PMC JICA Project (JICA) Funding for Nala Basin and Monsoon Line Works

 |  35 crore proposal for classification

 Pune : (The Karbhari Online) – For the management of monsoon water (Pune Monsoon Water Management) in the city of Pune, works such as improvement of the Nala Basin, construction of culverts, laying of Monsoon Line have been started.  But the funds of 35 crores are insufficient for these works.  This fund will be allocated from the work of PMC JICA Project.  The proposal in this regard has been placed before the Standing Committee (PMC Standing Committee) by the administration.  (PMC Sewerage Maintenance and Repair Department)
 Kothrud Basin, Aundh Basin, Bavdhan Pashan Basin, Mangalwar Peth Basin, Shaniwar Peth Basin, Duttnagar Basin, Hingane Basin, Vadgaon Bu.  Basin, Kondhwa Basin for rainwater management, drain improvement works, construction of culverts, laying of rainwater lines and
 Corresponding works have started at the site.  54 crore tender process was implemented for this.  However, the Sewerage Maintenance and Repair Department will need additional funds of 35 crores to complete this work before March 31, 2024.  Accordingly a classification proposal is presented.
 A provision of 200 crores is available for implementation of sewage management plan (JICA) for carrying out root-mutha improvement works under the budget code ZE16D103/MP4-11 National River Improvement from Sewerage Maintenance and Repair Department of Pune Municipal Corporation.  35 crores will be classified out of it.

| State Order to Pune Municipal Corporation to submit proposal through state Biodiversity Board

 The Karbhari Impact |  JICA Project Pune PMC |  PMC JICA Project has been undertaken in Pune City through Central Government Fund.  In this project, 11 sewage treatment plants (STP Plant PMC) will be constructed.  But the site of Botanical Garden (Botanical Garden Pune) has not yet come under the control of Municipal Corporation (PMC Pune).  No private owner is standing in the way, rather the state government is creating the problem.  The Karbhari news agency had broadcast a news about this.  According to this, a positive response has been given by the revenue and forest department of the state government.  An order has been given to the Pune Municipal Corporation by the Revenue and Forest Department to submit revised proposals through the State Biodiversity Board of Nagpur after inspecting the relevant site in the presence of the representatives of the Agricultural University and the Forest Department.
 Pune Municipal Corporation is implementing 1100 Crore Jaika project in the city through central government funds.  The Japan International Cooperation Agency (JICA) of the Japanese government is cooperating in this.  For this, the central government will give 85% i.e. 850 crores to the municipal corporation.  170 crore of which has been received by the Municipal Corporation.  A total of 11 new sewage treatment plants will be constructed in the city.  Therefore, 396 MLD miles of water will be purified.  Actual work has also started by acquiring land for 10 out of 11 seats.  However, the Municipal Corporation has not yet taken over the site of the Botanical Garden in the Agricultural College premises.  (PMC STP Plants)
 According to the government approved development plan of 2017, sewage treatment plant at Oudh Survey No. 25 and 12 m.  Width D.P.  The road is indicated in the reservation.  The total area is 1.6 hectares.  A no-action was obtained vide letter dated 15/11/2019 from the Registrar, Mahatma Phule Agricultural University, Rahuri for starting the work of Sewage Treatment Plant.  Accordingly, the work of Site Establishment, Environmental Monitoring Tests, Topographic Survey, Geotechnical Investigation was done at the actual place.  It was agreed through the Pune Municipal Corporation that the development works demanded by them to provide space for the sewage treatment plant and the expenses incurred for that work will be deducted from the compensation of the land determined by the government.  Subsequently, Mahatma Phule Agricultural University, Rahuri vide letter dated 23/02/2023 has banned the project work at the proposed site as the said area has been declared a Biodiversity Heritage Area.  Mahatma Phule Agricultural University, Rahuri had refused to give the said area to the Pune Municipal Corporation as it was declared a Biodiversity Heritage Area.
 Meanwhile, The Karbhari news agency had broadcast a news about this.  According to this, a positive response has been given by the revenue and forest department of the state government.  An order has been given to the Pune Municipal Corporation by the Revenue and Forest Department to submit revised proposals through the Maharashtra State Biodiversity Board of Nagpur after inspecting the relevant site in the presence of the representatives of the Agricultural University and the Forest Department.  The state government has said that a complete proposal should be submitted by making necessary changes in the notification of the heritage area.

The Karbhari Impact | JICA Project Pune PMC | पुणे शहरात (Pune City) केंद्र सरकारच्या निधीच्या (Central Government Fund) माध्यमातून जायका प्रकल्पाचे (PMC JICA Project) काम हाती घेण्यात आले आहेत. या प्रकल्पात 11 मैलापाणी शुद्धीकरण केंद्र (STP Plant PMC) निर्माण करण्यात येणार आहेत. मात्र बोटॅनिकल गार्डन (Botanical Garden Pune) ची जागा महापालिकेच्या (PMC Pune) ताब्यात अजूनही आलेली नाही. यात कुणी खाजगी मालक अडसर ठरत नाही तर चक्क राज्य सरकारच (State Government) अडचण उभा करत आहे. याबाबत The Karbhari वृत्तसंस्थेने वृत्त प्रसारित केले होते. त्यानुसार आता जागा देण्याबाबत राज्य सरकारच्या महसूल आणि वन विभागाकडून सकारात्मक प्रतिसाद देण्यात आला आहे. कृषी विद्यापीठ व वन विभाग यांच्या प्रतिनिधींच्या उपस्थितीत संबंधित जागेची पाहणी करून नागपूरच्या राज्य जैवविविधता मंडळ मार्फत सुधारित प्रस्ताव सादर करण्याचे आदेश महसूल व वन विभागाकडून पुणे महापालिकेला देण्यात आले आहेत.
पुणे महापालिका (Pune Municipal Corporation) केंद्र सरकारच्या निधीच्या माध्यमातून 1100 कोटींचा जायका प्रकल्प शहरात राबवत आहे. यात जपान सरकारची Japan International Cooperation Agency (JICA) कंपनी सहकार्य करत आहे. यासाठी केंद्र सरकार 85% म्हणजे 850 कोटी महापालिकेला देणार आहे. त्यातील 170 कोटी महापालिकेला मिळाले आहेत. शहरात एकूण 11 नवीन मैलापाणी शुद्धीकरण केंद्र निर्माण करण्यात येणार आहेत. त्यामुळे 396 MLD मैला पाणी शुद्ध होणार आहे. 11 पैकी 10 जागांचे भूसंपादन करून प्रत्यक्ष काम देखील सुरु झालेले आहे. मात्र कृषी कॉलेज आवारातील बोटॅनिकल गार्डन ची जागा महापालिकेच्या अजूनही ताब्यात आलेली नाही. २०१७ च्या शासनमान्य विकास आराखड्यानुसार औध सर्वे नंबर २५ येथील मैलापाणी शुद्धीकरण केंद्र व १२ मी. रुंदीचा डी.पी. रस्ता आरक्षणात दर्शविण्यात आलेला आहे. एकूण 1.6 हेक्टर एवढी ही जागा आहे. कुलसचिव, महात्मा फुले कृषी विद्यापीठ, राहुरी यांच्याकडील  १५/११/२०१९ चे पत्रान्वये मैलापाणी शुद्धीकरण केंद्राचे काम सुरु करणेसाठीचे ना-हरकत प्राप्त झाली होती. त्यानुसार प्रत्यक्ष जागेवर Site Establishment, Environmental Monitoring Tests, Topographic Survey, Geotechnical Investigation चं काम करणेत आले. मैलापाणी शुद्धीकरण केंद्रासाठी जागा उपलब्ध करून देणेकामी त्यांनी मागणी केलेली विकासकामे व त्या कामासाठी होणारा खर्च शासन जमिनीचा जो मोबदला निश्चित करेल त्यातून वजावट करण्यात येईल या अटीवर करून देणेत येतील असे पुणे महानगरपालिकेमार्फत मान्य करणेत आले होते.  तदनंतर २३/०२/२०२३ चे पत्रान्वये महात्मा फुले कृषी विद्यापीठ, राहुरी यांनी सदरचे क्षेत्र जैवविविधता वारसा क्षेत्र घोषित झाले असल्याने प्रस्तावित ठिकाणी प्रकल्पाची कामे करणेस मज्जाव केलेला आहे. महात्मा फुले कृषी विद्यापीठ, राहुरी यांनी जैवविविधता वारसा क्षेत्र घोषित झाल्याने सदरचे क्षेत्र पुणे महानगरपालिकेस देणेस अमान्य केले होते.
दरम्यान याबाबत The Karbhari वृत्तसंस्थेने वृत्त प्रसारित केले होते. त्यानुसार आता जागा देण्याबाबत राज्य सरकारच्या महसूल आणि वन विभागाकडून सकारात्मक प्रतिसाद देण्यात आला आहे. कृषी विद्यापीठ व वन विभाग यांच्या प्रतिनिधींच्या उपस्थितीत संबंधित जागेची पाहणी करून नागपूरच्या राज्य जैवविविधता मंडळ मार्फत सुधारित प्रस्ताव सादर करण्याचे आदेश महसूल व वन विभागाकडून पुणे महापालिकेला देण्यात आले आहेत. वारसा क्षेत्राच्या अधिसूचनेत आवश्यक बदल करून परिपूर्ण प्रस्ताव सादर करावा, असे ही राज्य सरकारने म्हटले आहे.

The municipality has been pursuing this since 2019 and this place has become a headache for the municipality. Board, Nagpur, Divisional Agricultural Research Center, Aundh, Pune Officers and Commissioner, Pune Municipal Corporation have met together and in the Maharashtra Government Gazette STP and 12 m. D.P. There has been a discussion about repairing the road excluding reservation
Action in this regard is pending. The existing sewage pumping station of Pune Municipal Corporation has been functioning since 2003-2004 at this place. There is no prohibition to set up sewage treatment plant in Biodiversity Heritage Area. On the contrary, the said project is environment friendly. Therefore, the municipal corporation has requested to approve this. But he has not received any response.

Meanwhile, although this area has become a bio-diversity zone, the municipality will not even touch the Peshwa-era trees. Apart from that, there are 66 indigenous trees in the area. In return, the municipality will plant new trees. For this, the approval of the Tree Authority Committee has also been received. Meanwhile, the outgoing Guardian Minister Chandrakant Patil also paid attention to this. But there was no movement in it. All eyes are on whether the new Guardian Minister Ajit Pawar and Deputy Chief Minister Devendra Fadnavis will resolve this issue.

Currently 883 MLD of sewage is generated in Pune city. This includes old extent 744 MLD and included 11 villages 139 MLD sewage. At present, the municipal corporation has 10 wastewater treatment plants. It has a capacity of 567 MLD. But they are not working at full capacity. Therefore, 11 new centers have been proposed. 396 MLD of sewage will be treated and released into the river. Therefore, all the sewage generated in the city will be treated.

याबाबत कार्यवाही प्रलंबित आहे. या ठिकाणी पुणे महानगरपालिकेचे अस्तित्वातील मैलापाणी पंपिंग स्टेशन सन २००३-२००४ पासून कार्यान्वीत आहे. जैवविविधता वारसा क्षेत्रामध्ये मैलापाणी शुद्धीकरण केंद्र उभारणेस कोणतीही मनाई नाही. उलटपक्षी सदरचा प्रकल्प पर्यावरणपूरक आहे. त्यामुळे यास मान्यता देण्याची विनंती महापालिकेने केली आहे. मात्र त्याला कुठलाही प्रतिसाद मिळालेला नाही.
दरम्यान हे क्षेत्र जैवविविधता क्षेत्र झाले असले तरी महापालिका पेशवेकालीन झाडांना हात देखील लावणार नाही. त्याशिवाय परिसरात देशी जातीची 66 झाडे आहेत. त्या बदल्यात महापालिका नवीन झाडे लावणार आहे. त्यासाठी वृक्ष प्राधिकरण समितीची देखील मान्यता मिळाली आहे. दरम्यान मावळते पालकमंत्री चंद्रकांत पाटील यांनी देखील यात लक्ष घातले होते. मात्र त्यात काही हालचाल होऊ शकले नाही. नवीन पालकमंत्री अजित पवार आणि उपमुख्यमंत्री देवेंद्र फडणवीस यात लक्ष घालून हा प्रश्न सोडवणार का, याकडे सगळ्यांचे लक्ष लागले आहे.

पुणे शहरात सद्यस्थितीत 883 MLD मैलापाणी निर्माण होते. यामध्ये जुनी हद्द 744 MLD आणि समाविष्ट 11 गावे 139 MLD मैलापाणीचा समावेश आहे. सद्यस्थितीत महापालिकेची 10 मैलापाणी शुद्धीकरण केंद्र आहेत. याची क्षमता 567 MLD आहे. मात्र ती पूर्ण क्षमतेने चालत नाहीत. त्यामुळे नवीन 11 केंद्र प्रस्तावित करण्यात आली आहेत. त्यातून 396 MLD मैलापाण्यावर प्रक्रिया करून ते नदीत सोडले जाणार आहे. त्यामुळे शहरात निर्माण होणाऱ्या सर्व मैला पाण्यावर प्रक्रिया होणार आहे.

PMC JICA Project | Italy Tour | Pune | JICA Project of Central Government is being implemented on behalf of Pune Municipal Corporation. Under this, 11 new sewage treatment plants will be constructed. The municipal corporation is going to prepare fertilizer (Fertiliser) from the sludge that will remain after treating the sewage. Machine Sludge Thickener will be ordered from Italy for that. Meanwhile, Municipal Additional Commissioner and some officials are going to Italy to inspect this machine. This information was given by senior sources of the Municipal Corporation. PMC JICA Project | Italy Tour | पुणे | पुणे महापालिकेच्या (Pune Municipal Corporation) वतीने केंद्र सरकारचा जायका प्रकल्प (JICA Project) राबवण्यात येत आहे. या अंतर्गत नवीन 11 मैलाशुद्धीकरण केंद्र (Sewage Treatment Plant) निर्माण करण्यात येणार आहेत. मैलापाण्यावर प्रक्रिया केल्यानंतर जो गाळ (Sludge) राहणार आहे, त्यापासून महापालिका खत (Fertiliser) तयार करणार आहे. त्यासाठी इटली देशातून मशीन Sludge Thickener मागवण्यात येणार आहे. दरम्यान या मशीनची पाहणी करण्यासाठी महापालिका अतिरिक्त आयुक्त आणि काही अधिकारी इटलीला (Italy) जाणार आहेत. अशी माहिती महापालिकेच्या वरिष्ठ सूत्रांनी दिली. पुणे महापालिकेच्या वतीने जायका प्रकल्प राबवण्यात येत आहे. या प्रकल्पाच्या माध्यमातून शहरात विविध ठिकाणी 11 मैलापाणी शुद्धीकरण केंद्र बांधण्यात येणार आहेत. 1100 कोटीच्या या प्रकल्पासाठी केंद्र सरकार 850 कोटी निधी देणार आहे. त्यापैकी 170 कोटी केंद्र सरकार कडून देण्यात आले आहेत. या प्रकल्पाचा उद्देश हा शहरातून वाहणारी प्रदूषित होऊ नये हा आहे. त्यानुसार पाणी शुद्ध करून नदीत सोडले जाणार आहे. दरम्यान पाणी शुद्ध करताना प्रक्रिया केल्यानंतर जो गाळ (sludge) शिल्लक राहणार आहे. त्यापासून महापालिका खत तयार करणार आहे. त्यासाठी Sludge Thickeners ही मशिनरी वापरली जाणार आहे. ही मशीन इटली देशातून पुण्यात आणली जाणार आहे. इटली तील Lacto Fungai नावाची कंपनी ही मशीन देणार आहे. दरम्यान या मशीन ची पाहणी आणि तपासणी करण्यासाठी महापालिकेचे अधिकारी येत्या काही दिवसात इटलीला रवाना होणार आहेत. यामध्ये अतिरिक्त आयुक्त रविंद्र बिनवडे आणि जायका प्रकल्प प्रमुख जगदीश खानोरे यांचा समावेश आहे. दरम्यान याचा सगळा खर्च हा संबंधित कंपनीच करणार आहे. सुरुवातीला चीन देशात दौरा होणार होता. मात्र तिथे असलेले कोरोनाचे सावट अजून न संपल्याने हा दौरा रद्द करून इटलीला जाण्याचे नियोजन असल्याचे सूत्रांनी सांगितले.
दरम्यान या मशीनचा आवाका मोठा असल्याने ती विमानातून (Airplane) न आणता जहाजाच्या (Ship) माध्यमातून भारतात आणली जाणार आहे. लाल समुद्राच्या (Red Sea) माध्यमातून ही मशीन भारतात आणण्याचे नियोजन होते. मात्र सद्यस्थितीत लाल समुद्रात समुद्री चाचांनी (Samudri Chacha) धुमाकूळ घातला आहे. हे लोक जहाज लुटून नेत आहेत. त्यामुळे आता दुसऱ्या मार्गे ही मशिनरी भारतात आणली जाणार आहे. येत्या काही दिवसांतच ही मशीन पुण्यात दाखल होईल.
