टर कडून करून घेतली या सगळ्याची दखल सरकार कडून घेण्यात आली आहे. त्यामुळे महापालिकेची रँकिंग सुधारली आहे.
