 PMC Solid Waste Management Special Scod  Vehicle  | पुणे महापालिका (Pune Municipal Corporation (PMC) हद्दी मध्ये घनकचरा व्यवस्थापन नियमावली (PMC Solid Waste Management Bylaws) लागू करण्यात आली आहे. त्या अनुषंगाने विविध कारवाई करणेकरिता भरारी पथकाच्या दळणवळण साठी व दंडात्मक कारवाई अधिक प्रभावीपणे करण्यासाठी घनकचरा व्यवस्थापन विभागामार्फत 4 स्पेशल स्कॉड व्हेईकल (Special Scod vehicle) ची खरेदी करण्यात आली आहे. त्याचे वितरण आज महापालिका आयुक्तांच्या (Pune Municipal Corporation commissioner) हस्ते करण्यात आले. आगामी काळात अजून 14 गाड्या खरेदी करण्यात येणार आहेत. दरम्यान या गाड्या दंडात्मक कारवाई प्रभावीपणे करणाऱ्या ४ क्षेत्रीय कार्यालय म्हणजे हडपसर-मुंडवा क्षेत्रीय कार्यालय (PMC Hadapsar Mundhva Ward office), कोथरूड-बावधन क्षेत्रीय कार्यालय (PMC Kothrud Bavdhan Ward office),  नगररोड- वडगावशेरी क्षेत्रीय कार्यालय (PMC Nagarrod Vadgaonsheri Ward office) आणि  प्लास्टिक स्कॉड मुख्य मनपा भवन (Plastic Scod PMC bhavan) कार्यालय यांना देण्यात आल्या आहेत. अशी माहिती विभागाचे उपायुक्त संदीप कदम (Deputy Commissioner of Pune Municipal Corporation Sandip Kadam) यांनी दिली. पुणे शहरात दैनंदिन कचरा निर्मिती (PMC Garbage Collection) २२०० ते २३०० मे. टन पर्यंत होत आहे. दैनंदिन निर्माण होणाऱ्या घनकचऱ्याचे व्यवस्थापन करणेकरिता केंद्र ल शासनामार्फत घनकचरा हाताळणी नियमावली २०१६ (PMC Solid Waste Management Bylaws 2026) निर्गमित केले आहे. नियमावली नुसार घनकचरा व्यवस्थापन निगडीत विविध नियमांचे पालन करणेकरिता क्षेत्रीय कार्यालय स्तरावर वेळोवेळी कारवाई करणे अनिवार्य आहे. यामध्ये प्रामुख्याने प्लास्टिक बॅन, क्रॉनिक स्पॉट, अॅटी स्पिटिंग, ओपन डम्पिंग, वेस्ट बर्निंग इ स्वरूपाच्या विविध कारवाईचा समावेश आहे. तसेच नव्याने समाविष्ठ ३४ गावांमध्ये घनकचरा व्यवस्थापन नियमावली २०१६ ची अंमलबजावणी करणे आवश्यक आहे. घनकचरा व्यवस्थापन विभागामार्फत 4 स्पेशल स्कॉड व्हेईकल ची खरेदी करण्यात आली आहे. त्याचे वितरण आज महापालिका आयुक्तांच्या हस्ते करण्यात आले

विविध कारवाई करणेकरिता दैनंदिन स्थळ पाहणी करणे आवश्यक आहे. या करिता क्षेत्रीय कार्यालय स्तरावर दळणवळण करिता पुरेशी यंत्रणा उपलब्ध नाही. सद्यस्थितीत सेवकांना त्यांचेकडील दुचाकी वाहनावर जाऊन कारवाई करावी लागते जेणेकरून कारवाई प्रभावी रित्या होत नाही तसेच मुख्य खात्याकडे देखील मोठ्या कारवाया करणेकरिता वाहन उपलब्ध होत नाही.

 कारवाई करणेकरिता प्रत्येक क्षेत्रीय कार्यालयास एक व मुख्य खात्यास तीन असे एकूण १८ वाहन खरेदी करण्यात येणार असून पुणे शहरामध्ये विविध स्तरावर घनकचरा व्यवस्थापनाशी निगडीत विविध कारवाया प्रभावीपणे करणे शक्य होणार आहे. केंद्र शासनामार्फत राबविण्यात येणाऱ्या स्वच्छ भारत अभियान मध्ये देखील पुणे शहराचे मानांकन वाढविणे करिता या उपक्रमअंतर्गत मदत होणार आहे. तसेच सेवकांना कारवाई करिता वाहने उपलब्ध करून दिल्यास त्यांचे मनोबल वाढून कारवाई प्रभावी रित्या होणेस मदत होईल व त्याचे दुरोगामी चांगले परिणाम होतील. त्यामुळे गाड्यांची खरेदी करण्यात आली आहे.
दंडात्मक कारवाई अधिक प्रभावीपणे करणे करिता पुणे महानगरपालिकेच्या घनकचरा व्यवस्थापन विभागामार्फत पहिल्या टप्यात ४ व दुसऱ्या टप्यात १४ अश्या एकूण १८ स्पेशल स्कॉड व्हेईकल खरेदी करण्यात येत आहेत. पहिल्या टप्यातील ४ गाड्यांचे वितरण आज करण्यात आले. तद्नंतर दुसऱ्या टप्यातील उर्वरित १४ गाड्यांचे वितरण क्षेत्रीय कार्यालयांना करण्यात येईल. या वेळी डॉ. कुणाल खेमनार अतिरिक्त महापालिका आयुक्त, संदिप कदम, उप आयुक्त घनकचरा व्यवस्थापन, जयंत भोसेकर, उप आयुक्त मोटार वाहन विभाग, प्रसाद काटकर, उप आयुक्त परिमंडळ क्र ४, सर्व महापालिका सहाय्यक आयुक्त, सर्व वरिष्ठ आरोग्य निरीक्षक व सर्व आरोग्य निरीक्षक उपस्थित होते. या गाड्यांद्वारे घनकचरा व्यवस्थापनाबाबत जनजागृती सुद्धा करण्यात येणार आहे. शहराच्या सार्वजनिक स्वच्छतेबद्दल जनजागृती करणे, वरील नियमांचे उल्लंघन करणाऱ्या नागरिकांचे प्रबोधन करणे तसेच वारंवार सूचना देऊनही उल्लंघन होत असेल तर प्रशासकीय शुल्क आकारणे या बाबी अधिक प्रभावी करणे शक्य होणार आहे.

Pune Municipal Corporation (PMC) Junior Engineer (Civil) Promotion | PMC Circular | पुणे महापालिका (Pune Municipal Corporation (PMC)) आस्थापनेवरील कार्यरत वर्ग 3 आणि वर्ग 4 च्या कर्मचाऱ्यांमधून (Class 3 and 4) अभियांत्रिकी संवर्गात (Engineering Cadre) कनिष्ठ अभियंता (स्थापत्य) (Junior Engineer (Civil)) या पदावर पदोन्नती (Promotion) देण्यात येणार आहे. त्यासाठी नवीन नियमानुसार कर्मचाऱ्यांना परीक्षा द्यावी लागणार आहे. महापालिका प्रशासनाने 28 जानेवारीला परीक्षा (Exam) घेण्याची तयारी केली होती. मात्र याविरोधात उमेदवारांनी उच्च न्यायालयात (High Court) याचिका दाखल केली होती. उच्च नायालयाने महापालिकेला आदेश केले होते कि याबाबतच्या अडचणी टाळण्यासाठी परीक्षा पुढे ढकलण्यात (Deferr)  यावी. तरीही प्रशासन परीक्षा घेण्यावर ठाम होते. मात्र महापालिका आयुक्तांशी झालेल्या चर्चेनंतर ही परीक्षा पुढे ढकलण्याचा निर्णय महापालिका प्रशासनाकडून घेण्यात आला आहे. पुढील तारीख कोर्टाच्या निर्णया नंतर ठरवली जाणार आहे. असा खुलासा महापालिका प्रशासनाकडून करण्यात आला.(Pune Municipal Corporation (PMC) Junior Engineer (civil) promotion)
पुणे महापालिकेच्या (Pune Municipal Corporation) आस्थापनेवरील कार्यकारी अभियंता (Executive Engineer) , उप अभियंता (Deputy Engineer) तसेच कनिष्ठ अभियंता (Junior Engineer) या पदांच्या नेमणुकीची पद्धत, टक्केवारी आणि अर्हता बदलण्याचा प्रस्ताव महापालिका आयुक्त यांच्याकडून राज्य सरकारकडे पाठवण्यात आला होता. याला नुकतीच राज्य सरकारने मान्यता दिली आहे. त्यानुसार आता कनिष्ठ अभियंता यांना 25% च्या ऐवजी 15% पदोन्नती ठेवण्यात आली आहे. त्या पदोन्नती साठी आता कर्मचाऱ्यांना परीक्षा द्यावी लागणार आहे. तर 75% च्या ऐवजी 85% सरळसेवा भरती करण्यात येणार आहे. त्यानुसार महापालिका प्रशासनाने परीक्षा घेण्याची तयारी केली होती. कनिष्ठ अभियंता (स्थापत्य) या पदावर पदोन्नती देण्यासाठी 5 वर्षाचा अनुभव आणि स्थापत्य ची पदवी किंवा पदविका असणे आवश्यक आहे. त्यानुसार 28 जानेवारीला ही परीक्षा घेतली जाणार होती.
दरम्यान काही उमेदवारांनी पाहिल्यापासूनच अशी परीक्षा घेण्याला विरोध होता. त त्यानुसार या उमेदवारांनी महापालिकेच्या विरोधात उच्च न्यायालयात धाव घेतली होती. त्यानुसार न्यायालयाने या उमेदवारांना दिलासा दिला आहे. न्यायालयाने म्हटले आहे कि याचिका दाखल करणाऱ्या उमेदवारांनी परीक्षा दिली नाही किंवा परीक्षा देऊन ते त्यात नापास झाले तरी प्रशासनाला या उमेदवारांना पदोन्नती साठी अपात्र करण्याचा अधिकार नाही. हा उमेदवारांना दिलासा मानला जात आहे. तसेच याबाबतच्या अडचणी टाळण्यासाठी महापालिकेने परीक्षा पुढे ढकलावी, असे कोर्टाने म्हटले आहे. मात्र महापालिका प्रशासन मात्र परीक्षा घेण्यावर ठाम होते. आम्ही ऐनवेळेला परीक्षा रद्द करणार नाही. असे प्रशासनाने म्हटले होते.
 मात्र महापालिका प्रशासनाने पुन्हा आपला निर्णय बदलला आहे. याबाबत महापालिका आयुक्तांशी चर्चा करण्यात आली आहे. महापालिका आयुक्तांच्या सूचनेनुसार ही परीक्षा पुढे ढकलण्याचा निर्णय घेण्यात आला आहे. परीक्षेची नवीन तारीख ही कोर्टाचा अंतिम निर्णय काय असेल, यावरून निश्चित केली जाईल, असे महापालिका प्रशासनाकडून सांगण्यात आले. यामुळे उमेदवारांना मात्र चांगलाच दिलासा मिळाला आहे.

  It is expected that the code of conduct for the upcoming Lok Sabha elections will be passed soon.  Loksabha elections are starting to sound.  Collector’s office has announced the final voter lists today.  The Municipal Commissioner has also ordered to complete the tenders and work orders for works with financial provisions in the municipal budget from 20 to 25 February.  A warning has been given to all the departments of the municipality that if the work order is not given within this period, if the provision lapses or if the work is not completed, the department will be responsible for it.  16.36 TMC water quota approved for Pune city
 PMC Pune Water Supply (PMC Pune Water Supply) is provided through the Pune Municipal Corporation to provide daily clean water to the population in proportion to the population within the city limits.  For this, the impure water is lifted from the project / dam under the jurisdiction of the Irrigation Department.  A total of 16.36 TMC of water quota has been approved for Pune Municipal Corporation limits of 11.6 TMC from Khadakwasla project, 0.34 TMC from Pavana river basin, and 2.67 TMC from Bhama Askhed project, 1.75 TMC for villages included in Pune Municipal Corporation.  As per the circular published by Maharashtra Water Resources Regulatory Authority (MWRRA) from time to time, the Pune Municipal Corporation has entered into an agreement with the Irrigation Department.  The water demand budget is submitted to the Irrigation Department during the prescribed period through the Pune Municipal Corporation and according to the water payment submitted by the Irrigation Department, the appropriate amount is paid by the Pune Municipality every year.  In this year’s water budget, only 12.82 TMC water quota has been approved.  (Pune Municipal Corporation Latest News)

 According to the letter given by the Pune Municipal Corporation to the Pune Irrigation Department regarding the industrial rate, the water demand has been recorded assuming the required LPCD for residential and non-residential buildings as per CPHEEO manual.  It does not propose water demand for process industries and industrial raw materials for the industrial component.  For the purpose of various types of water use, the Maharashtra Water Resources Regulatory Authority has announced the Thok Jaldar at the end of June 2022, which includes domestic water use and industrial water use (processing industries and raw materials).  It is being done and for the process industries and raw materials in the industrial unit

 Irrigation department and municipal administration had a joint hearing on this.  In this, the issue of industrial rate was settled.  The Irrigation Department had assured that further bills would be sent at domestic and commercial rates.  Meanwhile, the Irrigation Department did not give the minutes of this meeting to the Municipal Corporation despite repeated demands.  After that now the bills for the month of September and October have been sent at the industrial rate.  Patbandhare has demanded to pay 736 crores including the total arrears by removing the bills at the industrial rate.  This has again increased the headache of the municipal water supply department.  In the meantime, the water supply department of the municipal corporation said that the irrigation department will be asked for its answer.

| थकबाकी सहित 736 कोटी देण्याची पाटबंधारे विभागाची मागणी 

PMC Pune Vs Irrigation Department Pune |  | पुणे महानगरपालिकेच्या (Pune Municipal Corporation) पेयजल योजनाद्वारे (Water Treatment Plant) होणारा पाणीपुरवठा हा प्रतीमाणसी करण्यात येत असून औद्योगिक घटकामधील प्रक्रिया उद्योग व कच्चा माल यासाठी होत नाही. म्हणजेच महापालिका फक्त पिण्यासाठी (Domestic use) पाणी देते. असे असतानाही पाटबंधारे विभागाने (Department of Water Resources) डोमेस्टिक आणि वाणिज्यिक दराऐवजी  औद्योगिक दराने पुणे महानगरपालिकेस बिले सादर केलेले आहेत. थकबाकी सहित 736 कोटी देण्याची मागणी पाटबंधारे विभागाने महापालिकेकडे केली आहे. महापालिका मात्र पाटबंधारे विभागाच्या या भूमिकेने आश्चर्यचकित झाली आहे. कारण औद्योगिक दराने बिलाबाबतचा मुद्दा निकाली काढण्यात आला होता. शिवाय औद्योगिक दराने बिल आकारले जाणार नाही. असे आश्वासन सप्टेंबर 2003  च्या बैठकीत पाटबंधारे ने दिले होते. असे असतानाही सप्टेंबर आणि ऑक्टोबर महिन्याची बिले औद्योगिक दराने काढून एकूण थकबाकी सहित 736 कोटी देण्याची मागणी पाटबंधारे ने केली आहे. यामुळे महापालिका पाणीपुरवठा विभागाची पुन्हा डोकेदुखी वाढली आहे.  (PMC Pune Vs Pune Irrigation Department)
पुणे शहरासाठी 16.36 टीएमसी पाणी कोटा मंजूर 

पुणे महानगरपालिके मार्फत शहराचे हद्दीमध्ये रहिवाशासाठी लोकसंख्येच्या प्रमाणात दैनंदिन शुद्ध पाणी उपलब्ध करून देण्यात (PMC Pune Water Supply) येते. यासाठी पाटबंधारेविभागाच्या अखत्यारीतील प्रकल्पामधून / धरणामधून अशुद्ध पाणी उचलण्यात येते. पुणे महानगरपालिका हद्दीसाठी खडकवासला प्रकल्पातून ११.६ TMC, पवना नदीपात्रातून ०.३४ TMC, व भामा आसखेड प्रकल्पातून २.६७ TMC पाणी, पुणे मनपामध्ये समाविष्ट गावे करिता १.७५ TMC  असे एकूण १६.३६ TMC पाणी कोटा मंजूर आहे. महाराष्ट्र जलसंपत्ती नियमन प्राधिकरण (MWRRA) यांचेकडून वेळोवेळी प्रसिद्ध करण्यात येणाऱ्या परिपत्रकानुसार पुणे महानगरपालिकेकडून पाटबंधारे विभागासोबत करार करण्यात आलेला आहे. पुणे महानगरपालिकेमार्फत प्रतिवर्ष आवश्यक पाण्यासाठी विहित कालावधीत पाण्याच्या मागणीचे अंदाजपत्रक पाटबंधारे विभागाकडे सादर करण्यात येत असून पाटबंधारे विभागाने सादर केलेल्या पाणी देयकानुसार पुणे मनपाकडून योग्य ती रक्कम प्रतिवर्षी अदा केली जाते. यंदाच्या वॉटर बजेट मध्ये 12.82 टीएमसीच पाणी कोटा मंजूर करण्यात आला आहे. महापालिका उद्योगाला पाणी देत नाही 
औद्योगिक दराबाबत पुणे महानगरपालिकेकडून पाटबंधारे विभागाला दिलेल्या पत्रानुसार CPHEEO मॅन्युअल नुसार रेसिडेन्शिअल व नॉन रेसिडेन्शिअल बिल्डींग साठी प्रतिमाणसी आवश्यक LPCD गृहीत धरून पाण्याची मागणी नोंदविलेली आहे. यामध्ये औद्योगिक घटकासाठी प्रक्रिया उद्योग व औद्योगिक रॉ मटेरीअल करिता पाणी मागणी प्रस्तावित केलेली नाही. विविध प्रकारचे पाणी वापराचे प्रयोजनासाठी महाराष्ट्र जलसंपत्ती नियमन प्राधिकरण यांनी जून २०२२” अखेर ठोक जलदर जाहीर केले असून त्यामध्ये घरगुती पाणीवापर व औद्योगिक पाणी वापर (प्रक्रिया उद्योग व कच्चा माल) याचा समावेश आहे. पुणे महानगरपालिकेच्या पेयजल योजनाद्वारे (Water Treatment Plant) होणारा पाणीपुरवठा हा प्रतीमाणसी करण्यात येत असून औद्योगिक घटकामधील प्रक्रिया उद्योग व कच्चा माल यासाठी
होत नाही. असे महापालिकेने म्हटले होते.
यावर पाटबंधारे विभाग आणि महापालिका प्रशासन यांची एकत्रित सुनावणी झाली होती. यामध्ये औद्योगिक दराचा मुद्दा निकाली काढण्यात आला होता. पाटबंधारे विभागाकडून आश्वासन देण्यात आले होते कि यापुढील बिले ही घरगुती आणि वाणिज्यिक दराने पाठवण्यात येतील. दरम्यान महापालिकेने वारंवार मागणी करूनही पाटबंधारेने या बैठकीचे इतिवृत्त महापालिकेला दिले नाही. त्यांनतर आता सप्टेंबर आणि ऑक्टोबर महिन्याची बिले ही औद्योगिक दराने पाठवली आहेत. बिले औद्योगिक दराने काढून एकूण थकबाकी सहित 736 कोटी देण्याची मागणी पाटबंधारे ने केली आहे. यामुळे महापालिका पाणीपुरवठा विभागाची पुन्हा डोकेदुखी वाढली आहे. दरम्यान याबाबत पाटबंधारे विभागाला जाब विचारला जाणार आहे, असे महापालिकेच्या पाणीपुरवठा विभागाकडून सांगण्यात आले.
