PMC Laigude Hospital Privatization – (The Karbhari news Service) – सिंहगड रोडवरील लायगुडे हॉस्पिटलचे खासगीकरण करण्याचा घाट पुणे मनपा (Pune Municipal Corporation (PMC)ने घातला आहे, असा आरोप शिवसेना खडकवासला पदाधिकाऱ्यांनी केला आहे. हे हॉस्पिटल खासगी संस्थेला देण्याच्या प्रयत्नाचा शिवसेना खडकवासला पदाधिकाऱ्यांनी हॉस्पिटल समोर निदर्शने करून निषेध व्यक्त केला व भविष्यात असा प्रयत्न केल्यास नागरिकांचे सहभागाने तिव्र आंदोलन कारण्याचा इशारा देण्यात आला. २०१९ सालापासून काही लोक यासाठी प्रयत्न करीत आहेत. या भागातील सर्वसामान्य नागरिकांना एकमेव या हॉस्पिटलचा आधार आहे. सर्वसामान्य लोकांना याठिकाणी मोफत उपचार मिळत आहेत. नवीन समाविष्ट गावातील खडकवासला, किरकटवाडी, नांदोशी, नांदेड व धायरी या भागातील लोक उपचारासाठी या ठिकाणी येत असतात. कोविड काळात अनेक रुग्णांवर उपचार करण्यात आले व कोविड सेंटर देखील सुरु होते. त्याचा अनेक नागरिकांना उपयोग झाला.

दोन वर्षापासून  येथील ऑपरेशन थेटर साठी आलेली मशीनरी पडून आहे. ती उभारण्यात आलेली नाही. चांगल्या सुस्थितील साहित्य भंगारात काढण्यात येत आहे असा आरोप करण्यात आला.

PMC Water Tanker- (The Karbhari News Service) – Tankers are provided by Pune Municipal Corporation (PMC) in newly incorporated villages as well as in old areas where water is scarce. These tankers are provided completely free of charge. However, as per the complaint received from the citizens, it has been pointed out that the concerned tanker driver or drivers are demanding money for the said tanker.(PMC Water Supply Department)

Therefore, the Municipal Corporation has appealed to the citizens that in such cases, no money should be given to the tanker driver, driver or any other related person. If money is demanded in any way, the said tanker number, name of concerned person, name of complainant, address, telephone number including Pune Municipal Corporation toll free number 18001030222 and WhatsApp
Complaint should be made on mobile number 8888251001 or download PMC CARE App and file complaint with photo and proof. The complaint will be taken into consideration immediately through the Pune Municipal Corporation administration. This was said on behalf of the water supply department.

PMC Water Tanker- (The Karbhari News Service) – पुणे महानगरपालिकेमधील (Pune Municipal Corporation (PMC) नवीन समाविष्ट गावांमध्ये तसेच, जुन्या हद्दीतील ज्या ठिकाणी पाण्याचा तुटवडा आहे त्या ठिकाणी पुणे महानगरपालिकेमार्फत टँकर दिले जातात. हे टँकर पूर्णपणे मोफत दिले जातात. यासाठी कोणतेही शुल्क आकारण्यात येत नाही. तथापि,  नागरिकांकडून प्राप्त तक्रारीनुसार संबंधित टँकर चालक किंवा ड्रायव्हर सदर टँकरकरिता पैसे मागत असल्याचे निदर्शनास आले आहे. त्यामुळे महापालिकेने नागरिकांना असे आवाहन केले आहे की, अशा प्रकरणी टँकर चालक, ड्रायव्हर किंवा तदनुषंगिक अन्य व्यक्तीस पैसे देण्यात येवू नयेत. कोणत्याही प्रकारे पैशाची मागणी केल्यास सदर टँकर क्रमांक, संबंधित व्यक्तीचे नाव, तक्रारदाराचे नाव, पत्ता, दूरध्वनी क्रमांकासह पुणे महानगरपालिकेचा टोल फ्री क्रमांक १८००१०३०२२२ व व्हॉट्सॲप
मोबाईल क्रमांक ८८८८२५१००१ वर तक्रार करण्यात यावी किंवा PMC CARE App डाउनलोड करुन त्यावर फोटो आणि पुराव्यासह तक्रार नोंदवावी.  तक्रारीची पुणे महानगरपालिका प्रशासनामार्फत तात्काळ दखल घेण्यात येईल. असे पाणीपुरवठा विभागाच्या वतीने सांगण्यात आले.

Baner-Balewadi Water Issue – (The Karbhari News Service) – There was a huge water problem in Baner, Balewadi and Warje areas of Pune Municipal Corporation (PMC). Due to the work done under the scheme (24*7 equivalent Water Project) the citizens are now getting enough water. Moreover, the complaints of the citizens are also addressed promptly and the problem is resolved. So the citizens are appreciating the municipal water supply department and the L and T company. The water issue in Baner, Balewadi and Warje areas had reached the High Court. Citizens were shocked as citizens were not getting equal water. Politicians were also following up on this.

Meanwhile, the Municipal Water Supply Department decided to implement the same water supply scheme through L&T in this area in a good manner. Accordingly, the Municipal Corporation provided water to the citizens by laying pipelines at the required places. Also employees of the concerned company were made available to resolve the complaints of the citizens. These employees are supplying according to the demand of citizens. Therefore, the water problem in the area has been solved. The municipal administration and L&T company are being appreciated by the citizens and society in the area. So the municipality is also satisfied now.

A proposal in this regard has been prepared by the Security Department and it has been sent to the General Administration Department. The process will be started soon. Sources of the Municipal Corporation gave this information. Last year also, the municipal corporation hired 100 security guards.

A large number of unauthorized constructions are taking place in the city of Pune and it is necessary to evict them.
At the same time, encroachments on the footpath are increasing and it is necessary to remove them as per the traffic planning. Pune Municipal Corporation is an “A” class municipal corporation and is included in the Smart City. Also, as 11 villages and 23 new villages have been included in Pune Municipal Corporation (PMC Pune) earlier, the area of ​​Pune Municipal Corporation has increased. Dr Ambedkar Jayanti 2024 – (The Karbhari News Service) – 14 एप्रिल अर्थात  भारतरत्न डॉ बाबासाहेब आंबेडकर (Bharatratna Dr Babasaheb Ambedkar) यांच्या जयंतीच्या निमित्ताने महापालिकेच्या वतीने पुणे स्टेशन परिसरात कार्यक्रम घेतला जातो. मात्र या तयारीची कामे ही 13 एप्रिलच्या मध्यरात्री पर्यंत चालतात. अधिकाऱ्यांच्या या कामाच्या पद्धती बाबत महापालिका आयुक्त डॉ राजेंद्र भोसले (Dr Rajendra Bhosale IAS) यांनी चांगलाच समाचार घेतला. तसेच सर्व मूलभूत सुविधा विषयक कामे 10 एप्रिल पर्यंत करण्याचे आदेश अधिकाऱ्यांना दिले. यानंतर महापालिका आयुक्तांनी विविध सूचना केल्या. पुतळा परिसरातील रेलिंग काढून तिथे नागरिकांना बसण्याची व्यवस्था करा. टँकर चे पाणी देण्यापेक्षा कुणी स्वयंसेवी संस्था पाणी देण्यास तयार आहे का, याची माहिती घ्या. टॉयलेट ची दुरवस्था असते. त्यात स्वच्छता ठेवण्याचा प्रयत्न करा. सर्व मूलभूत सुविधा द्या, असे सांगितले. तसेच दरवर्षी हा कार्यक्रम घेतला जातो हे माहित असताना जयंतीच्या आदल्या रात्री पर्यंत का कामे करत बसता, असा परखड सवाल करत ही कामे 10 एप्रिल पर्यंत पूर्ण करण्याचे आदेश दिले.

| मोबाईल बंद ठेवाल तर कारवाई करू – आयुक्त

दरम्यान महापालिका आयुक्तांनी विविध अधिकाऱ्यांना जबाबदाऱ्या नेमून दिल्या आहेत. त्यांनी सर्व कामे पार पाडायची आहेत. ऐन वेळेला कुणी अधिकारी अथवा कर्मचाऱ्याने फोन बंद ठेवला तर त्यावर कारवाई करू. असा इशारा देखील आयुक्त डॉ भोसले यांनी दिला.

2300 crore revenue to Pune Municipal Corporation from Building Permission development Charges

PMC Building Development Permissions – (The Karbhari News Service) – Pune Municipal Corporation has received a revenue of around 2300 crores from building development fee (Pune Municipal Corporation Building Permission Department). This revenue has been received from 1 April 2023 to 28 March 2024. For the first time in the history of the Municipal Corporation, the PMC Development Charges have reached this level. Because the PMC Property Tax Department has also been overtaken by the Construction Department. 2273 crore has been received by the Income Tax Department. Therefore, the construction and development fee has become the largest source of income for the municipality. It is considered so. (Pune Municipal Corporation (PMC)

As many as 1773 new construction works have been given permission by the construction department during this year. Income tax was considered to be the only main source of income. However, this is the first time that the construction development department has reached the milestone of record income.

Land development charges, construction development charges and various premium charges, etc. under approval of construction development proposals within Pune Municipal Corporation limits. Fees are collected. The amount collected for land development fee and construction development fee is collected for the government. Also additional mat area, Pune Infrastructure Fund, special buildings, e.g. I.T. Building, T. O. D. Buildings in the area etc. F. to be submitted for similar proposal. S. i. 50:50 or as mentioned in the rules, the fees are deposited with the Govt.

PMC Deputy Commissioner – (The Karbhari News Service) – 4 Deputy Commissioners of Pune Municipal Corporation (PMC) have recently been transferred. These transfers have been made in the background of the Loksabha Election 2024. Meanwhile, these posts have become vacant. Also, their duties had to be given to other officers. Accordingly, the Municipal Corporation Commissioner Dr Rajendra Bhosale (IAS) has given additional charge to Deputy Commissioner who is currently working.Such orders have been issued.(Pune PMC News)

As per the order issued by Municipal Commissioner, Deputy Commissioner Mahesh Patil has been given additional charge of Election Department, Social Media Cell, Cultural Department and Information and Public Relations Department. Patil currently holds the charge of Vigilance Department, Disaster Management Department and Property and Management Department.

Additional charge of Circle No. 4 has been given to Deputy Commissioner Jayant Bhosekar. Bhosekar is currently in charge of Motor Vehicles Department and Backward Classes Department.

Additional charge of Circle 2 has been given to Deputy Commissioner Ganesh Sonune. Sonune currently holds the charge of Central Warehouse Department and Disaster Management Department.

Deputy Commissioner Sanjay Shinde has been given the responsibility of circle number 3.

| ठेकेदार आणि कर्मचाऱ्यांना रात्री 3 वाजेपर्यंत महापालिकेत ठोकावा लागला मुक्काम

PMC IWMS System – (The Karbhari News Service) – पुणे महानगरपालिकेमार्फत (Pune Municipal Corporation (PMC) अंदाजपत्रकिय तरतुदी नुसार विविध विभागांमार्फत प्रकल्पीय, भांडवलीय आणि महसुली कामे निविदा प्रक्रियेतून (Tender Process) केली जातात. या  विकास कामांकरिता आणि बिले सादर करण्यासाठी सुधारित संगणक प्रणाली (Intelligent Works Management System ) वापरण्यास सुरुवात झाली आहे. मात्र ही यंत्रणा खिळखिळी असल्याचे समोर आले आहे. कारण यंत्रणेतील त्रुटींचा महापालिका कर्मचारी आणि ठेकेदारांना फटका बसला. परिणामी या लोकांना गुरुवारी रात्री 3 वाजेपर्यंत महापालिकेत मुक्काम करावा लागला. या यंत्रणेत सुधारणा करण्याची मागणी ठेकेदार संघटनेकडून करण्यात आली आहे. पुणे महानगरपालिकेतील (PMC Pune) विविध विभागामार्फत विकसित होणाऱ्या विकास कामांचे निविदा मान्यतेचे डॉकेट IWMS सॉफ्टवेअर मार्फतच करण्यात यावे. तसेच ऑडीट व दक्षता विभागाकरिता तयार करण्यात आलेल्या चेकलिस्ट पूर्णपणे भरणेची जबाबदारी ज्या विभागामार्फत डॉकेट मान्येतेसाठी सादर करण्यात येते त्या विभागातील संबधित कनिष्ठ अभियंता यांची राहील. असे आदेश महापालिका आयुक्तांनी दिले आहेत. तसेच सर्व विकास कामांचे पूर्वगणक पत्रक ( पु.ग.प.), जी. आय. एस. मॅपिंग, प्रशासकीय मान्यता, लाँकिंग, तांत्रिक मान्यता, डीटीपी, निविदा जाहिरात, ऑडीट व दक्षता विभागाकरिता तयार करण्यात आलेल्या चेकलिस्ट, निविदा मान्यतेचे डॉकेट, कार्यादेश (वर्क ऑर्डर) आणि मोजमापक पुस्तके ( एम. बी.) इत्यादी कामे IWMS सॉफ्टवेअर मार्फतच करण्यात यावे. असेही आयुक्तांनी आपल्या आदेशात म्हटले होते. त्यानुसार ही यंत्रणा काम करत आहे. मात्र यात त्रुटी असल्याचे समोर आले आहे.

महापालिकेचे आर्थिक वर्ष रविवार ३१ मार्चला संपत आहे. परंतू शुक्रवारी गुड फ्रायडे आणि शनिवार आणि रविवार साप्ताहित सुट्टया असल्याने गुरुवारी महापालिकेमध्ये कामांच्या बिलांसाठी ठेकेदारांनी (PMC Contractor) गर्दी केली होती. परंतू IWMS मधील तांत्रिक अडचणींमुळे ठेकेदारांसह कर्मचार्‍यांनाही मानसिक त्रासाला सामोरे जावे लागले.

महापालिकेचे आर्थिक वर्ष ३१ मार्चला संपत आहे. अशातच गुरूवारी शेवटचा वर्कींग डे असल्याने मागील काही महिन्यांत महापालिकेची विविध कामे केलेले ठेकेदारांनी बिले सादर करण्यासाठी महापालिकेत गर्दी केली होती. यंदा प्रथमच महापालिकेने तयार केलेल्या ऑनलाईन सॉफ्टवेअरमध्ये म्हणजेच IWMS यंत्रणेत बिले सादर करायची असल्याने इंटरनेटमधील अडचणींमुळे व्यत्यय येत होता. तसेच सॉफ्टवेअरमध्येही काहीना काही तांत्रिक अडचणी येत होत्या. अशातच संध्याकाळी उशिरापर्यंत महापालिकेने कुठलिच मुदतवाढ न दिल्याने अनेकांना रात्री उशिरापर्यंत बिले सादर करण्यासाठी थांबून राहावे लागले. दरम्यान यंत्रणेतील त्रुटी तशाच आहेत. फक्त औपचारिक पद्धतीने बिले पूर्ण केली आहेत.

– IWMS यंत्रणेत या आढळल्या त्रुटी

1)  High speed internet लावले तरी IWMS चे काम खूप हळू होते
2) बिलांची रक्कम  मॅच होत नव्हती. रकमेत तफावत दिसून आली.
3) एकच computer operator होता.
4) अवघे एक Bill ची file पूर्ण करायला २ तास लागले.
5) M.B चे item एका क्रमवारीत आले नाही त्यामुळे त्याला rearrange करायला लागते.  त्यामुळे त्याला वेळ लागला.

महापालिकेची IWMS यंत्रणा योग्यच आहे. मात्र त्यातील काही त्रुटी दूर करणे गरजेचे आहे. फक्त ठेकेदारच नाही तर महापालिका कर्मचाऱ्यांना देखील यात त्रास सहन करावा लागला. त्यामुळे तांत्रिक अडचणी दूर कराव्या, अशी आमची महापालिका प्रशासनाकडे मागणी आहे.
