PMC Pune Flyover | पुणे | पुणे महापालिकेच्या वतीने सिंहगड रोडवरील दांडेकर पूल (Dandekar Pul Sinhgadh Road) या ठिकाणी आणि संगमवाडी बिंदू माधव ठाकरे चौकात (Sangamwadi Bindu Madhav Thackeray Chowk) ग्रेड सेपरेटर/ उड्डाणपूल उभारण्यात येणार आहे. या कामासाठी सल्लागाराची (Consultant) नियुक्ती केली जाणार आहे. याबाबतचा प्रस्ताव स्थायी समिती (PMC Standing Committee) समोर ठेवण्यात आला आहे. स्थायी समितीच्या प्रस्तावानुसार दांडेकर पूल परिसरात जो उड्डाणपूल उभारण्यात येणार आहे, त्याच्या प्री आणि पोस्ट टेंडर ऍक्टिव्हिटी आणि प्रत्यक्ष कामावर देखरेख ठेवण्यासाठी सल्लागार नेमण्यात येणार आहे. याबाबत प्रकल्प विभागाकडून (PMC Project Department) टेंडर प्रक्रिया लागू करण्यात आली होती. यात सबडक्शन झोन यांचा सर्वात कमी दर म्हणजे प्रकल्पीय रकमेच्या 1.110% दर आला आहे. त्यामुळे या कंपनीला काम देण्याबाबत खात्याने शिफारस केली आहे. यात प्री टेंडर फी 0.5% आणि पोस्ट टेंडर फी 0.61% अशी रक्कम दिली जाणार आहे. यासाठी एकूण 40 कोटींची निविदा प्रक्रिया राबवली जाणार आहे.
त्याचप्रमाणे संगमवाडी बिंदू माधव ठाकरे चौकात देखील उड्डाणपूल बांधण्यात येणार आहे. त्याच्या प्री आणि पोस्ट टेंडर ऍक्टिव्हिटी आणि प्रत्यक्ष कामावर देखरेख ठेवण्यासाठी सल्लागार नेमण्यात येणार आहे. याबाबत प्रकल्प विभागाकडून टेंडर प्रक्रिया लागू करण्यात आली होती. यात सोविल लिमिटेड  यांचा सर्वात कमी दर म्हणजे प्रकल्पीय रकमेच्या 1.10% दर आला आहे. यासाठी 8 निविदा आल्या होत्या. या कामासाठी देखील 40 कोटींची निविदा प्रक्रिया राबवली जाणार आहे.

PEHEL 2024 Pune PMC | 53 tonnes of e-waste and plastic Waste accumulated in 4 hours

 PEHEL 2024 Pune PMC |  On behalf of Pune Municipal Corporation (PMC) and social organizations in the city, ‘PEHEL-2024’ city level e-waste and plastic collection campaign was implemented on Sunday.  53 tonnes of e-waste and plastic were collected.This information was given on behalf of Municipal Solid Waste Management Department (PMC Solid Waste Management Department).(Pune PMC News)
 On the occasion of the birth anniversary of Sant Gadge Maharaj, Pune Municipal Corporation, Cummins India Foundation, KPIT, Purnam Ecovision Foundation and social organizations of Pune organized a city level e-waste and plastic collection campaign ‘PEHEL-2024’ on February 25 during Environment Week.  The campaign was inaugurated by the chief guest musician Dr.  Salil Kulkarni and Dr.  Dr. Kunal Khemnar, Pune Municipal Additional Commissioner.  It was held at Shyamaprasad Mukherjee Park.  (Pune Municipal Corporation Latest News)
 The program was graced by Deputy Commissioner Solid Waste Management Sandeep Kadam, Cummins India Foundation CSR Head Saujanya Veguru, KPIT CSR Head Tushar Juvekar, Aadar Poonawala Clean City Initiative Shri.  Malhar Karwande, Purnam Ecovision Foundation Director Atul Kshirsagar and CEO Dr.  Rajesh Manerikar, former corporator Madhuri Sahasrabuddhe, municipal assistant health officer Dr.  Ketaki Ghatge was present on this occasion.
 Around 1200 volunteers from different organizations, companies and colleges conducted public awareness experiments on 18th to 24th February, among all citizens under the campaign.  Public awareness through street plays, games, square meetings, leaflets were distributed.  A large number of e-waste and plastic was collected at 415 collection centers set up by volunteers during this campaign from 9 am to 1 pm with great response.
   A total of about 7500 people gave their household waste to the center through the campaign.  Around 53 tonnes of waste has been collected this time, including 40 tonnes of e-waste and 13 tonnes of plastic waste.  Recoverable computers and laptops from the collected e-waste will be repaired and delivered to the needy schools and students.  The remaining e-waste and plastic waste will be disposed of scientifically by government approved recyclers.  This was said on behalf of the solid waste department.

Pune Sewage Treatmet plant | महाराष्ट्र प्रदूषण नियंत्रण मंडळाने (MPCB) राज्यातील सर्व महानगरपालिकांना मार्गदर्शक तत्वे जारी केली आहेत. ज्यात असे नमूद केले आहे की, एकूण बांधकाम क्षेत्र 20000 चौरस मीटरपेक्षा कमी आहे आणि दररोज 10(CMD) क्यूबिक मीटरपेक्षा जास्त घरगुती सांडपाणी (Sewage Water) निर्माण केल्यास सांडपाण्यावर प्रक्रिया करण्यासाठी सांडपाणी प्रक्रिया प्रकल्प (STP Plant) बसविणे बंधनकारक राहील. त्यानुसार आपण आपल्या कार्यक्षेत्रातील सर्व बांधकाम व्यावसायिकांना त्वरित बंधनकारक करावे. अशी मागणी पर्यावरण सल्लागार राकेश धोत्रे (Rakesh Dhotre Enviornment Consultant) यांनी महापालिका आयुक्त विक्रम कुमार (PMC Commissioner Vikram Kumar) यांच्याकडे केली आहे.

 धोत्रे यांच्या निवेदनानुसार गेल्या काही वर्षांपासून पुणे शहर नदी प्रदूषणाने त्रस्त आहे.यामागील मुख्य कारण म्हणजे प्रक्रिया न केलेले सांडपाणी जलकुंभात आणि शेवटी नदीत जाते. हे देखील लक्षात घेण्यासारखे आहे की पारंपारिक उपचार सुविधा स्त्रोतावर 100% निकाल देत नाहीत. पुणे शहरातील मुख्यतः प्रक्रिया न केलेले सांडपाणी आणि काही प्रमाणात प्रक्रिया न केलेले औद्योगिक सांडपाणी नदीत प्रवेश करते. ज्यामुळे शेवटी नदीचे प्रदूषण होते. आणि विष्ठेतील जीवाणूंची संख्या जास्त असते, ज्यामुळे ते पाणी मानवी वापरासाठी अयोग्य बनते.

 

​आम्ही पर्यावरण सल्लागार म्हणून पुणे शहरातील निर्माण होणाऱ्या सांडपाण्यावर प्रक्रिया करण्यासाठी  SIBF उपचार प्रणाली उपलब्ध करून देण्याची स्थानिक प्राधिकरण म्हणून पुणे महानगरपालिकेला विनंती करीत आहोत. जेणेकरून नदी प्रदूषण रोखण्यास मदत होईल. असे धोत्रे यांनी आपल्या निवेदनात म्हटले आहे.

 According to Velankar’s statement, we read that the engineers of the road department conducted a walking survey of the roads (PMC Road Department Walking Survey).  It also read that the PMC will repair the speed breakers which are not as per the classical standards.  In fact all unscientific speed breakers must be removed in compliance with the 2005 order of the High Court.  According to us today in the entire city of Pune there is not a single speed breaker as per classical standards.  So our public challenge to road department is to show speed breakers as per standard in Pune city, we are offering a reward of Rs.100 for each such speed breaker.  (Pune PMC News)
 Velankar has further said that, in fact, the survey conducted by the engineers should be published on the municipal website immediately.  So that citizens can also verify its authenticity.  Also, steps should be taken to immediately remove all unscientific speed breakers in Pune to respect the order of the High Court.  Moreover, care should be taken that no speed breaker is constructed in an unscientific manner in the city.  It should also be ensured that the permission of the traffic police is required while constructing every speed breaker as per rules.  Velankar has also made such a demand.

PMC Deputy Commissioner Transfer | पुणे महापालिकेत (Pune Municipal Corporation (PMC) प्रतिनियुक्ती (Deputation) वर आलेले सामान्य प्रशासन विभागाचे उपायुक्त सचिन इथापे (Sachin Ithape) आणि कर संकलन व कर आकारणी विभागाचे प्रमुख तथा उपायुक्त अजित देशमुख (Ajit Deshmukh) यांची सरकारकडून बदली करण्यात आली आहे. लोकसभा निवडणुकीच्या (Loksabha Election 2024) पार्श्वभूमीवर या बदल्या सरकारकडून करण्यात आल्या आहेत.
राज्य सरकारच्या वतीने लोकसभा निवडणूक 2024 च्या अनुषंगाने उपजिल्हाधिकारी संवर्गातील अधिकाऱ्यांची बदलीने पदस्थापना करण्यात आली आहे. यामध्ये राज्यातील 41 अधिकाऱ्यांचा समावेश आहे. त्यात पुणे महापालिकेत असणाऱ्या या दोघांचा समावेश आहे. या दोघांच्या प्रतिनियुक्तीच्या सेवा संपुष्ठात आणल्या आहेत. सचिन इथापे यांची सोलापूर जिल्ह्यातील पंढरपूर इथे उपविभागीय अधिकारी या रिक्त पदावर नियुक्त करण्यात आले आहे. तर अजित देशमुख यांना उपजिल्हाधिकारी (भूसंपादन) मुंबई शहर या पदावर नियुक्त करण्यात आले आहे.

– अजित देशमुख यांचा सरकारनेच वाढवला होता कालावधी

पुणे महापालिकेचे कर आकारणी आणि कर संकलन विभाग प्रमुख (PMC Property Tax Department) तथा उपायुक्त अजित देशमुख (Deputy Commissioner Ajit Deshmukh) यांना पुणे महापालिकेत (PMC Pune) नुकतीच एक वर्षाची मुदतवाढ देण्यात आली होता. देशमुख यांचा कार्यकाळ 15 डिसेम्बर 2023 ला समाप्त होत होता. 15 डिसेंबर 2020 ला देशमुख हे पुणे महापालिकेत रुजू झाले होते. त्यांना पुणे महापालिकेत 3 वर्ष झाली होती. त्यामुळे  काम करण्यासाठी त्यांनी सरकारकडे कालावधी वाढवून देण्याची मागणी केली होती. त्यानुसार सरकारने त्यांना 1 वर्षाची मुदतवाढ दिली होती. मात्र कालावधी संपण्याच्या आतच त्यांची बदली करण्यात आली आहे.
देशमुख यांनी मिळकतकर विभागाच्या घनकचरा व्यवस्थापन विभागात काम केले. त्यांची कामाचे चांगले कौतुक झाले होते. कारण घनकचरा विभागात त्यांनी घनकचऱ्याचे व्यवस्थित व्यवस्थापन केले होते. तसेच वेगवेगळे प्रकल्प देखील यशस्वी करून दाखवले. त्यामुळे महापालिका आयुक्तांनी त्यांना मिळकत कर विभागाची जबाबदारी दिली. तिथेही त्यांनी चांगले काम करून दाखवत महापालिकेला चांगले उत्पन्न मिळवून दिले.

– उपायुक्त इथापे यांच्या काळात भरती प्रक्रिया यशस्वी

उपायुक्त सचिन इथापे हे महापालिकेत सामान्य प्रशासन विभागाचे उपायुक्त म्हणून रुजू झाल्यापासून त्यांच्या काळात खूप चांगले निर्णय घेतले गेले. खासकरून महापालिकेतील दोन भरती प्रक्रिया त्यांनी चांगल्या पद्धतीने हाताळल्या आणि यशस्वी करून दाखवल्या. कारण महापालिकेतील भरती प्रक्रिया बऱ्याच काळापासून रखडल्या होत्या. त्यांच्या या कामाचे चांगलेच कौतुक झाले.

 Alandi Nagar Parishad |  Alandi City is supplied with water from Pune Municipal Corporation (PMC) Bhama Askhed Project from the center at Kurli. At present, water is supplied to the city once a day.  Due to low levels, pumping has to be stopped frequently and filling of water tanks is delayed. This is affecting the entire water distribution of the city. Therefore, the flow of water to the city should be increased. Alandi Nagar Parishad CEO Kailas Kendra has requested Pune Municipal Commissioner Vikram.  Kumar (Vikram Kumar PMC Commissioner).
 According to the letter of the Alandi Municipal Council, the Alandi Municipal Council has installed a flow meter (water meter) of Cronymarshal vibration as per the instructions of the Pune Municipal Corporation last week.  In this, the water supply to the city is 314 to 315 m3/h.  The city is getting 7 to 7.5 mld water (raw water) in 24 hours.  As the flow of water is low, the pumping has to be stopped frequently.  This has affected the water supply of the entire city.  At present, the city is getting water supply once in three to four days for at least 1 hour.  As a result, the water supply plan of the city has been disrupted and complaints are being received in the office here daily from citizens and office bearers of Alandi city.
 Alandi Municipal Council is a “C” Class Municipal Council and the financial condition of the Municipal Council is bad.  The water charges of Pune Municipal Corporation’s Bhama Askhed Scheme are paid from the municipal funds.  Currently due to lack of available funds in the municipal council fund, it is facing difficulties in paying the dues for the past few months.  However, the Municipal Council is trying to pay the dues as soon as the funds become available.  In installment payments
 A check of Rs.20,51,861/- has been issued recently.  Therefore, the flow should be increased so that the city can be supplied with water at least every other day.  Such a demand has been made on behalf of the municipal council.

 PMC Employees Promotion |  The Pune Municipal Corporation (PMC) administration has released the draft seniority list for promotion to senior clerks and employees of various cadres. Suggestions and objections have been invited.  Strong objections have been raised regarding the employees who came to the municipal corporation from the included villages and were recruited from the education board. There is no departmental exam, no degree, no typing, but they were given top position in the seniority list. The employees have alleged that the employees in the top list and the administration  The original employees have also raised the question whether there is any satelote.(Pune PMC News)
 The original employees have raised the question that what and when the date of birth, service period, qualification of the employees included in the above list was taken?  These employees have no typing, no degree, no departmental exam, yet given higher position.  Is the rule applicable only to the original employees of the municipal corporation?  This question has also been raised by the employees.  (Pune Municipal Corporation News)
 The employees have objected that the servants who have now joined the municipality after 2021, are drawing a lump sum salary, who have not yet been fixed the pay scale, have not even passed the departmental examination.  That is, not yet fully included, they are also given a higher position in the seniority list.
 Actually gram sevak is the highest officer of senior clerk rank in gram panchayat.  He has appointed Administrative Officers, Superintendents, Deputy Superintendents with the approval of Sarpanch.  There is no promotion committee, roster point list, designation, departmental examination, qualification approval as per government rules.  These people are appointed and promoted to senior posts only by village panchayat resolution in 1 to 5 years.  Despite this, the administration is in a position to accommodate them directly in the position they have.  The employees have strongly objected to this.
 It takes 10-12 years from a junior clerk to become a senior employee of Pune Municipal Corporation.  Various trainings and exams are required.  Even knowing all these facts, the speculation of taking these gram panchayat servants directly to senior posts is going to be a big deal.  Such a direct and serious allegation has been made by the employees.
 Only 3-4 clerks and below sevaks per one lakh population of Gram Panchayat are acceptable to Govt.G.R.  But here the backdated entries of promotion have been made at night by deciding the appointment of 30-30 clerk and above.  Some gram panchayats have total number of servants more than 150.  This number is illegal according to Govt. GR and proportional to the population of Pune city.  With all this confusion, how does the administration top the list?  This question has been raised by the employees.
 The employees expressed their intention to take maximum written objections in this regard.  Also, if General Administration Department and Additional Commissioner do not approve, this question will be raised before Municipal Commissioner.  Employees have taken such a role.

PMC Illegal Construction Action | पाषाण येथे HEMRL च्या प्रतिबंधित क्षेत्रातील विनापरवाना फर्म हाऊस वर कारवाई करण्यात आली. यावेळी 1500 चौरस फुट मापाचे RCC चे सुरू असलेले पक्के बांधकाम जमीनदोस्त करण्यात आले. (Pune Municipal Corporation (PMC)

11 ते 12 बांधकामांना नोटिस देण्यात आली असून त्यावर पुढील आठवड्यात कारवाई करण्यात येणार आहे. यातील काही मिळकत चे मालकांनी नी में. उच्च न्यायालय कडून स्थगिती आदेश प्राप्त केले आहेत. स्थगिती आदेश उठल्यावर त्यावरही कारवाई केली जाणार आहे. असे उप अभियंता सुनिल कदम यांनी सांगितले.
