Ravindra Binwade PMC | Pune Sex Ratio | पुणे शहर (Pune City) मुलींच्या जन्माचे स्वागत करण्यात मागेच असल्याची धक्कादायक माहिती पुढे आली आहे. महापालिका आरोग्य विभागाच्या (PMC Health Department) माहितीनुसार पुणे शहरात मुलींचे जन्माचे प्रमाण 2023 साली घटून 890 वर आले आहे. 2020 साली हे प्रमाण 946 होते. मागील काही वर्षात महापालिकेने (Pune Municipal Corporation PMC) चांगले काम करत हे प्रमाण 879 वरून 946 पर्यंत आणले होते. मात्र आता पुणे शहरातील मुलींच्या जन्माच्या प्रमाणात चांगलीच घसरण होत चालली आहे. मात्र हा विभाग ज्यांच्या अधिपत्याखाली येतो ते अतिरिक्त आयुक्त रविंद्र बिनवडे (Pune Municipal Corporation Additional Commissioner Ravindra Binwade) यांनी याबाबत फारच असंवेदनशीलता दाखवून दिली आहे. आपल्याला इतर कामे, बैठका असतात. याबाबत आपल्याला काही माहिती नाही, अशी प्रतिक्रिया अतिरिक्त आयुक्त बिनवडे यांनी दिली आहे. पुणे शहराला असे असंवेदनशील आणि बेजबाबदार अधिकारी हवे आहेत का, असा विचार शहरातील सामाजिक संघटना, राजकीय पक्ष आणि नागरिक यांना यानिमित्ताने यांनी करण्याची वेळ आली आहे. 2010 साली पुणे शहरातील मुलींच्या जन्माचे प्रमाण 879 होते. 2011 मध्ये मुलींच्या जन्माचे प्रमाण 884 एवढे होते. 2012 व 2013 मध्ये अनुक्रमे 934 व 933 एवढे प्रमाण होते. 2014 मध्ये त्यात थोडीशी वाढ होऊन ते 937 पर्यंत गेले, तर 2015 मध्ये  हे प्रमाण घसरून 925 पर्यंत खाली आले होते. त्यानंतर 2019 ला 922 तर 2020 ला हे प्रमाण 946 पर्यंत आले होते. मात्र 2021 मध्ये यात खूपच घसरण झाली. 1000 मुलांच्या मागे मुलींचे प्रमाण फक्त 900 असे होते. तर 2022 साली यात थोडीशी सुधारणा होऊन हे प्रमाण 910 इतके झाले. त्यानंतर आता 2023 सालात देखील संख्या कमीच असल्याचे दिसून येत आहे.  910 वरून हे प्रमाण 890 इतके असल्याचे दिसून आले आहे. हे पूर्णपणे पुणे महापालिका आरोग्य विभागाचे अपयश आहे, असे मानले जात आहे. महापालिका जनजागृती करण्यात आणि लिंग तपासणाऱ्या रुग्णालयावर कारवाई करण्यात कमी पडली असल्याचे दिसून येत आहे. याबाबत महापालिका काही नियोजन करणार आहे का, याबाबत अतिरिक्त आयुक्त रविंद्र बिनवडे यांना विचारले असता त्यांनी खूप आश्चर्यकारक उत्तर दिले. बिनवडे म्हणाले कि मला इतर कामे, बैठका असतात. मला याबाबत काही माहिती नाही. अशा पद्धतीच्या अससंवेदनशील आणि बेजबाबदारपणा बाबत शहरातील सामाजिक संघटना, राजकीय पक्ष जाब विचारणार का, शिवाय महापालिका आयुक्त विक्रम कुमार (Vikram Kumar IAS) याबाबत काही कारवाई करणार का? असे प्रश्न उपस्थित केले जात आहेत.

 The birth rate of girls is calculated only after the birth of 1000 boys.  Sex ratio is determined from the data of female births available from PMC Pune or any city, district.  Births of boys and girls are registered daily with the birth department.  This amount is calculated based on the information collected from it.  Pune city and municipality ranked highest in the state in terms of gender ratio.  The Municipal Corporation was also appreciated by the State Government in this regard.  This amount was increased by implementing various remedial schemes and public awareness by the Municipal Corporation.  However, from 2021 onwards, this ratio has dropped considerably.  The question is now being asked why Pune, which has taken the lead in welcoming girls, is lagging behind.  Meanwhile, it is said that the municipality has failed to raise public awareness and take action against the gender testing hospital.  Because the officer was transferred from the health department.  The work in this regard was withdrawn from the officer who was doing good work.  It took time for the new officers to understand the nature of work.  So no action could be taken.  (Pune Municipal Corporation Health Department)

: अधिकारी बदलामुळे होतोय परिणाम 

 
एक हजार मुलांच्या जन्मामागेच मुलींच्या जन्माचे प्रमाण काढण्यात येते. पुणे महापालिकेकडून (PMC Pune) अथवा कोणत्याही शहर, जिल्ह्यातून मुलींच्या जन्माची आकडेवारी उपलब्ध झाल्यास त्यावरून लिंग गुणोत्तर निश्चित केले जाते. जन्म विभागाकडे दैनंदिन मुला मुलींच्या जन्माची नोंदणी केली जाते. त्यातून संकलित माहितीच्या आधारे हे प्रमाण काढले जाते. लिंग गुणोत्तराच्या बाबतीत पुणे शहर आणि महापालिका राज्यात वरच्या स्थानावर होती. याबाबत महापालिकेचे राज्य सरकार कडून कौतुक देखील केले जायचे. महापालिकेकडून वेगवेगळ्या उपाय योजना राबवून आणि जनजागृती करून हे प्रमाण वाढवले गेले होते. मात्र 2021पासून हे प्रमाण चांगलेच घसरले आहे. मुलींचे स्वागत करण्यात पुढारलेले पुणे उणे का असा प्रश्न आता विचारला जाऊ लागला आहे. दरम्यान महापालिका जनजागृती करण्यात आणि लिंग तपासणाऱ्या रुग्णालयावर कारवाई करण्यात कमी पडली असल्याचे सांगण्यात येत आहे. कारण आरोग्य खात्याकडून अधिकाऱ्याच्या बदल्या केल्या गेल्या. चांगले काम करणाऱ्या अधिकाऱ्या कडून याबाबतचे काम काढून घेण्यात आले. नवीन आलेल्या अधिकाऱ्यांना कामाचे स्वरूप समजून घेण्यातच वेळ गेला. त्यामुळे कारवाई होऊ शकली नाही.  (Pune Municipal Corporation Health Department)
