PMC Property Tax Department ( https://propertytax.punecorporation.org/) पुणे महापालिकेच्या प्रॉपर्टी टॅक्स विभागाला (Pune Municipal Corporation Property tax Department) टॅक्स वसूलीसाठी अतिरिक्त 150 कर्मचारी उपलब्ध करून देण्यात आले आहेत. यातील बरेच कर्मचारी हे टॅक्स विभागात पहिल्यांदाच काम करण्यासाठी येताहेत. यामुळे एकीकडे आयुक्तांनी हा चांगला निर्णय घेतला, असे बोलले जात आहे. तर दुसरीकडे 5-6 वर्ष  प्रॉपर्टी टॅक्स खात्यात काम करूनही पुन्हा टॅक्स विभागात येण्याची आस लागून राहिलेल्या कर्मचाऱ्यांना मात्र आयुक्तांचा हा निर्णय चांगलाच झोंबलेला दिसतो आहे. कारण हे कर्मचारी आयुक्तांच्या या निर्णयाबाबत नाखूष आहेत.

 पुणे महापालिकेच्या प्रॉपर्टी टॅक्स विभागाला (Pune Municipal Corporation Property tax Department https://propertytax.punecorporation.org/ ) टॅक्स वसूलीसाठी अतिरिक्त 150 कर्मचारी उपलब्ध करून देण्यात आले आहेत.  काही दिवसापूर्वी 30 कर्मचारी उपलब्ध करून देण्यात आले होते. तर आज अजून 120 कर्मचारी असे एकूण 150 कर्मचारी उपलब्ध करून देण्यात आले आहेत. या कर्मचाऱ्यांची नियुक्ती ही 31 मार्च पर्यंत असणार आहे. महापालिका  आयुक्त विक्रम कुमार (IAS Vikram Kumar) यांनी हे आदेश जारी केले आहेत. महापालिकेच्या कर संकलन विभागाला चालू आर्थिक वर्षात 1500 कोटी पर्यंत  उत्पन्न मिळाले आहे. मात्र महापालिका आयुक्तांनी दिलेले उद्दिष्ट पूर्ण करण्यात मात्र विभागाला बऱ्याच अडचणींचा सामना करावा लागतो आहे. कारण समाविष्ट गावांतील नागरिक मिळकतकर भरण्यास टाळाटाळ करत आहेत. तसेच व्यावसायिक मिळकत धारक देखील टॅक्स भरत नाहीत. त्यामुळे जास्तीत जास्त टॅक्स वसुली करण्याचे उद्दिष्ट देण्यात आले आहे. यासाठी खात्याला 100 ते 150 कर्मचाऱ्यांची आवश्यकता होती. त्यानुसार महापालिका आयुक्तांनी हा निर्णय घेतला आहे.  (PMC Pune Property tax Department)

आयुक्तांच्या या निर्णयाचे कौतुक केले जात आहे. कारण वर्षानुवर्षे एकाच खात्यात काम केल्याने कर्मचाऱ्यांची मक्तेदारी तयार होते. हीच मक्तेदारी मोडीत काढण्याचे काम महापालिका आयुक्तांनी केले आहे. शिवाय नवीन कर्मचाऱ्यांना टॅक्स खात्यात काम करायला मिळणार आहे. त्यामुळे त्यांना नवीन काही शिकायला मिळणार आहे. असे असले तरी नेहमी टॅक्स विभागात काम करण्याची सवय लागलेल्या कर्मचाऱ्यांना मात्र आयुक्तांचा हा निर्णय पचनी पडलेला दिसत नाही. 6 वर्ष टॅक्स विभागात काम करूनही या कर्मचाऱ्यांना टॅक्स विभागाचा मोह सुटत नाही. त्यांना आस होती कि आपली बदली केली असली तरी पुन्हा आपल्यालाच खात्यात काम करण्यास घेतले जाईल. मात्र आयुक्तांनी असे काही केले नाही. नवीन कर्मचाऱ्याचा जास्त वेळ शिकण्यात जाईल. त्यामुळे वसुलीवर परिणाम होईल. आम्ही घेतलेल्या ज्ञानाचा फायदा पालिकेला का घेता येऊ नये? अशी चर्चा हे कर्मचारी करत आहेत.

विभाग प्रमुखानी खात्याला जास्तीत जास्त वसूली करण्याबाबत आदेश दिले आहेत. विभागीय निरीक्षक (DI) आणि पेठ निरीक्षक (SI) यांना यासाठी कर्मचारी देखील उपलब्ध करून देण्यात आले आहेत. त्यानुसार प्रत्येक दिवशी किमान 50 व्यावसायिक मिळकती करण्याचे आदेश दिले आहेत. मात्र हे करताना टॅक्स विभागातील कर्मचाऱ्यांची चांगलीच दमछाक होत आहे. नागरिक टॅक्स करण्याबाबत उदासीन दिसताहेत. तसेच काही ठिकाणी कोर्ट केसेस असल्याने अडचणी येत आहेत. तरीही दररोज 15-17 मिळकती सील केल्या जात आहेत. तसेच विभागप्रमुखानी बिल्डर करून भोगवटा पत्र लवकरात लवकर भरून घेण्याचे आदेश दिले आहेत. PMC Employees Promotion | Arvind Shinde | पुणे महापालिकेतील (Pune Municipal Corporation) ज्या कर्मचाऱ्यांच्या कर आकारणी व कर संकलन कार्यालयातून (PMC Property Tax Department) अन्य खात्यात बदल्या झालेल्या आहेत. अशा सेवकांना बढती देताना / बढती दिल्यानंतर पुन्हा कर आकारणी कर संकलन कार्यालयात बढती देण्यात येऊ नये. अशी मागणी काँग्रेस शहर अध्यक्ष आणि माजी नगरसेवक अरविंद शिंदे (Arvind Shinde) यांनी महापालिका आयुक्त यांच्याकडे केली आहे. एखाद्या सेवकास कर आकारणी कर संकलन कार्यालयाकडे पुन्हा बढती दिली गेल्यास आम्ही त्याबाबतची तक्रार राज्य सरकारकडे करू. असा इशारा शिंदे यांनी दिला आहे. अरविंद शिंदे यांनी महापालिका आयुक्तांना दिलेल्या पत्रानुसार पुणे महानगरपालिकेच्या विविध कार्यालयामधील उप अधिक्षक ते अधिक्षक व अधिक्षक ते प्रशासन अधिकारी अशी बढ़ती समितीची बैठक 6 ऑक्टोबर रोजी घेण्यात आली. त्या बैठकीत विविध पदावर सेवकांना बढती देण्याचे अंतिम निर्णय घेण्यात आला आहे. आम्ही यापूर्वी महापालिका आयुक्त व अति.महा. आयुक्त ज, यांचेकडे ज्या सेवकांना एका खात्यात ३ वर्षापेक्षा जास्त काळ सेवा झाली आहे. अशा सेवकांच्या तात्काळ इतर खात्यात बदल्या करण्यात याव्यात असे वारंवार कळविले होते.  त्यानुसार पुणे महानगरपालिका प्रशासानाकडील विविध पदांवरील सेवकांच्या बदल्या केलेल्या आहेत. मात्र आम्हास मनपा वर्तुळातून प्राप्त माहितीनुसार असे समजते कि, बढती समितीची झालेल्या बैठकीत सेवकांना उप अधिक्षक ते अधिक्षक व अधिक्षक ते प्रशासन अधिकारी अशी बढती देण्यात येणार आहे. त्या बढती प्रक्रियेत ज्या सेवकांची  कर आकारणी व कर संकलन कार्यालयातुन अन्य खात्यात बदली झाली आहे अशा सेवकांना सुद्धा बढती देण्यात येणार आहे. शिंदे यांनी पत्रात म्हटले आहे कि, बढती देण्यात येणाऱ्या सेवकांना पुन्हा कर आकारणी व कर संकलन कार्यालयातच येण्यास तीव्र इच्छुक असून ते सेवक येनकेन प्रकारे उदा. आर्थिक, राजकीय व इतर मार्गाने येण्याचा प्रयत्न करीत आहेत. आपणास आम्ही या पत्राद्वारे कळवित आहोत कि, ज्या सेवकांची कर
आकारणी व कर संकलन कार्यालयातून अन्य खात्यात बदल्या झालेल्या आहेत. अशा सेवकांना बढती देताना / बढती दिल्यानंतर पुन्हा कर आकारणी कर संकलन कार्यालयात बढती देण्यात येऊ नये. तरी आपणाकडून एखाद्या सेवकास कर आकारणी कर संकलन कार्यालयाकडे पुन्हा बढती दिली गेल्यास आम्ही त्याबाबतची तक्रार मुख्यमंत्री, महाराष्ट्र राज्य, मुख्य सचिव, महाराष्ट्र राज्य, प्रधान सचिव, नगरविकास विभाग यांचेकडे कारवाई करणेसाठी करणार आहोत याची गांभीर्याने दखल घेण्यात यावी. कोणत्याही सेवकावर अन्याय होणार नाही याची बढती देताना दक्षता घेण्यात यावी व त्याप्रकारे बढतीचे आज्ञापत्रक काढण्यात यावे. अशी मागणी शिंदे यांनी केली आहे.

 Pune PMC Property Tax |   Pune Municipal Corporation’s Income Tax Department (PMC Property tax Department) has emphasized on tax collection.  Due to various reasons Punekars are apathetic about paying taxes.  Therefore measures are being taken for recovery.  As part of this, commercial properties are being sealed.  200 of them will be auctioned.  The planning of the property tax department has been prepared in this regard.  This information was given by Deputy Commissioner Ajit Deshmukh.  (Pune PMC Property Tax)
 The property tax collection department of the Municipal Corporation has received an income of more than 1400 crores in the current financial year.  However, the department is facing many difficulties in fulfilling the target given by the Municipal Commissioner.  Because the citizens of the involved villages are reluctant to pay income tax.  Also business income holders do not pay tax.  The head of the department has given orders to the department for maximum recovery.  Divisional Inspectors (DI) and Peth Inspectors (SI) have also been provided staff for this.  Accordingly, it has been ordered to make at least 50 commercial properties every day.  15-17 properties are being sealed every day.  Also, the head of the department has ordered the builder to fill the occupation letter as soon as possible.  (Pune Property tax).
 Deshmukh said that in the meantime, the property Tax Department is now going to auction these sealed properties.  Earlier, the pune Municipal Corporation had conducted an auction in Katraj area.  From that, the municipal corporation got more than 4 crores of income.  Accordingly, the municipality is going to auction 200 out of the sealed properties.  It is planned.  Training in this regard has also been given to all inspectors.  Deshmukh gave this information.

 – Issuance of Warrant
 – Issuance of forfeiture notice if the amount is not deposited within 7 days.  Allow 21 days for this.
 – If the amount is not paid thereafter, assessment of property by Construction and Property Management Department for auction process.
 – After this process to auction the proceeds and take the approval of the Municipal Commissioner to issue a public notice in the newspaper.
 – Candidates participating in the auction process will have to deposit 10% earnest money of the income assessment amount to the Municipal Corporation through online mode.

देशमुख यांनी सांगितले कि, दरम्यान मिळकतकर विभाग आता या सील केलेल्या प्रॉपर्टीचा लिलाव करणार आहे. याआधी महापालिकेने कात्रज भागात लिलाव केला होता. त्यामधून महापालिकेला 4 कोटीहून अधिक उत्पन्न मिळाले होते. त्यानुसार महापालिका सील केलेल्या मिळकतीपैकी 200 मिळकती लिलावासाठी काढणार आहे. त्याचे नियोजन तयार झाले आहे. याबाबतचे प्रशिक्षण देखील सर्व निरीक्षकांना देण्यात आले आहे. अशी माहिती देशमुख यांनी दिली.
 

– अशी असेल लिलावाची प्रक्रिया 

 
– अधिपत्र (Warrant) बजावणे 
– 7 दिवसात रक्कम जमा नाही केली तर जप्तीची नोटीस देणे. यासाठी 21 दिवसाची मुदत देणे. 
– त्यानंतर रक्कम नाही भरली तर लिलाव प्रक्रियेसाठी बांधकाम आणि मालमत्ता व्यवस्थापन विभागाकडून मिळकतीचे मुल्याकंन करणे. 
– ही प्रक्रिया झाल्यानंतर मिळकतीचा लिलाव करणे आणि याबाबत वर्तमानपत्रात जाहीर नोटीस देण्यासाठी महापालिका आयुक्तांची मान्यता घेणे. 
– लिलाव प्रक्रियेत सहभागी होणाऱ्या उमेदवारांना मिळकतीच्या मूल्यांकन रकमेच्या 10% बयाणा रक्कम महापालिकेकडे ऑनलाईन पद्धतीने जमा करावी लागणार आहे.

| Emphasis on recovery by Income Tax Department

 

Pune PMC Property Tax | Pune | Pune Municipal Corporation’s Income Tax Department (PMC Property tax Department) has emphasized on tax collection. Due to various reasons Punekars are apathetic about paying taxes. Therefore measures are being taken for recovery. As part of this, the department head has given a target of sealing at least 50 commercial properties every day to the 30 Divisional Peth Inspectors (DI) of the department. The tax collection department of the Municipal Corporation has received an income of more than 1400 crores in the current financial year. However, the department is facing many difficulties in fulfilling the target given by the Municipal Commissioner. Because the citizens of the involved villages are reluctant to pay income tax. Also commercial property holders do not pay tax. These citizens expect that the municipality will implement the Abhay Yojana. However, no such role of the administration is visible at present. Pune PMC Property Tax |  पुणे | पुणे महापालिकेच्या मिळकत कर विभागाकडून (PMC Property tax Department) कर वसुलीवर जोर देण्यात आला आहे. विविध कारणामुळे पुणेकर टॅक्स भरण्याबाबत उदासीन आहेत. त्यामुळे वसुली करण्यासाठी उपाय करण्यात येत आहेत. याचाच भाग म्हणून विभाग प्रमुखांनी खात्यातील 30 विभागीय पेठ निरीक्षकांना (DI) प्रत्येक दिवशी किमान 50 व्यावसायिक मिळकती (Commercial Properties) सील करण्याचे उद्दिष्ट्य दिले आहे. त्यानुसार 16-20 मिळकती सील करण्यात येत आहेत. दरम्यान आता या सील केल्या मिळकतीचा लिलाव केला जाणार आहे. अशी माहिती मिळकतकर विभागाकडून देण्यात आली. महापालिकेच्या कर संकलन विभागाला चालू आर्थिक वर्षात 1400 कोटी हुन अधिक उत्पन्न मिळाले आहे. मात्र महापालिका आयुक्तांनी दिलेले उद्दिष्ट पूर्ण करण्यात मात्र विभागाला बऱ्याच अडचणींचा सामना करावा लागतो आहे. कारण समाविष्ट गावांतील नागरिक मिळकतकर भरण्यास टाळाटाळ करत आहेत. तसेच व्यावसायिक मिळकत धारक देखील टॅक्स भरत नाहीत. या नागरिकांना अपेक्षित आहे कि महापालिका अभय योजना राबवेल. मात्र प्रशासनाची अशी कुठलीही भूमिका सध्या दिसून येत नाही. विभाग प्रमुखानी खात्याला जास्तीत जास्त वसूली करण्याबाबत आदेश दिले आहेत. विभागीय निरीक्षक (DI) आणि पेठ निरीक्षक (SI) यांना यासाठी कर्मचारी देखील उपलब्ध करून देण्यात आले आहेत. त्यानुसार प्रत्येक दिवशी किमान 50 व्यावसायिक मिळकती करण्याचे आदेश दिले आहेत. मात्र हे करताना टॅक्स विभागातील कर्मचाऱ्यांची चांगलीच दमछाक होत आहे. नागरिक टॅक्स करण्याबाबत उदासीन दिसताहेत. तसेच काही ठिकाणी कोर्ट केसेस असल्याने अडचणी येत आहेत. तरीही दररोज 15-17 मिळकती सील केल्या जात आहेत. तसेच विभागप्रमुखानी बिल्डर करून भोगवटा पत्र लवकरात लवकर भरून घेण्याचे आदेश दिले आहेत. यामुळे काही काळाने का होईना उत्पन्न वाढेल, असा विभागाला विश्वास आहे. दरम्यान मिळकतकर विभाग आता या सील केलेल्या प्रॉपर्टीचा लिलाव करणार आहे. याआधी महापालिकेने कात्रज भागात लिलाव केला होता. त्यामधून महापालिकेला 4 कोटीहून अधिक उत्पन्न मिळाले होते. त्यानुसार महापालिका या सील केलेल्या मिळकती लिलावासाठी काढणार आहे. त्यातून महापालिकेला चांगले उत्पन्न मिळण्याची शक्यता आहे. असे विभागाकडून सांगण्यात आले.

 PMC Property tax department |  In the Property Tax Department of Pune Municipal Corporation (PMC Pune Property tax Department), some software engineers are being hired on lump sum salary.  Various works are done by them.  Despite this, these employees have not been paid since May.  This is attributed to the apathy of the Information and Technology Department (PMC IT Department).  Meanwhile, the tax department through the commissioner submitted a proposal before the PMC Standing Committee and demanded to pay 75 lakhs for salary.  The committee recently approved the proposal.  (Pune Municipal Corporation)
 Among the various financial sources of Pune Municipal Corporation (PMC Pune), property tax is a very important source.  Software Development of Income Tax Computer System at various levels as required by Taxation and Collection Department, integration of software with various departments, completion of computer system maintenance and repair works in prescribed time and accurately, etc.  Various tasks are performed by single salaried servants.
 Various types of schemes, payments, notices, penalties, deposits and arrears, GIS etc. are available to the income earners from the levied and newly included villages under the jurisdiction of Pune city.  Various types of work are done.  The Taxation and Collection Department does not have technical knowledge staff available.  Also, the information and technology department has been requested from time to time for scheduled servants.  Department of Information and Technology has vacancies for Scheduled Posts of Programmers and Servants having special technical qualification related to Databases and some posts are not covered.  At present, the Department of Information and Technology does not have any scheduled posts of Programmers and Databases having special qualifications as above.  Also, it is very necessary to develop a software system in the work and to speed up the work in terms of computerization in terms of increasing the income of the taxation and tax collection department.  Computer Engineers are hired to carry out the computer work of the Taxation and Tax Collection Department on a lump sum salary of 6 months.  But the term of these people expired on 01.05.2023 for six months.  09 Computer Engineers working from 15.05.2023 working day and night with the strength of their experience and skills, within the time limit set by the Commissioner during the period 2023-  24 Payments have been processed.  It is a fact that income tax payers should be able to pay income tax through various modes (online, cash, cheque, etc.) and computer engineers on uniform salary play a valuable and important role in keeping the department’s computer system running smoothly.  Tenure of currently employed Computer Engineers on Fixed Pay Dt.  As it ended on 01.05.2023, the said 9 Computer Engineers have not been paid till now from the month of May even though they are finally working today.  (PMC Pune News)
 In fact, since 2013, the salaries of selected engineers were being made available every month on the budget of the Department of Information and Technology.  But the Information and Technology Department has shown its inability to spend the bills from the available budget code in the year 2023-24.  of Computer Engineers under the budgetary heading in 2023-24 to the Office of Taxation and Revenue Collection
