Lack of DP Impediments in Development of Villages Included in the PMC | MP Supriya Sule

 | Urgent preparation of development plan.  Supriya Sule’s demand to the government

 Pune: The plan of villages included in Pune Municipality in Baramati Lok Sabha Constituency has not been prepared yet.  As a result, although there are always obstacles in the development works in these villages, MP Supriya Sule has demanded to the state government that these villages should be done immediately.

 He has mentioned that we are continuously following up for this, and it is not right that the citizens have to bear the burden of administrative and government delay.  In this regard, he has demanded that the Chief Minister of the state, the Guardian Minister of Pune and the Pune Municipal Commissioner should immediately take initiative and take positive action regarding the approval of the development plan.

DP of Included Villages | पुणे : बारामती लोकसभा मतदारसंघातील (Baramati Lok Sabha Constituency)  पुणे महापालिकेत (Pune Municipal Corporation) समाविष्ट करण्यात आलेल्या गावांचा आराखडाच (Included Villages DP) अद्याप तयार झालेला नाही. परिणामी या गावांत विकासकामे करताना नेहमी अडथळे येत आहेत, तरी तातडीने या गावांचा करण्यात यावा, अशी मागणी खासदार सुप्रिया सुळे (MP Supriya Sule) यांनी राज्य शासनाकडे केली आहे.

मुख्यमंत्री एकनाथ शिंदे (CM Eknath Shinde), पालकमंत्री चंद्रकांत पाटील आणि (Chandrakant Patil) पालिका आयुक्त विक्रम कुमार (IAS Vikram Kumar) यांना टॅग करत खा. सुळे यांनी याबाबत X वर Post (Post on X) केले आहे. बारामती लोकसभा मतदारसंघातील पुणे महापालिकेत समाविष्ट झालेल्या गावांच्या विकासाबाबत कोणतेही महत्वाचे निर्णय होत नाहीत. यामागे समाविष्ट गावांसाठीचा विकास आराखडा तयार झाला नसल्याचे कारण सांगण्यात येते. याचा मोठा फटका या गावांतील नागरिकांना बसत असून पायाभूत सुविधांच्या पूर्ततेबाबतही अडचणी येत आहेत. ही मोठी काळजीची गोष्ट आहे, असे त्यांनी आपल्या पोस्ट मध्ये म्हटले आहे.

यासाठी आपण सातत्याने पाठपुरावा करत असून, प्रशासकीय आणि शासकीय दिरंगाईचा त्रास नागरीकांना सहन करावा लागतो, हे योग्य नाही, असे त्यांनी नमूद केले आहे. यासंदर्भात राज्याचे मुख्यमंत्री, पुण्याचे पालकमंत्री आणि पुणे महापालिका आयुक्त यांनी तातडीने पुढाकार घेऊन विकास आराखडा तयार करुन तो मंजूर करण्यासंबंधी सकारात्मक विचार करुन कार्यवाही करावी, अशी मागणी त्यांनी केली आहे.

Disqualified contractors in the tender process have to go to the PMC for the deposit amount!

Maha Tender Portal | Various departments of the Municipal Corporation (PMC Pune) have not updated the tender information for the period 2019 to 2023 on the Mahatender portal. As a result, the contractor deposit is not credited to the account of the contractors who are disqualified in the tender process. Therefore, the contractors have to go around the municipal corporation frequently. The additional commissioner has pierced the ears of the head of the account. According to the orders of Municipal Additional Commissioner Ravindra Binwade (IAS Ravindra Binwade), tenders are implemented through the Mahatender portal of the Maharashtra Government for various development works through various departments of the Pune Municipal Corporation. All tender related information is published on Mahatender portal after opening of online trading envelope. After publication of tenders, it has been pointed out that the information of some tenders of various departments in the financial year 2019 to 2023 is not updated online on the AOC Mahatender portal. After completing the tender process through the Mahatender portal, due to the fact that the work order (AOC) for the relevant work is not updated on the portal, the tendered earnest money is not credited to the account of other than the eligible tenderers. In this regard, the ineligible tenderers are repeatedly complaining that the action for refunding the earnest money is not being done in time. (PMC Pune)

The order further states that every department of the Pune Municipal Corporation shall upload pending cases of advertised tenders, Order of Work (AOC) on the portal or update the current status of canceled tenders, re-tendered tenders on the portal. All account heads and tender writers were informed about this earlier. However, it appears that the said work is not being done on time. Unless the Award Of Contract process is done through the portal, the deposit amount of eligible (L1) contractors cannot be deposited in the head office of Pune Municipal Corporation and the deposit amount of all the remaining contractors cannot be returned to the relevant account head and the tender writer. Also, after opening the commercial envelope on the Mahatender portal, expedite the process of Award of Contract (AOC) and deposit the payment amount of the successful contractor.

All Account Heads should instruct all Tender Writers under them that the remaining amounts of all contractors will be refunded. Also, by all Account Heads of concerned Departments/Departments
Officials/Employees responsible for the above shall immediately submit tenders on the Mahatender portal The information must be conveyed by updating the Award of Contract (AOC). It is said in the order.

Maha tender Portal | महापालिकेच्या (PMC Pune) विविध विभागांनी 2019 ते 2023 या कालावधीतील निविदांची माहिती महाटेंडर पोर्टल (Mahatender portal) वर अद्ययावत केलेली नाही. परिणामी निविदा प्रक्रियेत अपात्र ठरलेल्या ठेकेदारांची अनामत रक्कम (Contractor Deposit) त्यांच्या खात्यावर जमा होत नाही. त्यामुळे ठेकेदारांना वारंवार महापालिकेत चकरा माराव्या लागतात. यावरून अतिरिक्त आयुक्तांनी खातेप्रमुखांचे कान टोचले आहेत. तसेच पोर्टल वर निविदांची माहिती अद्ययावत करण्याचे आदेश दिले आहेत. महापालिका अतिरिक्त आयुक्त रविंद्र बिनवडे (IAS Ravindra Binwade) यांच्या आदेशानुसार पुणे महानगरपालिकेमधील (Pune Municipal Corporation) विविध विभागांमार्फत विविध विकास कामे करण्याकरीता महाराष्ट्र शासनाचे महाटेंडर पोर्टलद्वारे निविदा राबविण्यात येते. निविदा संबंधी सर्व माहिती महाटेंडर पोर्टल वर ऑनलाईन व्यापारी लिफाफा उघडलेनंतर प्रसिद्ध केली जाते. निविदा प्रसिद्ध केल्यानंतर सन २०१९ ते २०२३ या मधील आर्थिक वर्षातील विविध विभागांच्या काही निविदांची माहिती / AOC महाटेंडर पोर्टल वर ऑनलाईन अद्यायावत केली जात नाही, असे निदर्शनास आले आहे. महाटेंडर पोर्टल द्वारे निविदा प्रक्रिया पूर्ण झाल्यानंतर संबंधित कामाची वर्कऑर्डर (AOC) बाबतची कार्यवाही पोर्टल वर अद्यावत नसल्यामुळे पात्र निविदाधारकांच्या व्यतिरिक्त इतर निविदा झालेल्या बयाणा रक्कम त्यांच्या खात्यावर जमा होत नाही. याबाबत अपात्र निविदाधारक वारंवार बयाणा रक्कम परत करणे बाबतची कार्यवाही वेळेत होत नसलेबाबत तक्रार करीत आहेत. आदेशात पुढे म्हटले आहे कि, पुणे महानगरपालिकेच्या प्रत्येक विभागाने प्रसिद्धी झालेल्या निविदांची प्रलंबित प्रकरणे, वर्कऑर्डर(AOC) पोर्टल वर अपलोड करणे किंवा रद्द निविदा, फेर निविदा केलेल्या निविदांची सद्यस्थिती पोर्टलवर अद्यायावत करणे आवश्यक आहे. याबाबत यापूर्वी सर्व खातेप्रमुख व निविदा लेखनिक यांना कळविण्यात आले होते. तथापी सदर काम वेळेवर होत नसल्याचे दिसून येत आहे. Award Of Contract ची कार्यवाही पोर्टलद्वारे केल्याशिवाय पात्र (L1) ठेकेदारांच्या वयाणा रक्कम पुणे महानगरपालिकेच्या कोप कार्यालयामध्ये जमा होऊ शकत नाही व उर्वरित सर्व ठेकेदारांच्या वयाणा रक्कम परत केल्या जाऊ शकत नाही याबाबत याची संपूर्ण जबाबदारी संबंधित खातेप्रमुख व निविदा लेखनिक यांची राहील. तसेच महाटेंडर पोर्टल वरील व्यापारी लिफाफा commercial Envelope) उघडल्यावर Award of Contract ( AOC) ची कार्यवाही सत्वर करून यशस्वी ठेकेदाराचे वयांणा रक्कम जमा करून उर्वरित सर्व ठेकेदारांच्या रक्कमा परत केल्या जातील या बाबत सर्व खातेप्रमुखांनी त्यांचे अधिनस्त सर्व निविदा लेखनिक यांना सूचना द्याव्यात. तसेच, संबंधित विभागाच्या / खात्याच्या सर्व खातेप्रमुख यांनी वरीलबावत संबंधित जबाबदार असणाऱ्या अधिकारी / कर्मचारी यांची तत्काळ महाटेंडर पोर्टल वर निविदांची माहिती Award of Contract (AOC) अद्यायावत करून अवगत करण्याची जरूर ती तजवीज करावी. असे  आदेशात म्हटले आहे.

 Water Consumption Discipline for Punekar Pune |  The Water Supply Department of Pune Municipal Corporation (PMC Water Supply Department) feels that the people of Pune have no discipline in using water.  Therefore, water consumption discipline for Punekar will be imposed by the department.  The Head of Water Supply Department (HOD) has given orders in this regard to all Superintendent Engineers.  Meanwhile, surprise is being expressed due to this order of the head of water supply department.  (Pune Municipal Corporation)
 Pune residents were criticized for being disciplined in water usage earlier by many politicians.  Some social organizations are also in the forefront.  Therefore, now the Water Supply Department of Pune Municipal Corporation (PMC Pune Water Supply Department) has also started to feel that it is necessary to discipline the people of Pune in water consumption.  Rameshwar Ghaytidak, President of Chhawa Swarajya Social Organization, had complained to the Municipal Water Supply Department about this.  The people of Pune are not using water properly in many places, so the municipal administration should take up the task of disciplining the people of Pune.  It was said in the complaint.  Accordingly, the head of water supply department has issued orders in this regard.  Parvati, Lashkar, Superintending Engineer of SNDT have been given orders.  It has been said that the people of Pune should be disciplined regarding water usage.  It will be important to see how far Punekar will accept the order of the head of water supply department.

Water Consumption Discipline for Punekar पुणे | पुणेकरांना पाणी वापराची शिस्त नाही, असे पुणे महापालिकेच्या पाणीपुरवठा विभागाला (PMC Water Supply Department) वाटते. त्यामुळे विभागाकडून पुणेकरांना पाणी वापराबाबतची शिस्त (Water Consumption Discipline for Punekar) लावण्यात येणार आहे. पाणी पुरवठा विभाग प्रमुखांनी (HOD) याबाबतचे आदेश सर्व अधिक्षक अभियंता (Superintendent Engineer) यांना दिले आहेत. दरम्यान पाणीपुरवठा विभाग प्रमुखांच्या या आदेशामुळे आश्चर्य व्यक्त केले जात आहे. पुणेकरांना पाणी वापराबाबत शिस्त अशी टीका याआधी बऱ्याच राजकीय व्यक्तीकडून केली जात होती. काही सामाजिक संस्था देखील यात आघाडीवर आहेत. त्यामुळे आता पुणे महापालिकेच्या पाणीपुरवठा विभागाला (PMC Pune Water Supply Department) देखील वाटू लागले आहे कि पुणेकरांना पाणी वापराची शिस्त लावणे गरजेचे आहे. याबाबत छावा स्वराज्य सामाजिक संस्थेचे अध्यक्ष रामेश्वर घायतिडक यांनी महापालिका पाणीपुरवठा विभागाकडे तक्रार केली होती. पुणेकरांकडून बऱ्याच ठिकाणी पाणी वापर योग्य पद्धतीने होत नाही, त्यामुळे महापालिका प्रशासनाकडून पुणेकरांना शिस्त लावण्याचे काम हाती घ्यावे. असे तक्रारीत म्हटले होते. त्यानुसार पाणीपुरवठा विभाग प्रमुखांनी याबाबतचे आदेश काढले आहेत. पर्वती, लष्कर, एसएनडीटीच्या अधिक्षक अभियंता हे आदेश देण्यात आले आहेत. त्यात म्हटले आहे कि पुणेकरांना पाणी वापराबाबतची शिस्त लावण्यात यावी.  पाणीपुरवठा विभाग प्रमुखाच्या आदेशाला पुणेकर कितपत स्वीकारणार हे पाहणे महत्वाचे ठरणार आहे.

Moreover, some of the properties there is also given on rental basis. However, property tax is still not being paid by Metro to Pune Municipal Corporation. The Pune Municipal Corporation has asked the Metro for all the information regarding the station. The Pune municipal corporation has been following up for a year. However, the municipal corporation has not been informed. Therefore, the municipality cannot assess the property tax. As a result, the municipality is suffering financial loss. Metro Rail Stations have been commissioned within the limits of Pune Municipal Corporation (PMC Pune). Central government property is assessed on capital value as per the government decision issued by the central government. Also state government revenue is levied on floor area (FSI). Service charge of Pune Municipal Corporation is required. Accordingly, the Municipal Corporation has informed the Metro in 2022 to submit the complete information like metro station name, area in use, capital value etc. to the taxation office. However, no information has been received by the Municipal Corporation yet. Therefore, the Municipal Corporation again gave a reminder to Metro. Because the income is eligible for taxation, the levy of income tax is necessary. In this regard, it has been said in the letter that the tax department should be given complete information about the metro stations which are being expanded from time to time. But Pune Metro has not given any response to the Municipal Corporation. This shows the indifference of Metro.

Pune Metro Property Tax | पुणे मेट्रो (Pune Metro) कडून काही मार्गांवर मेट्रो सुरु करण्यात आली आहे. त्यासाठी मेट्रो कडून जवळपास 11 मेट्रो स्टेशन (Pune Metro Station) बांधण्यात आले आहेत. शिवाय तिथल्या काही मिळकती भाडे तत्वावर देखील दिल्या आहेत. असे असले तरी अजूनही मेट्रोकडून पुणे महापालिकेला (Pune Municipal Corporation) प्रॉपर्टी टॅक्स (Property tax) अदा केला जात नाही. स्टेशन बाबतची सर्व माहिती महापालिकेने मेट्रोला मागितली आहे. वर्षभरपासून महापालिकेचा पाठपुरावा सुरु आहे. तरीही महापालिकेला माहिती देण्यात आलेली नाही. त्यामुळे महापालिका कर निर्धारण करू शकत नाही. परिणामी महापालिकेचे आर्थिक नुकसान होत आहे. मेट्रो याबाबत गंभीर दखल घेणार का, असा प्रश्न महापालिकेकडून विचारला जात आहे. पुणे महानगरपालिकेच्या (PMC Pune) हद्दीत मेट्रो रेल स्टेशन कार्यान्वित करण्यात आलेले आहेत. केंद्र सरकारच्या मिळकतींची आकारणी केंद्र शासनाने निर्गमित केलेल्या शासन निर्णयानुसार भांडवली मूल्यावर (Capital Value) केली जाते. तसेच राज्य शासनाच्या मिळकतींची आकारणी चटई क्षेत्रावर (FSI) केली जाते. या कामी पुणे महानगरपालिकेच्या हद्दीतील कार्यान्वित मेट्रो रेल स्टेशन मिळकतीना पुणे
महानगरपालिकेचे (Pune Municipal Corporation) सेवाशुल्क आकारणी करणे आवश्यक आहे. त्याअनुषंगाने मेट्रो स्टेशनचे नाव, वापरातील क्षेत्रफळ, भांडवली मूल्य इत्यादी संपूर्ण माहिती कर आकारणी कार्यालयाकडे सादर करणेबाबत महापालिकेकडून मेट्रोला 2022 मध्ये  कळविण्यात आलेले आहे. तथापि, अद्याप कोणतीही माहिती महापालिकेला प्राप्त झालेली नाही. त्यामुळे महापालिकेने  पुन्हा मेट्रोला स्मरणपत्र दिले. कारण  मिळकती आकारणीसाठी पात्र असल्याने मिळकत कर आकारणी आवश्यक आहे. याबाबत वेळोवेळी विस्तारीत होणाऱ्या मेट्रो स्टेशन बाबतची संपूर्ण माहिती टॅक्स विभागाला द्यावी असे पत्रात म्हटले आहे. मात्र पुणे मेट्रोने महापालिकेला कसलाही प्रतिसाद दिलेला नाही. यावरून मेट्रोची उदासीनता दिसून येत आहे.

Pune PMC Property Tax |  पुणे | पुणे महापालिकेच्या मिळकत कर विभागाकडून (PMC Property tax Department) कर वसुलीवर जोर देण्यात आला आहे. विविध कारणामुळे पुणेकर टॅक्स भरण्याबाबत उदासीन आहेत. त्यामुळे वसुली करण्यासाठी उपाय करण्यात येत आहेत. याचाच भाग म्हणून विभाग प्रमुखांनी खात्यातील 30 विभागीय पेठ निरीक्षकांना (DI) प्रत्येक दिवशी किमान 50 व्यावसायिक मिळकती (Commercial Properties) सील करण्याचे उद्दिष्ट्य दिले आहे. त्यानुसार 16-20 मिळकती सील करण्यात येत आहेत. दरम्यान आता या सील केल्या मिळकतीचा लिलाव केला जाणार आहे. अशी माहिती मिळकतकर विभागाकडून देण्यात आली. महापालिकेच्या कर संकलन विभागाला चालू आर्थिक वर्षात 1400 कोटी हुन अधिक उत्पन्न मिळाले आहे. मात्र महापालिका आयुक्तांनी दिलेले उद्दिष्ट पूर्ण करण्यात मात्र विभागाला बऱ्याच अडचणींचा सामना करावा लागतो आहे. कारण समाविष्ट गावांतील नागरिक मिळकतकर भरण्यास टाळाटाळ करत आहेत. तसेच व्यावसायिक मिळकत धारक देखील टॅक्स भरत नाहीत. या नागरिकांना अपेक्षित आहे कि महापालिका अभय योजना राबवेल. मात्र प्रशासनाची अशी कुठलीही भूमिका सध्या दिसून येत नाही. विभाग प्रमुखानी खात्याला जास्तीत जास्त वसूली करण्याबाबत आदेश दिले आहेत. विभागीय निरीक्षक (DI) आणि पेठ निरीक्षक (SI) यांना यासाठी कर्मचारी देखील उपलब्ध करून देण्यात आले आहेत. त्यानुसार प्रत्येक दिवशी किमान 50 व्यावसायिक मिळकती करण्याचे आदेश दिले आहेत. मात्र हे करताना टॅक्स विभागातील कर्मचाऱ्यांची चांगलीच दमछाक होत आहे. नागरिक टॅक्स करण्याबाबत उदासीन दिसताहेत. तसेच काही ठिकाणी कोर्ट केसेस असल्याने अडचणी येत आहेत. तरीही दररोज 15-17 मिळकती सील केल्या जात आहेत. तसेच विभागप्रमुखानी बिल्डर करून भोगवटा पत्र लवकरात लवकर भरून घेण्याचे आदेश दिले आहेत. यामुळे काही काळाने का होईना उत्पन्न वाढेल, असा विभागाला विश्वास आहे. दरम्यान मिळकतकर विभाग आता या सील केलेल्या प्रॉपर्टीचा लिलाव करणार आहे. याआधी महापालिकेने कात्रज भागात लिलाव केला होता. त्यामधून महापालिकेला 4 कोटीहून अधिक उत्पन्न मिळाले होते. त्यानुसार महापालिका या सील केलेल्या मिळकती लिलावासाठी काढणार आहे. त्यातून महापालिकेला चांगले उत्पन्न मिळण्याची शक्यता आहे. असे विभागाकडून सांगण्यात आले.

City task force of PMC Pune has not been established even after 6 months after the order of the state government

 City Task Force |  Equal Water Distribution Scheme is being implemented on behalf of Pune Municipal Corporation. This scheme is included in the government’s Amrut 2.0 campaign.  For the effective implementation of this plan, an order was given on behalf of the state government to establish a City Task Force.  However, even after 6 months have passed since the order, CTF has not been established on behalf of the Municipal Corporation.  In this regard, the government has once again ordered the formation of CTF.  (Pune Municipal Corporation)
  Amrit 2.0 campaign is being promoted in the state.  One of the major objectives of the scheme is to achieve 100% self-sufficiency in water supply by providing tap connections to all households in the city.  As per the order of the Central Government, instructions were given regarding formation of State Task Force-STF for 24 x 7 water supply scheme under Amrit 2.0 Mission.  According to the government decision, it is mandatory to form a City Task Force (CTF) at your city level.  According to this order was given on March 17.
 The campaign focuses on achieving operational results through project implementation under Amrit 2.0
 will be  While designing the project, it should be ensured that informal settlements and low income group households are properly considered. In Amrit cities, 24 x 7 water supply projects with tap facility can be taken up.  come on
 Projects include at least one ward or a District Metering Area (DMA) of at least 2,000 households should be included in the manner.
Accordingly it was ordered by the government that an action plan for 24 x 7 water supply in at least one ward or district metering area (DMA) having at least 2,000 households should be submitted to the State Level Task Force (STF).  But Pune Municipal Corporation has not taken any action on this.  Therefore, the government has once again issued a reminder and ordered to submit the information.
