PMC 34 Villages Property tax | पुणे महापालिकेत नव्याने सामाविष्ट 34 गावांतील निवासी तसेच बिगरनिवासी मिळकतींना पूर्वीच्या ग्रामपंचायतीच्या मिळकतकराच्या तीनपट ते दहापट मिळकतकर आकारणे अन्याय्य असून मिळकतदारांना हा कर भरणे शक्य नाही ही वस्तूस्थिती लक्षात घेऊन पुणे महानगरपालिकेचा मिळकतकर पूर्वीच्या ग्रामपंचायतकराच्या दुप्पटीपेक्षा अधिक नसेल, याची दक्षता घेण्यात यावी. यासंदर्भात कायद्यात सुधारणा करण्याची कार्यवाही तात्काळ सुरु करावी, असे निर्देश उपमुख्यमंत्री अजित पवार यांनी आज नगरविकास सचिवांसोबत आयोजित बैठकीत दिले.

पुणे महापालिकेत नव्याने सामाविष्ठ 34 गावातील निवासी-बिगरनिवासी मिळकतींना तीनपट ते दहापट वाढीव कर आकारण्यात आल्याने संबंधित गावांवर अन्याय होत आहे. तो दूर करण्याची मागणी गावकऱ्यांनी उपमुख्यमंत्री अजित पवार यांच्याकडे केली होती. त्या अनुषंगाने उपमुख्यमंत्री अजित पवार यांनी आज नगरविकास विभागाच्या वरिष्ठ अधिकाऱ्यांसोबत बैठक घेऊन अन्याय तातडीने दूर करण्याचे निर्देश दिले. उपमुख्यमंत्र्यांच्या मंत्रालयातील समिती सभागृहात झालेल्या या बैठकीला नगरविकास विभागाचे सचिव के. गोविंदराज, आमदार सर्वश्री चेतन तुपे, सुनील टिंगरे, भीमराव तापकीर यांच्यासह 34 गावांचे प्रतिनिधी, नगरविकास विभागाचे वरिष्ठ अधिकारी उपस्थित होते.

पुणे महापालिकेत नव्याने सामाविष्ट 34 गावातील अवैध बांधकामावरील शास्ती व वार्षिक थकीत मालमत्ताकरावर लावण्यात आलेल्या 2 टक्के शास्तीच्या (विंलब आकार) वसुलीस पुढील निर्देशांपर्यंत स्थगिती देण्याचे निर्देश राज्य शासनाने विशेष पत्राद्वारे दिले आहे. सदर शास्ती माफ करण्यासह 34 गावांतील मिळकतींवर आकारलेला तीनपट ते दहापट कर कमी करण्यासाठी कायद्यात दुरुस्ती आवश्यक असल्याने सदर कार्यवाही तात्काळ पूर्ण करुन, 34 गावांतील मिळकतधारकांना दिलासा देण्यात यावा, असे स्पष्ट निर्देश उपमुख्यमंत्री अजित पवार यांनी आज नगरविकास विभागाच्या वरिष्ठ अधिकाऱ्यांना दिल्याने संबंधीत गावांच्या प्रतिनिधींनी समाधान व्यक्त केले आहे.

 According to the statement given by MLA Tingre to Pawar, a meeting was held recently regarding the income tax of the villages included in the municipal corporation.  In this meeting, everyone demanded to cancel the one and a half times penalty imposed on residential unauthorized income and three times imposed on commercial income.  In this regard, according to the instructions, the state government has sought information from the municipal corporation.  Accordingly, there is talk in the city that a decision will be taken to cancel this punitive tax in the cabinet meeting to be held on Wednesday.  However, there is a discussion that this decision of penalty tax exemption will be available only to the income of the included villages.  Therefore, apart from the villages, there is a feeling of displeasure among other citizens of the city.  Punitive tax on all types of unauthorized property in Pimpri Chinchwad city was waived summarily.  Similarly, in Pune too, penalty tax should be waived.  This is the demand of the income tax paying citizens here.  However, while taking a decision in this regard, a decision should be taken to abolish the punitive tax on the income of the entire city including the villages involved.  Tingray has said that.

Pune Property Tax – (The Karbhari News Service) – पुणे महानगरपालिकेत (PMC Pune) नव्याने समाविष्ट झालेल्या ३४ गावातील अवैध बांधकामावरील शास्ती व वार्षिक थकीत मालमत्ता करावर लावण्यात आलेली २ टक्के शास्तीची रक्कम वसूल करण्यास स्थगिती देण्याचे आदेश राज्य सरकारकडून पुणे महापालिकेला (PMC Property tax) देण्यात आले आहेत. त्यामुळे गावांतील नागरिकांना दिलासा मिळाला आहे. दरम्यान शास्ती कराची सवलत सरसकट सर्व शहराला देण्याची मागणी वडगावशेरी चे आमदार सुनिल टिंगरे (MLA Sunil Tingre) यांनी उपमुख्यमंत्री अजित पवार (Ajit Pawar) आणि राज्य सरकारकडे केली आहे. आमदार टिंगरे यांनी  पवार यांना दिलेल्या  निवेदनानुसार महापालिकेत समाविष्ट गावांतील मिळकतकराबाबत  नुकतीच बैठक घेतली. या बैठकीत प्रामुख्याने निवासी अनधिकृत मिळकतींना लावली जाणारी दीडपट आणि व्यापारी मिळकतीना लावली जाणारी तीन पट शास्ती रद्द करण्याची मागणी सर्वांनी केली. यासंदर्भात  सूचनेनुसार राज्य शासनाने महापालिकेकडून माहिती मागविली आहे. त्यानुसार बुधवारी होणाऱ्या मंत्रिमंडळ बैठकीत हा शास्ती कर रद्द करण्याचा निर्णय घेतला जाणार असल्याची चर्चा शहरात आहे. मात्र, शास्ती कर माफीचा हा निर्णय केवळ समाविष्ट गावातील मिळकतींनाच मिळणार असल्याची चर्चा आहे. त्यामुळे गावे वगळता शहरातील अन्य नागरिकांमध्ये नाराजीचा सुर आहे. पिंपरी चिंचवड शहरातील सर्व प्रकारच्या अनधिकृत मिळकतींचा शास्ती कर ज्याप्रमाणे सरसकट माफ करण्यात आला. त्याचप्रमाणे पुण्यातही शास्ती करात सरसकट माफी देण्यात यावी. अशी मागणी येथील मिळकतकरधारक नागरिकांची आहे. तरी  यासंबंधीचा निर्णय घेताना समाविष्ट गावांसह संपूर्ण शहरातील मिळकतीवरील शास्ती कर रद्द करण्याचा निर्णय घेण्यात यावा. असे टिंगरे यांनी म्हटले आहे.

Complaints were coming from citizens

Income tax has been levied in the villages included in the Pune Municipal Corporation (PMC). These 34 villages included in 2017 and 2022 are being taxed in a phased manner. The income of these villages has been assessed according to the ready reckoner of the adjoining villages in the old limits of the Municipal Corporation. This tax is higher than Gram Panchayats and the amount is huge as penalty is imposed on arrears. The municipality is threatening to take confiscation action by sending notices to defaulters. Although the villages have come under the Municipal Corporation, there are no roads, water, drainage line facilities. There were angry reactions from the citizens of this village due to the large amount of taxes being levied in the absence of facilities. (Pune Property Tax)

Ajit Pawar took the initiative

In this background, Guardian Minister and Deputy Chief Minister Ajit Pawar had recently held a meeting with the delegation of the citizens of the village at the Government Rest House. MLAs Bhimrao Tapkir, Sunil Tingre, Chetan Tupe, Nationalist Congress Party Mahila Aghadi President Rupali Chakankar and Municipal Commissioner Vikram Kumar were present on the occasion. After hearing the views of the citizens, Guardian Minister Ajit Pawar will discuss with Chief Minister Eknath Shinde, Deputy Chief Minister Devendra Fadnavis about taxation in the included villages and take a strategic decision. Until then, the municipal administration had ordered that no action should be taken to recover the arrears. It was also promised to take strategic decisions. Accordingly this decision has been taken.

नागरिकांकडून येत होत्या तक्रारी

महापालिकेतील Pune Municipal Corporation (PMC) समाविष्ट गावांतील मिळकतींची कर आकारणी करण्यात आली आहे. २०१७ आणि २०२२ मध्ये समाविष्ट करण्यात आलेल्या या ३४ गावांना टप्प्याटप्प्याने कर आकारणी करण्यात येत आहे. या गावांतील मिळकतींना महापालिकेच्या जुन्या हद्दीतील लगतच्या गावांतील रेडी रेकनरनुसार दर आकारण्यात आला आहे. ग्रामपंचायतीं पेक्षा हा कर अधिक असून थकबाकीवर दंड आकारण्यात आल्याने ही रक्कम खूप मोठी आहे. महापालिका थकबाकीदारांना नोटीसा पाठवून जप्तीची कारवाई करण्याची भिती घालत आहे. गावे महापालिकेत आली असली तरी तेथे रस्ते, पाणी, ड्रेनेज लाईनची सुविधा नाही. सुविधा नसताना मोठ्याप्रमाणावर कर आकारण्यात असल्याने या गावातील नागरिकांमधून संतप्त प्रतिक्रिया उमटत होत्या. अजित पवार यांनी घेतला पुढाकार

या पार्श्‍वभूमीवर पालकमंत्री तथा उपमुख्यमंत्री अजित पवार यांनी गावातील नागरिकांच्या शिष्टमंडळासोबत नुकतेच शासकीय विश्रामगृह येथे बैठक घेतली होती. याप्रसंगी आमदार भीमराव तापकीर, सुनील टिंगरे, चेतन तुपे, राष्ट्रवादी कॉंग्रेस पार्टीच्या महिला आघाडीच्या प्रदेशाध्यक्षा रुपाली चाकणकर आणि महापालिका आयुक्त विक्रम कुमार उपस्थित होते. नागरिकांचे म्हणणे ऐकून घेतल्यानंतर पालकमंत्री अजित पवार यांनी समाविष्ट गावातील कर आकारणीबाबत मुख्यमंत्री एकनाथ शिंदे, उपमुख्यमंत्री देवेंद्र फडणवीस यांच्यासोबत चर्चा करून धोरणात्मक निर्णय घेण्यात येईल. तोपर्यंत महापालिका प्रशासनाने थकबाकी वसुलीसाठी कुठल्याही प्रकारची कारवाई करू नये, असे आदेश दिले होते. तसेच धोरणात्मक निर्णय घेण्याचे आश्वासन दिले होते. त्यानुसार हा निर्णय घेण्यात आला आहे.

 |  Demanding all-out efforts for recovery

 Pune : (The Karbhari Online) – Pune Municipal Corporation (PMC) collects property tax arrears from small defaulters by playing bands and implementing other similar schemes.  Because only 1746 big people with arrears of more than 1 crore have paid 5182 crore to the Pune municipal corporation. This matter has come to light through RTI. Efforts should be made for this recovery. Vivek Velankar of Sajag Nagrik Manch has demanded this.  (Pune Municipal Corporation Property Tax Department)
 In this regard, Velankar said that I had asked the property tax department of Pune Municipal Corporation for information about the properties with outstanding property tax of more than Rs 1 crore during the Right to Information Day on Monday.  In reply to which I was given the enclosed information which is very shocking.  Only 1746 defaulters have property tax arrears of more than Rs 1 crore and they have arrears of Rs 5182 crore.  Out of these 94 cases are pending in various courts.  In which the trapped amount is Rs 988 crore.  In which the amount trapped in only two cases is Rs 565 crore.
 Velankar further said that there are 1061 cases of Mobile Tower in which the trapped amount is Rs. 2427 crores.  I was told that these cases are also pending in court for several years.  All these cases are pending in the court for many years.  This is a complete failure of the legal department.  It is necessary for the municipal law and property tax department to set up a special cell and try to get the results of all these cases at the earliest.  Even if at least half of these cases are decided in favor of the Municipal Corporation, the Municipal Corporation will be able to get an income of Rs. 1800 crores.
 In this list, there are 184 cases of “double” taxation in which the impounded amount is Rs 576 crore.  It is necessary to check and start the process of removing them from this list.  193 cases are shown as “dispute” in this list.  In which the trapped amount is Rs 561 crore.  It is necessary to resolve the “dispute” in these cases immediately and recover the money.  Out of this, Rs 79 crores are due to the Defense Department and Rs 56 crores to the Mahadistribution.  The arrears of the Irrigation Department is Rs 73 crores and its recovery needs to be done from the water strip that the Municipal Corporation gives to the Irrigation Department.  Although the letter in this regard was given by the Head of Taxation to the Head of Water Supply Department five years ago, no action has been taken yet.  It seems that the cases of many defaulters are not pending in court.  Velankar also said.

 There is a need for immediate recovery efforts from large defaulters.  It is necessary to concentrate fully on these 1746 big cases and try for maximum recovery.  Rather than wasting municipal resources in playing a band in front of the houses of defaulters who owe a few hundred rupees, all-out efforts must be made for recovery from these huge defaulters.

| वसुलीसाठी सर्वंकष प्रयत्न करण्याची मागणी

पुणे : (The Karbhari Online) – पुणे महापालिका (Pune Municipal Corporation (PMC) छोट्या थकबाकीदारांकडून बँड वाजवत आणि इतर तत्सम प्रकारे योजना अमलात आणत मिळकत कराची थकबाकी वसूल करते. मात्र बड्या म्हणजे 1 कोटी पेक्षा जास्त थकबाकी असलेल्या लोकांवर मात्र महापालिका कुठलीही कारवाई करताना दिसत नाही. कारण 1 कोटींपेक्षा जास्त थकबाकी असलेल्या फक्त 1746 बड्या लोकांनी महापालिकेचे 5182 कोटीं थकवले आहेत. माहिती अधिकारातून ही बाब उजेडात आली आहे. या वसूलीसाठी प्रयत्न केले जावेत. अशी मागणी सजग नागरिक मंचाच्या विवेक वेलणकर (Vivek Velankar Sajag Nagrik Manch) यांनी केली आहे. याबाबत वेलणकर यांनी सांगितले कि, पुणे महापालिकेच्या मालमत्ता कर विभागाला मी सोमवारच्या माहिती अधिकार दिनात १ कोटी रुपयांच्या पेक्षा जास्त मालमत्ता कराची थकबाकी असलेल्या मालमत्तांची माहिती मागितली होती. ज्याच्या उत्तरात मला सोबत जोडलेली माहिती दिली गेली जी अत्यंत धक्कादायक आहे. १ कोटी रुपयांपेक्षा जास्त मालमत्ता कराची थकबाकी असणारे फक्त १७४६ थकबाकीदार असून त्यांच्याकडे ५१८२  कोटी रुपयांची थकबाकी असल्याचे दिसून येत आहे. यापैकी ९४ केसेस विविध कोर्टांमध्ये प्रलंबित आहेत. ज्यामध्ये अडकलेली रक्कम ९८८ कोटी  रुपये आहे. ज्यात फक्त दोन केसेस मध्ये अडकलेली रक्कम ५६५ कोटी रुपयांची आहे.
वेलणकर यांनी पुढे सांगितले कि, मोबाईल TOWER च्या १०६१  केसेस असून ज्यात अडकलेली रक्कम २४२७ कोटी रुपये आहे. ही प्रकरणे पण अनेक वर्षे कोर्टात प्रलंबित असल्याचे मला सांगितले गेले. गेली कित्येक वर्षे या सर्व  केसेस कोर्टात प्रलंबित आहेत. हे विधी विभागाचे संपूर्ण अपयश आहे. महापालिकेच्या विधी आणि मालमत्ता कर विभागाने विशेष कक्ष स्थापन करून या  सर्व केसेस चा निकाल शीघ्र गतीने लागावा यासाठी प्रयत्न करणे गरजेचे आहे. यातील किमान निम्म्या केसेस चा निकाल महापालिकेच्या बाजूने लागला तरी मनपाला १८०० कोटी   रुपये उत्पन्न मिळू शकेल.
या यादीत १८४ केसेस “दुबार” कर आकारणीच्या आहेत ज्यात अडकलेली रक्कम ५७६ कोटी रुपये आहे.  ज्याची शहानिशा करून त्या या यादीतून वगळण्याची प्रक्रिया सुरु करणे आवश्यक आहे. या यादीत १९३ केसेस “dispute” म्हणून दाखवलेल्या आहेत. ज्यात अडकलेली रक्कम ५६१ कोटी रुपये आहे. या केसेस मधील “dispute” तातडीने resolve करून पैसे वसूल करणे गरजेचे आहे. यामध्ये ७९ कोटी रुपये संरक्षण खात्याची तर ५६ कोटी रुपये महावितरणची थकबाकी आहे.  पाटबंधारे खात्याची थकबाकी ७३ कोटी रुपयांची असून त्याची वसुली महापालिका पाटबंधारे विभागाला देत असलेल्या पाणी पट्टी मधून करणे आवश्यक आहे. या संबंधीचे पत्र कर आकारणी प्रमुखांनी पाणीपुरवठा विभाग प्रमुखांना पाच वर्षांपूर्वी देऊनही अजून कार्यवाही झालेली नाही. अनेक थकबाकीदारांची प्रकरणे कोर्टात प्रलंबित नसल्याचे दिसत आहे. असेही वेलणकर यांनी सांगितले.

बड्या थकबाकीदारांकडून तत्काळ वसुलीचे प्रयत्न होण्याची गरज आहे. या १७४६ बड्या केसेस वर संपूर्ण लक्ष केंद्रित करून जास्तीत जास्त वसुली साठी प्रयत्न होणे गरजेचे आहे. काही शे रुपयांची थकबाकी असलेल्या थकबाकीदारांच्या घरासमोर बॅंड वाजवण्यात महापालिकेचे रिसोर्सेस वाया घालवण्यापेक्षा या बड्या थकबाकीदारांकडून वसुली साठी सर्वंकष प्रयत्न करणे आवश्यक आहे.

|   1 Crore 58 Lakh collection on the first day itself

 PMC Property Tax |  For the recovery of Pune Property Tax Due, the Pune Municipal Corporation Property Tax Department has started playing a band from today (February 26).  1 crore 58 lakhs has been recovered through the band on the first day itself.  1968 crore rupees have accumulated in the coffers of the municipal corporation due to property tax.  This information was given by Madhav Jagtap, Deputy Commissioner of Taxation and Tax Collection Department.  (Pune Property Tax)
 Taxation and tax collection department is an important source of income in Pune Municipal Corporation.  In line with the achievement of the target given to the department for the financial year 2023-24, an intense campaign for recovery of arrears, seizure of income and collection by the Taxation and Tax Collection Office has been started from February 21.  (Pune PMC News)
 Accordingly, 2956 properties were visited during the period from 24th to 26th February.  Tax has been recovered from many property earners.  As many as 30 incomes have been seized in these three days due to non-payment of taxes.
 During the course of action, income tax amounting to 9 crore 25 lakhs was recovered in the above mentioned three days.
 For recovery of arrears of property tax from the income holder’s account, the band has started playing at the field office level from today.  A notice warrant was issued on February 26
 The number of properties is 1200, and the total payment amount of one day today is 8 crore 45 lakhs.  1 Crore 58 Lakhs received under Band Squad.
 Assets on which property tax has not been recovered will be auctioned after fulfilling all the provisions of the law regarding recovery of arrears of income tax and giving maximum opportunity to the owner of the property.
 Tax to the property earners by keeping civic amenities center open even on all holidays till March 31
 A facility has been made that can be filled.  For this, all civic amenities centers are open on all government holidays and every Saturday from 10:00 am to 4:00 pm and on Sundays from 10:00 am to 2:00 pm.  However, citizens should take note of this.  This appeal has been made by the Income Tax Department.
 Although the civic facilities will continue to function, citizens will mostly use the online system Property tax payment is appealed through the website “propertytax.punecorporation.org“.

PMC Property Tax | मिळकतकर थकबाकी (Pune Property Tax Due) वसुलीसाठी पुणे महापालिका कर संकलन विभागाच्या (Pune Municipal Corporation Property tax Department) वतीने आजपासून (26 फेब्रु)  बॅन्ड पथक वाजविणेस सुरुवात करण्यात आली आहे. पहिल्याच दिवशी बँड च्या माध्यमातून 1 कोटी 58 लाखांची वसूली झाली आहे. तर मिळकत करापोटी आजअखेर महापालिकेच्या तिजोरीत 1968 कोटी रुपये जमा झाले आहेत. अशी माहिती कर आकारणी आणि कर संकलन विभागाचे उपायुक्त माधव जगताप (Deputy Commissioner Madhav Jagtap) यांनी दिली. पुणे महानगरपालिकेमधील कर आकारणी व कर संकलन विभाग हा उत्पन्नाचा महत्वाचा स्त्रोत आहे. सन २०२३-२४ या आर्थिक वर्षाकरिता खात्यास देण्यात आलेल्या उद्दिष्ट पूर्ततेच्या अनुषंगाने कर आकारणी व कर संकलन कार्यालयाकडून थकबाकी वसुली, मिळकत जप्तीची व आकारणी करण्याची तीव्र मोहीम 21 फेब्रुवारी पासून सुरु करण्यात आली आहे. 24 ते 26 फेब्रुवारी या कालावधीत 2956 इतक्या मिळकतींना भेटी देण्यात आल्या.
त्या अनुषंगाने 24 ते 26 फेब्रुवारी या कालावधीत 2956 इतक्या मिळकतींना भेटी देण्यात आल्या. अनेक मिळकतधारकांकडून कराची वसुली करण्यात आली आहे. कर न भरल्यामुळे या तीन दिवसात ३० इतक्या मिळकती जप्त करण्यात आल्या आहेत. कारवाई दरम्यान उपरोक्त तीन दिवसात रक्कम ९ कोटी २५ लाख इतका मिळकत कर वसूल करण्यात आला.
थकीत मिळकत कर वसुलीसाठी मिळकतधारकाच्या खात्याकडून आज पासून क्षेत्रीय कार्यलय स्तरावर बॅन्ड पथक वाजविणेची सुरुवात करण्यात आली आहे. 26 फेब्रुवारी रोजी नोटीस वॉरंट बजाविण्यात आलेल्या
मिळकतींची संख्या १२०० इतकी असून, आजचा एका दिवसाचा एकूण भरणा रक्कम 8 कोटी 45 लाख इतका जमा झाला आहे. बॅण्ड पथकाच्या अनुषंगाने 1 कोटी 58 लाख प्राप्त झाले.
थकीत मिळकत कर वसूल करणेबाबत कायद्यातील सर्व बाबींची पूर्तता करून तसेच मिळकतधारकास सर्वोतोपरी संधी देऊनही ज्या मिळकतींचा मिळकत कर वसूल झालेला नाही अशा मिळकतींचा लिलाव करण्यात येणार आहे.

31 मार्च अखेर सर्व सुट्टीच्या दिवशी देखील नागरी सुविधा केंद्र सुरु ठेवून, मिळकतधारकांना कर भरता येईल अशी सुविधा करण्यात आलेली आहे. यासाठी सर्व नागरी सुविधा केंद्रे सर्व शासकीय सुट्टीच्या दिवशी व प्रत्येक शनिवार सकाळी १० ते दुपारी ४:०० वाजेपर्यंत व रविवार सकाळी १०:०० ते दुपारी २:०० वाजेपर्यंत सुरु ठेवण्यात आली आहेत. तरी, नागरिकांनी याची नोंद घ्यावी. असे आवाहन मिळकतकर विभागाने केले आहे.
नागरी सुविधा केंद्र सुरु राहणार असले तरी, नागरिकांनी जास्तीत जास्त online प्रणालीद्वारे “propertytax.punecorporation.org” या संकेतस्थळावरून मिळकत कर भरणे बाबत आवाहन करण्यात आले आहे.

 Deputy Commissioner Madhav Jagtap has been given the responsibility of property Tax Department of Pune Municipal Corporation (PMC).  Jagtap has recently assumed additional charge.  After that, Jagtap has started work immediately.  A crackdown on property tax defaulters will be launched from tomorrow.  Madhav Jagtap has issued orders in this regard.
 Taxation and tax collection department is an important source of income in Pune Municipal Corporation.
 In line with the achievement of the target given to the Department for the financial year 2023-24, the Taxation and Tax Collection Office has undertaken a drive to recover arrears, confiscate income and levy.  The department has been given a recovery target of 2400 crores.
 According to this, an intense campaign to confiscate the outstanding income of the income holders of the Pune Municipal Corporation who have not yet paid the income tax will be started from February 22.
 Accordingly, circle wise teams have been formed in Pune Municipal Corporation area.  on all government holidays and every Saturday to facilitate income tax payment for citizens
 Civic Facility Centers from 10:00 am to 4:00 pm and on Sundays from 10:00 am to 2:00 pm  have been continued.
 Although the civic facilities will continue to function, citizens will mostly use the online system  pro tax payment is appealed through the website “propertytax.punecorporation.org”.
